Balanced regional development was on of the major priorities of the presidential administration. Each administration is different, but balanced development of the country is generally a priority. Regional development theory, which is the topic of this article, is a field of applied social science that forms the framework of regional development by using theories of urban planning, economics, geography, administration, and sociology. The planning process, including enforcement, evaluation, and reevaluation, is a key research topic in regional development. The goal of this paper is to analyze research trend in the Journal of Korean Regional Development using network analysis. The articles in the journal are published after peer-review by experts in related fields. Authors select and list keyword that they believe embody the most important concepts in their theses. For our analysis, we studied keywords from the articles in the Journal of Korean Regional Development from 2000 to 2016. We analyzed a total of 2,677 keywords in 715 papers, excluding only articles the provided no keywords. We found that the most popular keywords in the Journal of Korean Regional Development were ‘Urban Spatial Structure’, ‘Urban Regeneration’ and ‘Social Capital’. This suggests avenues for future research and an agenda for the Korean Regional Development Association.

The agendas of regional development policy has been changed following to society issues of those days. Main agenda of the early regional development policy was the issue of inter-regional disparity. After that, the succeeding agenda was the issue of regional competitiveness. Currently, most countries covering advanced and developing countries, including South Korea, have the problems of worsening social polarization and conflict in regions. This study analyzes the regional development policy agendas and examines the possibility of the combining between regional development policy and social development policy. On the result of this study, we can recognize that the agendas of regional development policy follow to the society’s issues and people’s interests. The agendas of regional development policy has progressed from regional disparity to regional competitiveness. Nowadays, the agenda is going to the social cohesion-oriented regional development policy. And this policy approach brings more positive effects on regions and communities. So, I would like to conclude that achieving social cohesion in regional development policy could bring more warm society and region.



불확실성 시대 지역공동체 개발에 대한 지역공동체 리질리언스적 접근

Uncertainty characterizes today. We are unsure about our preparedness for natural and social changes, including, but not limited to, slow growth, drastic shifts in demographic structure, climate change and related natural disasters, and economic growth without employment. Thus, both researchers and policy makers have paid much attention to the concept of resilience, which refers to the capacity of a society to withstand, absorb or/and adapt to various types of shocks. This study aims 1) to suggest an integrated approach to domestic resilience literature by reviewing foreign resilience literature, 2) to clarify the meaning of “community” and its importance in community resilience approach, and 3) to suggest policy implications for current approaches to community development in the country. To achieve the goal, this study reviews community resilience literature from the perspective both of a component approach and of a systematic approach. Then, the study analyzes domestic scholarship of resilience to suggest future research direction. The study then discusses what the community resilience approach has to offer for ongoing community development programs, and concludes by emphasizing that shaping community resilience depends on “taking actions.”



우리나라의 도시특성이 지식・문화・여가산업 고용에 미치는 영향 분석

The physical-social characteristics of cities are critical factors for determining employments of knowledge, culture and leisure industries. The potential employment power of knowledge, culture and leisure industries is attracted policy-makers’ attention in the era of 4th Industrial Revolution. However, there has been lack of studies for knowledge, culture and leisure industries in terms of employment. The objective of this research is to identify the positive and/or negative association between urban physical-social characteristics and employments of knowledge, culture and leisure industries, and to measure the impact level of urban characteristics to the employments of knowledge, culture and leisure industries. This research uses the 2000~2015 census data sets of characteristics of establishment based on the si-gun-gu governments provided by the Statistics Korea for geographical and statistical analyses. Research results show that there are strong association between urban physical-social characteristics and employments of knowledge, culture and leisure industries. The Industry Agglomerations and economic power of cities significantly affects positive increase in employments of knowledge, culture and leisure industries. This research reveals the importance of economic power enhancement policies for creation of knowledge-based high-income jobs of knowledge, culture and leisure industries.



도시재생 공론화 과정 연구 : ‘서울로 7017사업’을 중심으로

The essence of urban regeneration is to make people actively participate in its entire processes for both finding their concerns and needs and enhancing the validity of plans. Therefore public deliberation process should be considered as a key factor for urban regeneration. This paper attempts to analyze critically the ‘Seoulro7017 Project’ with the ideal speech conditions of Habermas and the public opinion theory of Lippmann. This paper synthesizes four procedural conditions of successful public deliberation for high level of substantive citizen participation: inclusiveness, publicity, autonomy, and sufficiency. This paper concludes the ‘Seoulro7017 Project’ did not meet none of the four conditions. This paper further suggests that high level of substantive public deliberation could allow people with the variety of interests to participate in a planning process that shares information, facilitates various views and perspectives without distortion, and has sufficient amount of time to discuss and argue each other.



