This study deals with the similarities and differences of perception among residents, public officials, and realtors regarding the impact of a new administrative capital plan on the regional real estate market, and analyzes survey results. According to the survey results, residents, public officials, and realtors agree that a new administrative capital plan has, to a great deal, impacted the price of real estate in the Chungchong area. The primary alternative to prevent and curb the real estate speculation is to put tax on the real transaction price of real estate. The secondary alternative, however, differs in that residents prefer to put heavy restrictions on the malpractice of real estate transaction and, in the mean time, public officials and realtors prefer to enact the laws or regulations related to the transaction of real estate.

The purpose of this study is to examine the current status and tasks of the local exhibition industry and provide its future direction through making case studies centering around trends and characteristics of the exhibition industry of German, the origin of the business.Results of the study suggest, most importantly, that each Messe center should be developed with a certain theme which is clearly discriminated from those of other similar centers. If the exhibition industry is to be grown in the level of a nation or region, it should focus on making remarkable a main industrial field of such nation or region and showing items that can be competitively advantageous over those to be exhibited in any other countries. This requires of each Messe center to be specialized. Autonomously or artificially, such specialization is to be promoted under mutual adjustment by Messe centers or agencies.

Poverty in the world is one of serious problem. Economic development policies in each country in the world do not cover evenly all social groups in each one. Furthermore, fruits of economic growth are not distributed properly to poverty groups or social disadvantage groups in the most of developing or developed countries. The objectives of this paper are to analyze why the poor does not reduce, why absolution poverty does not decrease in underdevelopment or developing countries, why relative poverty is more and more increase in developed countries, and to propose alternatives policies for poverty reduction through social capital at community level. To achieve these objectives, this paper is composed five sections. First section is introduction and second is theoretical review on poverty and social capital. Third section introduces poverty reduction programs by international institute. Forth section analyzes how to form and how to structurize social capital in community for poverty reduction. Fifth is conclusion and policies implication. Findings for poverty reduction through social capital in this paper are ①the positive participation of residents in poverty reduction programs ② endogenous mobilization of community resources ③ proper external support through government-private partnership ④proper policies support for maximization of community social capital.

This paper evaluates the service level of the neighborhood public facilities in Daegu city through the GIS buffering analysis. Among many public service facilities, three representative facilities such as post office, police box and branch office of local government are selected and analyzed. Fir this purpose, data were collected from the various sources - basic statistical unit data from the National Statistical Office, digital maps from the National Geographic Information Institute, and field surveys when necessary. The findings of this study tells us that the service level is good in and around the central district and poor in the outskirts of the city in general. The service level also varies by housing type - high in single detached housing areas and low in apartment housing areas.

The main purpose of this study is to discuss the possibility to apply the postmodern theories into planning paradigm. This study shows the following discussions onmajor arena of planning as follow. First, in terms of comprehensiveness, our community is not a simple aggregate of sector but a dynamic whole. So we ought to consider of totalityof community. And we should induce the cultural logic, economic traits of postmodern. Second, in terms of rationality, we should criticize the instrumental rationality and foundational truth. And we should invite the undistorted communication, discursive method and alternative approach for optimum solution. Third, in terms of power, we should reconsider the value neutrality because of value and moral oriented in planning. Thus planner should be more sensitive and active with the surrounding political and power context for more efficient planning. Fourth, in terms of differentiation, most postmodern scholars emphasized the fragmented and dispersed factors. Thus we should positively induce the differentiation, dispersion, pluralism and locality for planning. Fifth, in terms of culture, we should induce the attributes and characteristics of information age and globalization age as well as sensibility of postmodern for planning.

This study surveys the consciousness of residents around the Macheon Industrial Park about the environmental problems of the industrial park and the plan converting the industrial park to an eco-industrial park. This study draws some policy implications from the survey. The residents generally acknowledge the contribution of the industrial park to the regional economy whereas they are discontented with some air pollution discharged by it. Nevertheless, their reaction to the discontent seems very passive. The inhabitants generally agree to the plan converting the industrial park to the eco-industrial park but are opposed to importing industrial wastes from other industrial parks. The younger residents have more affirmative views about the industrial park and the eco-industrial park project. The opinion about the eco-industrial park project appears different depending on the point of view assessing the economic contribution of the industrial park. This study suggests the policy implication that all of citizens, business and administration construct the public-private partnership for environment corresponding with the substantial concept of the eco-industrial park.
