In promoting the business of Pan-Yellow Sea Rim Economy and Technology Exchange Meeting, there are appraisals of the lack for economic performance which result from tangible or intangible outcomes of relationships and behaviors among major participants. This paper is attempting to analyse the performance of Pan-Yellow Sea Rim Economy and Technology Exchange Meeting in terms of using the concept of social capital, in which can not appear quantitative performance targets. In particular, this paper analyzed factors and priorities to improve the program of Pan-Yellow Sea Rim Economy and Technology Exchange Meeting among local governments and private companies based on social capital in Kore, Japan and China, that countries highly regard the individual relationship due to traditional Confucian Culture. In order to emphasize policy implications, this paper analyzed a survey of experts planned by hierarchical decision-making techniques, AHP(Analytic Hierarchy Process) method.

This study investigates the effects achieved by implementing ABC- location policies over the last two decades. One of the main goals of the Dutch ABC location policy was to reduce the growth in car traffic and to promote public transport use. For some city, like the Hague proved that both the improvement of public transport supply and land use control can be effective. The assessment of the ABC policy shows that the ABC poses no significant mobility changes. Municipalities are not obliged to apply the strict ABC parking restrictions. The ABC policy changed to a more flexible location policy that besides accessibility, the economic development, environmental quality and livability were included. After assessing the ABC policy the author suggests implications for Korea. For reducing car traffic is to encourage policies that better coordination between the planning of transportation and land-use. For optimal location policy making, the coordination among various stakeholders is keenly necessary. Because the mode choice is made by trip maker, mobility management measures like LEM is needed that can effectively change the travel behavior.

본 연구는 21세기 한국사회와 국민적 수요 변화에 발맞추어 국민통합 및 경제발전, 삶의질 향상이라는 복합적․갈등적 명제를 해결하기 위해 지역주민의 협력과 통일된 사회적 의지의 추구라는 기조를 근간으로 삼는 새로운 지역발전모델을 정립하고자 시도되었다. 이의 일환으로 지역주민이 체감할 수 있는 ‘삶의 질이 선진화되는 녹색희망 공동체’를 조성을 제안 하였다. 최근 정책환경의 급속한 변화와 함께 지역발전정책은 목표가치에서 부터 추진전략, 대상지역 및 접근방식 등에 이르기까지 획기적인 변화를 경험하고 있어, 전통적 패러다임이 새로운 패러 다임으로 대체되는 이른바 ‘패러다임 전환’을 맞이하고 있다. 특히, 지역공동체를 근간으로 하 는 미시적 차원에서의 지역발전전략이 각광을 받고 있다. 이는 지역발전정책의 목표가치가 중 첩․상충된 상황에서 이들을 조화롭게 수용할 수 있는 최소한의 공간단위가 바로 지역공동체이 고, 이의 활성화를 통하여 국가적 차원의 지역발전정책을 통해서 해결하기가 어려운 지역이슈 에 대하여 정책공백을 보완할 수 있기 때문이다. 녹색희망공동체 조성은 지역사회 단위에서 자족적 근린생활권을 중심으로 높은 수준의 삶의 질과 경제적 경쟁력, 강력한 공동체의식을 겸비한 살기좋은 지역공동체를 주민이 주도적으로 조성하는 것을 의미한다. 이는 참여성, 포괄성, 통합성, 협치성을 기본적인 특징으로 하고 있어 기존의 유사사업과 여러 관점에서 근본적으로 차이가 있다. 녹색희망공동체 조성은 지역 근린 생활권 단위에서의 경제성, 환경성, 형평성을 고려한 새로운 복합형 지역공동체를 창조하는 것 이다. 지역수요 맞춤형 사업, 지역주도의 자율적 사업, 지역공동체 차원의 선택과 집중형 사업, 복합적․융합적 사업을 추진하는 것을 원칙으로 한다. 비전, 주체/리더, 사업/프로젝트, 그리고 네트워크로 구성되는 녹색희망 공동체의 추진모델은 쾌적하고, 경제활력이 넘치고 사회적 복지 망이 잘 구축된 새로운 지역공동체를 조성하기 위하여 주체나 리더간에 공유된 비전을 토대로 지역맞춤형 사업을 수행해 나가는 과정인 것이다. 이 과정에서 정부, 지자체, NGO, 지역주체간 협력관계를 유지하는 하부시스템이라고 할 네트워크 혹은 거버넌스 체계를 통해 세부사업의 효 과성을 배가할 수 있는 것이다. 우리 실정을 감안할 때 향후 녹색희망공동체 조성이 성공적으로 정 착되기 위해서는 극복해야 할 과제로는 주민참여의 활성화, 지역공동체의 역량 강화, 그리 고 법․제도적 기반의 구축이라고 판단된다.