주거이동특성이 주거만족도에 미치는 영향 : 인천광역시를 중심으로

The purpose of this study is to analyze effect of residential mobility characteristics on residential satisfaction in Incheon metropolitan city and to find policy implications for urban housing policy. For this purpose, this study used ordered logit model analysis using ‘2016 Housing survey data’. Study result shows that moving from apartment to multi-family dwelling, changing ownership from home ownership to tenantship was strongly associated with highest satisfaction of residential mobility. And residential satisfaction was highest when moving to residence with age of house between 3 to 10 years. With regard to spatial relocation, moving within Incheon metropolitan city was closely related with lower residential mobility satisfaction. With these study results, several policy implications for improving residential environment and urban management policy was explored.



일제강점기 민간에 의한 도시개발 : 광주지역 일본인 기업 삼평조(森平組)와 미국선교사에 의한 개발을 대상으로

The purpose of this study will focus on the American missionaries who have worked in the Gwangju area, Yanglimi(Yanglim-dong area) and the Sampyeongjo who are the Japanese development company. The spatial range of this study is in the inner and outer districts of Gwangju Fortress and Dongmyeong-dong where Sampyeongjo was mainly active, and Yanglim-dong area in the case of American missionaries. As a result of this study, Japanese and Americans who entered Gwangju before and after the opening of Mokpo port tried to apply the way they lived in Gwangju, which is a heterogeneous space in Chosun. In particular, the Japanese enjoyed superior status thanks to the support of Chosun's pro-Japanese forces. In the period of Japanese colonial rule, they secured their position as a dominant force and established their own space through the installation of infrastructure such as roads, water and sewage, Respectively. It is intended to discriminate the space. On the other hand, Americans, mainly missionaries, bought large quantities of cheap land, which was somewhat distant from the city after the opening of Mokpo port, with the help of friendly Christians already organized in Gwangju. In addition, they set up facilities for education and medical care, which Koreans wanted, and settled on missions and interacted with Koreans. In the treatment of leprosy, they were recognized for their merits from the Japanese imperialism, but they also suffered conflicts over the issue of land ownership. The Yangmyeong-dong area of the missionary facilities also served as an important window for communicating new cultures while protecting the majority of Korean Christians. The entrance of these two foreigner groups to Gwangju and the settlement formed by them has been a new stimulus for Gwangju, which has been stagnated in the past for a long time, and it can be regarded as a key leading to rapid modernization and urbanization.



부동산투자 벤치마크의 적정수익률 설정과 성과평가 연구

What is the basis for appraisal of asset management performance? The performance of the investors‘ asset management tends to be evaluated by reviewing whether or not the investing organization's performance for its investment has been more or less reached on purpose-benchmark. Therefore, it is important that the level of purpose-benchmarks should be reasonably determined. In light of this notion, the purpose of this paper is 1) to reasonably determine levels of purpose-benchmark and 2) to show the efficiency of each sub-real estate market by looking at theoretical equilibrium in office building and retail real estate markets in Korea based on the Security Market Line(SML) and Security Characteristics Line(SCL) in Capital Asset Pricing Model(CAPM). And, the results drawn from this paper is that 1) it is proven that purpose-benchmarks driven from SML for office building and retail real estate markets seem useful to show appropriate expected rates of returns for real estate investments in Korea, and 2) markets' efficiencies for office building and retail real estate can be different depending on time and regional characteristics, which implies that investors need carefully elaborate those factors when investing.



공공기관 청렴도와 농가소득간 관계성 연구

This paper analyzes the relationship between public institution integrity (corruption) and farm income value using data from 131 local government between 2010 and 2014. Using measure of public institution integrity, Integrity Index reported annually by ACRC(Anti-Corruption & Civil Rights Commission). STATA 12.0 version was used for statistical analysis. Research result, Integrity has been shown to have a negative(-) impact on farm income. However, the impacts are different depending on the industrial status of agriculture in local governments. Region with high industrial status of agriculture in the local governments(Agro-industiral region), we show that there are statistically significant and bigger correlations between integrity and farm income The empirical result suggests that a 1 unit increase in integrity index increases the farm income by about 13.1%. On the other hand, areas with high industrial status of agriculture in the local governments(Urbanization region), integrity has been shown to have a negative(-) impact on farm income.



지역혁신 중개기관의 조직운영 저해요인에 대한 탐색적 연구 : 초기 설립된 6개 테크노파크를 중심으로

This study analyzed the factors that impeded the operation of the Techno-Park organization through the survey on the members of the Techno-Park, which was a core regional innovation intermediary agency. According to the results of the analysis, several important barriers are identified as follows: ‘intervention of local government’; ‘difficulty of government business due to increase of similar institutions’; ‘lack of stable financial resources’; ‘difficulty in diversification of income and profit model’; ‘insufficient self-income’; and ‘intervention by central government’. These barriers are probably due to a strong dependence on the entrusted projects of central and regional governments, the difficulty of securing full-time employees, and the strong legal involvement of the central government. In addition, regional specialized centers of the Techno-Park have been incorporated to the Techno-Park Foundation, but the integrated management is not likely to be efficient. Consequently, it is necessary to expand the ratio of full-time employees, to raise stable financial resources through the support of central and regional governments, to reduce the influence of central and regional governments, and to expand financial support for integrated personnel management, especially for the regional specialized centers.
