The purpose of this paper is to examine the regional economic policies of Korean government critically and analyse the problems. The present Korean government has been trying to accomplish two goals, national economic growth and regional balanced development with new regionalistic industrial policies. But the outcome of the policies is not still satisfied and the criticism for the policies has increased. According to the results of this research, these problems are caused from the theoretical confusion and the policy mistakes in the process of applying the model to policy. Especially, the policy mixing of the industrial cluster theory and regional innovation system is regarded one of the most important factors to have made such a failure of policy.

The purpose of this paper is to analyze the network structure of Regional Innovators in Dongnam district of Korea, and to evaluate its effectiveness from the perspective of 'the cooperation among industry, university and research institution.' This analysis is focused, particularly, on the research ability or capability of these three innovators. And, this paper shows that the network of Regional Innovators in Dongnam district had not worked well. As a result, the following policy directions are suggested. First, incentive system for the cooperation for three innovators are strengthened. Second, Regional Innovation System should be linked with the network structure. Third, the system to enhance information sharing should be set up, etc.

As environment-friendly planning is becoming main stream in regional planning area, there is urgent need to regional planning system to support sustainable development. For this goal, GIS has widely been utilized thanks to rapid development of simulation technique based on digital geographic information. The purpose of this study is to review the applicability of GIS simulation for regional development as the analysis and decision making tool in the case of road construction in island area in Jeollanamdo Province. As results of study, it is proved that GIS simulation of a development plan is visually persuasive to regional people, cost and time saving, and effective decision support system in decision making process of regional development.

The most difficult problem in making farmland reservoirs is the opposition from farmers. So we investigated the resistance factors in the introduction of farmland reservoirs in the Imjin river basin, famous for frequent floods and the Hantan Dam, by using the Q methodology which is able to analyze subjective factors quantitatively. Four resistance factors found in the analysis were: Environmental Conservation(EC), Regional Development(RD), Region Adherence(RA) and Safety First(SF). In common, all the factors agree that agriculture is important. With regard to regional development, some factors consider that mass construction project is helpful but others do not. The factors RD and RA approve dam construction but the factor EC opposes it. And the factors EC and SF support the introduction of farmland reservoirs but the factor RD do not. So there is the risk that the introduction of farmland reservoirs will make confrontation like the one currently raised regarding the construction of the Hantan dam. But the conflict is expected to decrease if the factor SF will play the role of mediation since it has the characteristics of neutrality, economic independence, flood experience and farmer's sympathy.

It is key element for the foreign direct investment(FDI) to uplift the productivity and efficiency through the international competitiveness and cooperation in an ear of boundlessness competition business. Because FDI is conducive to regional development of a local area by providing such as the increase of employment opportunity, transferring of advanced technology and advanced management skills and the capital resources of revenues. Especially, local authorities consider the FDI as a device of regional development and the luring of foreign direct investment in local government have being intense. It is very important to reveal the factors affecting the FDI.This study examines the factors of FDI determinant by comparing the three areas to set up the effective policy for the local business promotion which to improve the investment environment. The research variables of the determinants are including various factors; the land costs, the locational advantage, FDI incentives, environment of competition and level of technique and union relationships, quality of bureaucracy, etc., as the key determinants of foreign direct investment. Results of this research will show determinants of FDI according region to region by comparing each municipality of BusanUlsan and Gyengnam. The generalization of this results are extremely limited in southeast of Korea, but it also is meaningful to compare the findings of this research with ones of the other capital cities around the Seoul in the further research.

The innovation networks have been recognized as the main driving force of the successful innovation clusters and innovation cities. In this context, the purpose of this paper is to provide policy instruments to build successful technological innovation networks of Daegu-Gyeongbuk region, based on an empirical analysis of the existing innovation networks including textile, mechanical, electronic, steel, and venture industry. In the empirical analysis this paper examines the structure and characteristics of the innovation networks of the selected regional industries. Also, based on the logit and regression analysis, this paper attempts to find the factors which may influence on the establishment of the innovation networks of the selected industries. The variables such as the government support and social activity of the firms are suggested as the main factors which may affect the participation of the firms in the innovation networks. Also, this paper examines the effects of innovation networks on the innovation productivity of the firms. Based on the empirical findings this paper suggests some policy instruments for the construction of innovation networks in terms of structural, cultural, and institutional aspects.

