The purpose of the research is to introduce the concepts of the creative class, the creative industry, and the creative city and their historical and theoretical background. And then, the research is to derive the possible strategies and policy implications for building the Daejeon, which is the most high technology city in Korea, as the creative city. There has been a growing emphasis on the role of the creative class and creative industries to make the creative city. This paper attempted to bring a more understanding of the role of the creative class and industries and amenities in making the creative city. Further, it tried to provide its policy makers with better guidance in fashioning policies to encourage the growth of Daejeon as the creative city. This research explored crucial factors in the attraction of the creative class and industries that drive the development of the creative city. As the result of the research, the amenities and the leading large companies located in Daejeon are the most important objects of the creative city to spark and sustain the growth of the creative class and industries in the region. However, the arguments of amenities emphasized by Florida is not true in Daejeon. Instead, the city of Daejeon should be able to timely respond to demand that expands as the new creative class move to the area. This research also found that even though local amenity is an important factor to attract the creative class and industries, amenity is viewed as one necessary but insufficient in making a creative city. Amenity should be only one component within many of development strategies to attract the creative class and industries.

About more than one hundred cities over the world are currently trying to establish creative city plans to take advantage of their cultural assets accumulated in the past. Eight cities are under the establishment of "creative city plans" in Korea now including Daejeon Metropolitan City. Many urban development plans have been established to manage the rapidly changing economy and human settlement patterns in the last 40 years in Korea. However, the majority have failed or were not completely carried out as intended and this could be applied to creative city plans also. It will be very useful if the implementability of a creative city planning is analyzed after the plan is created but before it is implemented. The aim of this paper is to analyze the implementability of "Creative City Plan of Daejeon Metropolitan City" and to provide some suggestions to those cities who want to build creative city plans in the future.

This study tests an hypothesis that growth of production, export and number of firms in a manufacturing sector has a positive impact on the rise of its total employment. It is expected that our research outcome can correct current misconception of "jobless growth" in a manufacturing sector and will support the fact that manufacturing industry still works as a locomotive of national economic growth both in production and in employment. For a case study, time-series data of Changwon national industrial complex in Gyeongnam Province has been used. Research outcomes based on the vector error correction model(VECM) indicates that all economic factors have positive impacts on employment growth. Among them, total amount of exports have the largest and enduring impact on the employment growth. Total amount of production shows relatively indirect impact on the employment. They impact positively on employment through growth in total exports. In the case of number of firms, we found little impacts on the number of employment. In conclusion, we can argue that stimulating exports in a manufacturing sector is a good strategy for creating jobs. Growing size of exports can increase total production and finally create more jobs in the manufacturing industry.

The international society on climatic change is undergoing the negotiation on climatic change system (post 2012). In this regard, Korea also is demanded to transform high carbon emission city to low carbon emission city to cope with climatic change. Therefore, this research has the purpose to evaluate the present conditions of local government policies and to propose desirable direction to convert to low carbon emission city. To that end, the research conducted questionnaire survey with local governments and academic community experts related to climatic change, and the results of survey on climatic change recognition and policy demands can be summarized as follows: First, all the municipal organizations are strongly recognizing the necessity to reduce carbon dioxide emission amount to cope with climatic change. The most desirable goal for emission amount reduction was shown 10 to 20% for 2020 compared to 2005. When government sets up the goal for reduction at national level, the level of goal considering the capacity of current local government needs be reflected. Second, there is a recognition that new city models are required to realize low carbon emission city. To that end, municipal organizations are focusing on consumer campaign for expansion of new and renewable energy installation, green area organizing, eco-system restoration, energy saving and green purchase promotion to reduce carbon dioxide emission. Third, when the elements of plan for low carbon city organizing are divided into energy, transportation, ecology, resource and city, the direction in the highest priority is the realization of policy in transportation and energy sector. Fourth, as for usage areas to which plan elements can be applied, each plan element, energy, transportation, ecology, resource and city, showed differences, and specifically energy sector requires consideration on factory complex and public building for cost, time and technology ; transportation on commercial zone and apartment area where traffic inducements are high ; ecology on apartment ; and city on commercial zone. Fifth is the role of local government and national government to realize the policies. While national government determines macroscopic directions and supports on incentives, subsidies and institutional issues, local governments which are specific entity of realization shall realize specific projects like conversion of building energy to new and renewable energy, conversion of transportation system or green area organizing etc.

This study analyzes the determining factors of rental rate - the primary income source of the office buildings, focused in Seoul city area and proves the importance of management process (professional management) among all those factors, This also intends to analyze what factors are used to determine the proved important management process. It draws several factors affecting the decision of rental rate, through the analyzed results from the three Multiple Regression Analysis models. It proves that the most important factor is the management process and that professional management rather than self management is more effective in increasing office rental rate. Based on this, it analyzes how the proven management process(professional management) is determined by what factors, by conducting Logistic Regression Analysis. It identifies that gross area, ages of building, ownership entity, number of elevators, the lease exchange rate and parking space are important factors of determining management process. That is to say, there are high odds of selecting over self management with bigger gross area, corporate ownership, more numbers of elevators and parking space. Conversely, there are high odds of selecting self management over professional management with more ages of building and high the lease exchange rate, which are negative factors.

This paper analyses the governance of metropolitan planning in two North American cities: San Francisco in the US and Vancouver in Canada. The paper argues that the core planning agency of the Vancouver region, GVRD, has established a strong status as a regional planning organization through a long period of participatory planning practice, leading an orderly coordination of interests among different municipalities and stake-holders; however, this is not the case for the San Francisco region. In the latter case, main roles of metropolitan planning, such as the provision of long-term vision, transit services. and clean water, have been fragmented among many different organizations, such as governments, quasi-, and non-government organizations, special districts, and private sectors. This fragmentation is believed to be a major source of the lack of efficacy, efficiency, and convenience in urban service provision of the region.

This study attempts to examine the factors that affect regional facility investment and how the investment behavior differs among regions. The statistics shows that overall regional investment is declining, and that investment is heavily concentrated in certain regions. The results of a panel fixed-effects model indicate that, among various macroeconomics factors, interest rates and exchange rate have a statistically significant impact on regional investment, and that land price, the degree of concentration of manufacturing industries, GRDP and the relative capital price are the most important determinants among all regional variables. In addition, factors that affect regional investment differ across regions. Exchange rate, labor force, the degree of concentration of manufacturing industries, transportation condition and knowledge infrastructure are relatively significant factors to explain investment in Sudokwon, while labor force and the degree of concentration of manufacturing industries are important factors in Chungchung region. In Honam region, exchange rate appears to matter for investment, while exchange rate, labor force, land price, the relative capital price, GRDP and knowledge infrastructure are the relatively significant determinants of investment in Youngnam region.
