This study examines how the balanced regional development policy has changed since the Roh Moo-hyun administration, which promoted balanced regional development as a representative national policy objective. The study then suggests the future direction of the balanced regional development policy, as led by the central government. To achieve this, the study assessed the trends of balanced regional development policies after the Roh administration, and the formal and informal institutions of balanced regional development policies were examined from the perspective of new institutionalism. Through the results, this study discusses what an effective way to strengthen the authority of the presidential advisory committee as the organization in charge of promoting the national agenda is.

본 연구는 지역균형발전을 대표적 국정과제로 추진했던 노무현 정부 이래, 지역균형발전정책이 어떻게 변화해왔는지 제도적 측면에서 살펴보고, 중앙정부 주도로 추진하는 지역균형발전 정책의 방향성을 제시하고자 한다. 이를 위하여 노무현 정부 이후 지역균형발전정책의 추이를 살피고, 그 가운데 지역균형발전정책의 공식적･비공식적 제도를 신제도주의적 관점에서 살펴보았다. 그 결과를 통하여 향후 지역균형발전 추진체계의 위상 및 권한 강화에 효과적인 방안은 무엇인지 논의할 것이다.