The purpose of the research is to derive the possible strategies and policy implications for building the regional innovation system in Korea by comparing the successful model of the system in Austin, Texas and Daeduk Valley in Daejon. The study was focused on analyzing the primary role of each subject of the system and linking mechanism between the subjects composing the regioanl innovation system. The policy implications that earned as the result of the analysis are following; First of all, it is essential to establish technology commercialization & venture business training institute in Daeduk Valley where technology transfer actually can happen in technology development section, and to educate venture business people and venture business related various persons in public and private sector. Secondly, a regional development agency is needed to combine regional innovation system and to have leadership like The Institute of Innovation, Creativity, and Capital(IC2) does in Austin. Thirdly, there should be an attraction of large corporations which will be the consuming market of venture businesses and the source of funds. Lastly, the central government and the city of Daejeon have managed to construct Daeduk Valley in Daejeon. However, if the main purpose changes to focusing on improving local community, the Daeduk Valley should be reversed to regional innovation system managed by private organizations such as local chamber of commerce, local government, and research and educational institutes.

This study aims at identifying whether there can exist 'the New Right planning.' This study reviews the experience of Britain and the US in the 1980s, and Houston, TX to discuss the topic. This study finds out a few merits and numerous demerits of the planning trend from the cases mentioned above. In conclusion, this study identifies what the New Right planning can exist but it should be careful of its application to the Korean situation. The following three are the reasons. First, the approach can damage the legitimacy of the state because it usually works following the logic of capital. Second, it can threaten the principle of democracy and the social integration owing to the same mechanism. Third, the Korean situation is quite different from the cases of Britain and the US. This study recommends some principles of the New Right planning though. First, the principle of incentives underpinned by the market mechanism should be accepted more extensively in the planning process. Second, the mechanism and procedure of planning should be simplified drastically. Third, planning procedure should be more transparent than now, and the means to double the citizen participation should be searched sincerely.

The will of the Participatory Government to decentralize authority away from central government to local governments has been considered to be stronger than any previous governments. However, in order to achieve visible results of the decentralization policies, technical process, which can define and control variety of factors, is critical. Especially, evaluation and opinion of local public officers regarding decentralization are important factor showing how successful central government decentralization policies have been, because local public officers are direct recipients of the policy. While there have been considerable amounts of researches done for decentralization, most researches only discussed direction of the decentralization policy. As two years have passed since the beginning of the Participatory Government, some researches have studied the consequences of the policy, but they tend to be based on qualitative studies. Therefore this article conducted survey to local public officers in order to evaluate how they feel about the decentralization policy of the Participatory Government. This study adopted not only qualitative study but also quantitative research method. It will provide valuable lessens about how local public officers evaluate decentralization policy of the Participatory Government and how much contribution they provide for the success of the policy.

This study deals with the economic performance of creative industry in terms of employers and firms, and further analyses the economic activities of the industry in Seoul, considering their preferring to cluster at metropolitan areas typically. The trends of agglomeration in every district of Seoul are investigated to verify the traditional facts that the activities of creative industry have the tendency of centering in some areas of a metropolitan region. The nine industries are selected following the scholarly definition of creative industry and the official data on the number of employed person and firms published by the NSO on a yearly basis during 1999~2003 are used on Korean standard industrial classification (KSIC). The location quotients for the districts of Seoul in those industries are used as indicators to show the relative degree of the industrial concentration and are compared in terms of periods between 1999 and 2003. This study shows that the creative industry of Seoul is leading in Korea and growing faster than overall employment. Apparently the position of Seoul has been strengthened in almost every selected creative industries and its activities tend to be oriented toward urban centers. This article has some limitations in that more segmented analysis of industry activities is not implemented due the inadequacy of existing data sources, which does not suggest fruitful ideas to explain the agglomeration in a city. This point needs to be a further quantitative and qualitative study.

The private education institutions have had lots of influence on various parts in Korean society including the housing price. The urban policy as well as the educational policy has focused on the location pattern of the private education institutions. However, most studies are very limited to the public educational system. Therefore, the purpose of this study is to analyze on the location pattern of the private education institutions. To the study, we build up the assumption that the location pattern of the private education institutions could have relation to the educational demand.Through the study, we can conclude that the location concentration circumstances of the private education institutes in Gang-Nam area is a temporary features from the government policy. The location patterns of demands to the private education institutions disperse recently. Therefore, we can suggest that the location pattern of private education institutes will decentralize and scatter.

