본 연구는 지역균형발전을 대표적 국정과제로 추진했던 노무현 정부 이래, 지역균형발전정책이 어떻게 변화해왔는지 제도적 측면에서 살펴보고, 중앙정부 주도로 추진하는 지역균형발전 정책의 방향성을 제시하고자 한다. 이를 위하여 노무현 정부 이후 지역균형발전정책의 추이를 살피고, 그 가운데 지역균형발전정책의 공식적・비공식적 제도를 신제도주의적 관점에서 살펴보았다. 그 결과를 통하여 향후 지역균형발전 추진체계의 위상 및 권한 강화에 효과적인 방안은 무엇인지 논의할 것이다.
This study examines how the balanced regional development policy has changed since the Roh Moo-hyun administration, which promoted balanced regional development as a representative national policy objective. The study then suggests the future direction of the balanced regional development policy, as led by the central government. To achieve this, the study assessed the trends of balanced regional development policies after the Roh administration, and the formal and informal institutions of balanced regional development policies were examined from the perspective of new institutionalism. Through the results, this study discusses what an effective way to strengthen the authority of the presidential advisory committee as the organization in charge of promoting the national agenda is.

이 논문의 구성은 다음과 같다. 우선 2장에서 관련 이론 및 선행연구를 검토하며, 3장에서는 연구 자료를 설명한 후, 청년과 고령자 삶의 만족도의 지역 격차 현황과 변화, 집단 간 차이 등을 분석한다. 4장에서는 지역별 역량 요인을 추출한 후 청년과 고령자 개인의 삶의 만족도와의 관계를 분석하고, 청년과 고령자 집단 사이에 어떤 차이가 있는지 비교하여 해석하며, 5장에서는 이상의 분석 결과를 토대로 결론 및 정책적 시사점을 제시한다.
This study aims to examine the current status and changes in the regional disparity in life satisfaction for young and older adults, the most representative socially underprivileged groups in the aging era, and identify regional capability factors that are related to their life satisfaction. For analysis, data from the “Korean Community Health Survey” in 2011 and 2019 was used. The results show that the average life satisfaction of young adults was higher than the whole population’s, but the gap in their life satisfaction between regions increased between 2011 and 2019. Their life satisfaction was higher in the Seoul Metropolitan Area (SMA) than in non-SMAs, and higher in rural areas than in large cities and metropolitan cities. On the other hand, the average life satisfaction of older people was lower than the whole population’s, but the gap in their life satisfaction between regions decreased between 2011 and 2019, and their life satisfaction was higher in non-SMAs, metropolitan cities, and large cities. As for the regional capability factors, which are closely related to life satisfaction, the social relationship is confirmed as an important factor for both groups. Also, in the case of young people, the residential environment and basic services have a major influence on life satisfaction, and in the case of older people, it was found that there is a close influence of local health and education levels on life satisfaction. These results suggest the need for customized policies that take into account differences between sub-groups when implementing policies to enhance the life satisfaction of socially underprivileged individuals

This study deduced that it is necessary to monitor whether urban planning is being properly implemented in the Comprehensive City Plan. Focusing on the need to establish a feedback system, it was derived that urban change monitoring should be performed in three areas of planning index, achievement of urban policy ket performance index, and GIS analysis based urban spatial changes detection. For this purpose, it is necessary to revise related laws, change planning procedures, and reestablish relationships with other related plans and information systems. However, there is a limitation in this study in that the system design, data construction and DB management method, data linkage and sharing system were not specifically presented. In the future, the system aspect should be reinforced and the data- based urban planning feedback system should be completed through city change monitoring.

The purpose of this study is to analyze the impact of neighborhood environment characteristics and regional characteristics on the elderly’s non-commuting distance using the ‘KT Life Movement Data in Seoul’. The results of the study are as follows. First, the characteristics of the neighborhood environment that affect the elderly’s non-commuting distance were identified. Second, this study, which examined the distance of traffic, differed from the existing study targeting the amount of traffic in terms of influencing factors. Third, regional characteristics should also be considered when creating a neighborhood environment suitable for the elderly who travel non-commuting around their residence. The results of these studies can contribute as basic data for realizing the policy goal of the concept of walking daily rights.

This study examined associations between diverse accessibility indicators and population and business density using Extreme Gradient Boosting Decision Tree Regressor (XGB) and Interpretable Machine Learning (XAI). The main results are as follows. First, the results of feature importance reveal that the accessibility indicators exerted a more considerable contribution to predicting the density than control variables. Specifically, accessibility to hospitals appeared to have the most significant impact on explaining population and business density. In addition, accessibility to elementary, middle, and high schools showed high importance in explaining the population density, while it was found to have a smaller importance in explaining the business density. Second, findings of partial dependence plots derived non-linear relationships between accessibility and density. For instance, the population or business density was highest when the travel time to elementary, middle, and high school was between 5 and 7 minutes. This study contributes to (1) offering a more detailed understanding of the relationship between transportation accessibility and density and (2) providing associated discussions and policy implications.

