한국 시ㆍ군의 소득격차 결정요인

This study analyzes regional income determination using a five year panel of 163 Korean cities and counties for the year of 1998-2002. Empirical results show that all the variables representing agglomeration economies, infrastructure and financial deepening have significant and great impacts on regional income. The number of patent application, which represents regional innovation activities, has significant and great impact on regional growth, but human capital has only marginal significance. For other variables, the share of agriculture has negative significant effect on regional income, and both the number of private institutes and that of travel companies have positive significant impact along with the share of tertiary sector.

The purpose of this study is to present the bases and factors increasing City Self-Containment by analyzing the cases of the U.S. cities including Columbus, Cincinnati, and Cleveland located in the State of Ohio. The analysis indicates that the Columbus has advantages over other two cities in terms of six perspectives such as access for workforce, access to markets, access to resources, capital, cost of living expense, and space. The advantages of the Columbus are detailed in: 1) since capable persons from good educational institutions consist ample workforce, companies take a much interest in recruiting in the area. 2) the City of Columbus attracts a considerable attention from the industries because retail sales in the Columbus is much higher than other two cities due to strong purchasing power of consumption goods. 3) since the Columbus is the capital city of the Ohio, it provides good quality of government service and traffic environment, resulting in the move-in of the companies. 4) the Columbus has two international airports with one for passengers and the other for cargo (freight) planes, which increase the power of the Columbus for the freight shipment.

Sine 1957, the Korean national account system has been changed eight times until today. In recent, although 1993 SNA was announced with various supplementations, the system can not reflect current knowledge-based economy. The purpose of this study is to propose a framework of national account system under knowledge-based economy with the importance of intellectual capital. The study particularly focuses on the analysis of four types of national intellectual capital, i.e., (i) national renewal and development capital, (ii) national human capital, (iii) national process capital, and (iv) national market capital. The study suggests two schemes. Firstly, knowledge-based industries should be adequately classified to reflect knowledge-based economy. Secondly, the national account system should be improved to reflect the importance of intellectual capital such as R&D expenditures, information technology, software, and e-business.

The China's regional development policy has been experienced 3 big changes. At first, since the new P. R. China had started, Chinese communist government has been taking serious view on the defence and balanced development of territory. But this type of policy was not rational in the economic context, therefore, wasted the abundant resources and productivity.Second, after reform and open policy, the focus of the China's regional development policy has been on the making and propulsion of growth pole policy. After 1980 to the end of the 1990's, they made the contributions to the rapid growth of regional economy, but they have sharpened the Contradictions between regions, and made the structure of economic development fall into serious unbalance.The third stage has been started with the beginning of the 21 century. In order to pursue to make the harmony between human and natural environment, urban and rural area, and between low and high rank income class. China should first base herself upon the national conditions, face the reality and realize the strategic transformation of regional economic development that is to transform from sole balance and growth pole development strategy to new balanced one by implementing new regional development strategy.China will make great effort to achieve balance, concert and harmony in both the spacial distribution and the handling of the relationship among economy, society and the resource environment. But they can not give up the sustainable development of Eastern area that has been going on rapid growth since the reform and open policy had started.

This study tried to analyse the generation and characteristics of the deteriorated residential areas in a medium sized city of the rural region and to find out the residents' desire oriented redevelopment(RDOR). As research method, it is firstly carried out the literature survey about the residential environment improvement program(REIP), how the physical improvement was accomplished. And secondly, it is investigated the residents' desire oriented redevelopment policy for the deteriorated residential areas by means of residents interview and questionnaire. In this process, it is confirmed that the generation of the deteriorated residential areas in Gunsan is closely related in the historical events, like as Japanese Colonization, Korean War and the regional industrial growth. Their characteristics are differentiated by the physical, social, economic and demographic structures.

This study aims to examine user's satisfaction and behavioral condition at the underground shopping street in the deteriorated old downtown of Daejeon and to find ways to elevate the efficient and multi-dimensional use of limited urban spaces. To achieve this, the study relied on empirical study method and additionally, present condition survey was performed with a user interview. User's satisfaction and preferences analysis was conducted to figure out present conditions and improvements.As a result, First, in terms of urban surroundings for users, city infrastructures, public transportation, signage, handicapped access, and others, should be improved for easy access to underground shops. Second, functionally, the underground shopping street plays not only a role of shopping center, but also a role of the place of meeting, so that the sufficient convenient facilities should be furnished. Third, in terms of structure, it should be architecturally transformed to secure the comfortable activities of users. And finally, in non-physical aspect, the employees` attitude and the preconceived notion for the goods have an great effect on the user's visit to underground shopping street.

This study critically reviews the legitimacy of urban planning opposed to a market broadly adopted by planners conventionally. This study critically investigates the concepts of market failures and government failures for the review. Planners have thought planning to be a powerful alternative of the market. However, this study indicates that planners have often misunderstood or exaggerated the reality of market failures. On the other hand, this study finds that the market is a quite excellent mechanism which is able to internalize the costs resulting from market failures while planning has several limits and problems in dealing with the market failures. This study identifies that planning as a regulatory policy is budget-consuming and rent-creating, and can infringe the civil liberty. In conclusion, this study insists that urban planning should legitimate its ontological meaning in the new way, which is more market-oriented.