This paper examined issues of regional development through the casino industry with a discussive approach. The casino industry is among the most prohibited markets in Korea, yet regional scientists have paid it little attention. However, since the opening of the casino in Jungsun area which was the first to permit entering of domestic Korean, many local governments are now trying to introduce the gambling industries such as horse racing, cycle racing and casinos to promote the regional economy. In addition, the introduction of the five-days work week in Korea increased involvement and consumption on the leasure and entertainment services. Facing such changes from the industrial to the post-industrial society, this paper suggests not merely observing the casino industry with a prohibited viewpoint, but carefully reviewing its social and economic impacts of the casino industry with a more matured perspective.

This study attempted to apply retail entertainment to develop a competitive strategy for local retailers against large retail chains aggressively expanding to across nation and threatening local, especially, small retailers. Considering the purpose of retail entertainment which is to provide entertaining shopping experiences, the study hypothesized that basic retail marketing elements as well as large entertainment facilities could stimulate consumer responses (perceived excitement and visit intention) and that retail entertainment should include basic marketing elements. The study examined consumer responses to different retail entertainment factors, differences in consumer responses by consumer characteristics, and the relationships among consumer responses to entertainment and hedonic shopping value. Eight retail entertainment factors were extracted, and consumer responses were higher on retail marketing, parks, retail, dining, services, sport facilities, entertainment facilities, and cultural entertainment in that order. There were a variety of differences in consumer responses by consumer characteristics and positive relationships among consumer responses and hedonic shopping value. The results showed that basic retail marketing elements were more important than typical entertainment facilities for customers' entertaining shopping experiences and that even small local retailers could apply retail entertainment without large investments for entertainment facilities. Further implications for local retailers were discussed.

The aim of this study is to delve into rural residents' participation in rural village development programs and to suggest a better model for participatory rural village development programs. For this, interview and questionnaire surveys of key actors and 134 villagers in 20 sample villages were carried out. It was found that, at each stage of village development programs, there were differences in the form and level of villagers' participation. At the early stage of initiation and planning, while only the limited number of villagers actively participated in planning and preparation, the rest played a relatively passive role, at most attending the meeting, and so on. However, at the implementation stage, the division of labor and roles emerged, and the forms and levels of participation were diversified. For example, some offered their knowledge and expertise, others their own labor. In economic, social, and environmental aspects, villagers' participation clearly showed expected successes up to a certain degree, but in many cases, conflicts among villagers were observed too. Statistical analysis clearly revealed the positive correlation between the level of participation and the performance of the projects, i.e., the correlation coefficient of 0.67. From this analysis, it became clear that the participatory model requires the existence of a mobilizer, outside support and interests, and an appropriate incentive and compensation mechanism in order to extend beneficial results and effects of a rural development program.

This study is to look into making process of the Community Welfare Committee(CWC) to seek way and insight for community welfare. The CWC is a system to debate the agenda of social welfare and health in community. It is an assocation involving actors that represent both public and private sector in local community. Also the CWC proposes new framework for stakeholers to discuss shared problems of community. The finding of this study shows that the practice method of the CWC means local governance and should head to collaborate governance. The local governance is defined as a kind of behavior, process or ststem among the related actors for distributing values in community. Of all types of governance the collaborate governance is the most ideal model because it can promote the interests of citizen and lessen social expenses. Specially, The 2nd chapter reviews concepts and meaning of local governance and collaborate governance. The 3rd part reveals fact finding survey of social welfare and local governance in Incheon. The 4th chapter reviews that the possibilities and limitations of the CWC in Incheon for collaborate governance and explains meaning of the CWC as well as alternatives and perspective of its practice. Final part presents practice strategies for the collaborate governance reflected by the results of the study.

The newly enacted National Land Use Planning Act aims at promoting the principle of ‘No-development-without-proper-planning.’ The new law in effect keeps private developers from developing land and building houses as they had done in the 1990s. The net effect will be a lack of development and supply of residential land, and diminished housing construction. Given that Korea still needs a large number of houses to meet growing demand, this situation needs to be resolved. We propose that regulations on land development be relaxed while maintaining the spirit of the new law. We also propose a system that would force local governments to rezone land when the housing market shows certain signs of a shortage. In the long-term, an overall rationalization of regulatory laws is needed, since too many laws impose restrictions on land development and construction. Local governments should be given more power to determine how to use land according to local needs and endowments.