Coastal areas have long served as a base for maritime use and habitation, and they are rich in regional assets that are valuable as resources for tourism. The result is that tourism in coastal areas has grown to be so significant that it now makes up more than half of the local economy. To better address extinction issues, some coastal areas are fostering tourism-linked urban regeneration using regional assets. However, there is a limitation in that the demand from visitors was not adequately accounted for and understanding and discussion were absent regarding the utilization of regional assets specific to the coastal area. This study’s purpose is to discuss tourism-linked urban regeneration using regional assets, focusing on coastal areas that have been previously neglected in urban regeneration studies. To this end, using social media data, we have tried to identify tourism hotspots in Yeongdo, categorize them, and examine their traits. First, we examined the changes and characteristics of significant tourism hotspots by collecting data from 10 years of blogs and forums (Naver and Daum) to assess the changes in the frequency of key phrases by year. Then, by synthesizing the analysis results through TF-IDF, word frequency, and connection centrality analysis of place-related nouns, the types of tourism hotspots in Yeongdo were classified into five categories, and their characteristics were summarized: ① seaview commercial facility concentration areas, ② project sites for urban regeneration and renewal, ③ landmark-type natural landscape areas, ④ maritime industrial heritage regeneration areas, and ⑤ commercial renewal areas of major enterprises. The findings of this study will serve as the primary data for developing plans for urban regeneration policies in the coastal areas of Yeongdo.

This study calculated road traffic carbon emissions based on micro-road traffic volume within urban block for Tier 3 application, and multiple regression analysis was conducted to confirm the influence factors of the urban spatial structure characteristics of each administrative division in Seoul on carbon emissions. As a result of the analysis, First, as a result of deriving the influencing factors of carbon emissions according to the application of the Tier 3 calculation formula, it was derived in a direction similar to that of previous studies, so it is necessary to apply the Tier 3 calculation formula to estimate carbon emissions in microscopic space units. Second, in order to reduce carbon emissions, mixed land use in the form of a compact city is required, and in terms of land use, areas that are not in the form of a compact city may appear. Therefore, it is necessary to gradually reflect land use characteristics. Third, in traffic characteristics, of highways (including urban freeway) and number of bus station was found to be a factor that increased carbon emissions. Since transportation infrastructure appears differently according to the characteristics of urban spatial structure, it is necessary to propose urban transportation policies considering the scope of application and policy effects. As a result of the analysis of this study, in order to reduce carbon, urban spatial structure policies according to gradual changes in land use characteristics and urban transportation policies considering them must be implemented.

This study aims to examine how the environmental and regional characteristics of each local government are reflected in the regulation of solar power generation facilities. Local governments manage the introduction of photovoltaic power generation facilities by city planning local ordinance. Relevant regulations are sometimes evaluated as an abuse of authority of the local government. We compare and categorize development activities permit systems for solar power generation facilities of 16 local governments in Jeollabuk-do. Jangsu-gun was selected as a specific case area through regulatory comparison and analysis. It is found that there are some strict but environmentally worthy provisions in terms of landscape protection and disaster prevention. In relation to mountain solar power, which is the most problematic, regulations were further strengthened in areas with a high proportion of forests. Even in regions with similar regional characteristics, development activities for solar power generation are managed through different regulations such as installation and distance regulation. Meanwhile, regulations that lack a scientific basis are also revealed, raising the need to alleviate or remove them.

In the field of regional research and policy, the region cannot but be the most basic core concept. Nevertheless, the concept of region is judged to be ambiguous, and even has internal inconsistencies. Region is a common term that is generally used, but also as an academic and policy term, and its meaning should be specified and clarified, but it has not been done in previous studies. This study aims to point out the inconsistency of the regional concept in regional studies and policies and comprehensively examine this concept. In particular, as a basic concept of this field of study, the meaning of region should not be considered merely as ‘a certain geographical area’, but it is intended to clarify the fact that it means ‘spatial and geographical phenomena’ or ‘spatial and geographical perspectives’. In addition, the meaning of the abstract and unfamiliar concept of ‘spatial and geographical phenomena and perspectives’ is analytically discussed. Through this, we intend to contribute to clarifying and redefining the significance of regional studies and policies.

This study aims to propose institutional approaches to local and regional development for the pertinent South Korean academic community. Institutions are ‘formal and informal rules in use.’ Also, they reflect specific contexts of a particular region. Based on these prepositions which mainly depend on institutional economics, the study examines the studies published on the Journal of Korean Regional Development Association in a way: 1) to clarify the meaning(s) of institutions, 2) to find out trends of studies related to institutionalism in the discipline, and by doing so, 3) to propose an institutional approach to South Korean local and regional development. The result indicates that the studies focus dominantly on formal rules and economic conditions when they adopt the notion of institutions, ignoring their counterparts, i.e., informal rules and context-specific non-economic(social, historical, cultural, and political) factors in local and regional development. The study concludes by emphasizing consistent use of terms in academia and South Korean and regional contexts for local and regional development.