지역경제 성장요인에 관한 연구 - 충북을 중심으로 -

Since introduction of local self-government, each local government has tried to develop their local economy with autonomy. The results of development differed from local to local due to the characteristics of each local. This study aims to identify factors affecting local economic development focusing on Chungbuk. This study classifies 5 factors influencing on local economic development which consists of GRDP and increase of population. These five factors include transportation, industrial location, capital, environment and, administrative and financial sectors. After identifying the most influential variables using the bivariate tests, the current study employs multiple regression to test the VAR model. There are significant correlations among the variables. In addition, the analyses reveal the causal relationships among road, factory area, and variables related to labor supply. Impulse Response Function and ANOVA show that transportation, industrial location and capital effect on development of GRDP, and conditions of settlement environments such as an educational institution are influential on increase of population of the local.

This paper examines the determinants of unplanned industrial land price with accessibility to transportation facilities using a hedonic price model. The empirical results obtained show that accessibility, defined as the distance to the port and the distance to the expressway, has expected negative sings reflecting the trade-off between transport cost and land price. Specifically, 1% increase in the distance to the port is estimated to reduce the price by 1%. The proximity to the expressway also has a strong impact on the price if the distance is equal to or lower than 10㎞, but the impact seems to be insignificant for further distances. Lastly, further research for other markets and time periods is required to identify the determinants of unplanned industrial land price.

At the 20th century, main flows for major plans in urban planning paradigm ranging from Le Corbusier's internationalism to Compact City, New Urbanism and Transit-Oriented Development are based on High-Density․Mixed-Land Use Developments. However, due to the lack of comprehensive and objective evaluation indicators, it is not known exactly how the principle idea of these plans was being applied to the cities in Korea and how much it had progressed. This study was used to develop some models to evaluate existing urban High-Density․Mixed-Land Use Developments. Research progress was separated into 3 steps in order to develop evaluation models of High-Density․Mixed-Land Use Developments. Firstly, the top-evaluation items are reviewed through the transition process of urban planning paradigm and the sub-evaluation indicators are established through the existing precedent research. Secondly, the final evaluation indicators are produced the expert validation. Finally, the importance of evaluation items and indicators was estimated by expert survey. As a result, evaluation items of High-Density․Mixed-Land Use Developments were Land, transportation, environment and economy in order of importance. Density demonstrated the most important indicator in land and the modal choice rate of public transportation showed the highest importance in the traffic. Energy efficiency and atmospheric environment were important in the environment. Cultural facilities and employment density appeared important in the economy.

It has been constantly discussed about the concept of “Compact city” as a urban structure to correspond to the climate change. Compact city changes human’s passage pattern and affects both energy consumption and GHGs emissions after all. This research has been done to explain the relation of cause and effect between the characteristics of Compact city, the passage pattern and the amount of road GHGs emissions. For the above objective, First, the relation between the characteristics of compact city, the passage pattern and the amount of Road GHGs emission was closely examined using correlation analysis. Second, the effect of the characteristic of compact city on the amount of road GHGs emissions was found out, and mediated effect of the passage pattern was proved. Third, path analysis was carried out to show the whole cause and effect of independent variables, mediated variables and dependent variables. As a result, mediated effect of ‘vehicle modal share’ appeared in the effect of the characteristics of compact city on the amount of road GHGs emissions. This fact implies that the characteristics of compact city affect the transfer using vehicle, for this reason, GHGs emissions change, rather than the characteristics affects road GHGs emissions directly. Therefore, it is recommended to let these characteristics reduce the demands of moving with vehicle and create an environment which can encourage the use of public transportation, bicycle and walking, meanwhile the use of land should remain compressive and complex.

자가보유 전ㆍ월세 가구의 특성과 주거이동성에 관한 연구

Over the past few decades, there has been a considerable increase in the number of home-owning households who reside in the rental housing. It has frequently been mentioned in the previous research that the residential mobility of households is associated with the housing tenure. Moving costs increase greatly for the households who own housing, so they are trying to overcome the mobility restrictions by residing in the rental house while owning their home in other places. The main purpose of this study is to investigate the household characteristics that could affect the residential choice behaviors of home-owning renters. Both the 2% sample of 2005 Korean Census of Population and Housing data and 10 wave Korean Labor and Income Panel Survey were used to investigate the socio-economic characteristics of home-owning renters. The empirical evidence revealed that factors such as the number of household member, age, education, marital status, occupation, etc. have a significant impact on the transition to the tenure status of homeowners. It was also found that the transition to rental housing is under the influence of commuting modes, commuting time, dual-income family, and relocation experience.
