This study aims at examining the changes and characteristics of the urban policy in Korea. It performs the chronological analysis of the development of urban policy, while it observes the land and housing policies on the other hand. This research found out that the 1960s gave birth to the urban policy and the foundation of which was formed. But close interrelationship between land and housing policy and urban policy was hardly found. It was since 1970s when the urban policy had ties with land and housing policies. The industrialization of land and urbanization during this period established the foundation of urban planning. The urban policy after this period contributed to resolving the problems of housing deficiency and to construction of new cities. However, it is still under the challenges of the urban problems, such as the overpopulation in the metropolitan area, unplanned land development, and environmental destruction. In the mean while the cities need to enhance the urban competitiveness to prepare for the future, the urban policy has to integrate diverse paradigms and adopt environmentally friendly measures for the urban redevelopment and regeneration. Finally, the urban policy is required to evolve its system that responds timely to the urban issues from various fields.

This study reviews the possibility of failure and limitations of planning through the case of hurricane Katrina in 2005. Katrina was a disaster that had been predicted enough despite its actual tremendous damage. We cannot blame the absence of planning in the way that the effects and measures were adequately studied previously in the case of Katrina. However, the prepared plan did not provide needers with needed services. Rather, we can identify that the repeated planning process intensified planning problems rather than solved them. This study argues that actual planning tends to fail due to its inherent limitations. Such a possibility is found in human behavior, political economic reality, complexity of societies, and middle class-oriented and elitist attributes of planning.

The main purpose of the paper is to investigate the question of what are the main determinants of the external migration rate of housing development projects. To address the question, an empirical analysis has been attempted using the data for all large housing sites completed after 2005 in GyeongGi Region. It turns out that the statistically important factors affecting the external migration rate are the size of housing projects, the type of housing projects, distance from Seoul, the promoter of projects and the size of net in-migration. The paper has contributed in providing the useful information of the characteristics of the external migration rate.

The aim of this study is to suggest of the improvement strategies for the effective promotion of the Urban Improvement project. At first, this paper analyzed the present situation of theory educations for the residents in Newtown Project Area about the process and the method of bussiness, the Management Disposal Plan on Newtown Project, and also analyzed the planning procedure of Resident Participational type of Newtown Project. In addition, through case study of international and domestic examlpes, it drew its implications. For the foreign example, there was Japan Osaka University Renovation Village Designer Training Program of Osaka University in Japan and Urban Regeneration Academy of Japan Urban Renaissance Agency(UR). And in the contry, Osan Newtown Citizen Advisory Groups, Pyoengtaek Newtown Citizen Planner was. On the basis these background, this study suggests the next four effective promote strategies for the Urban Improvement project by Resident Participation, as the result of analysis the characteristics and the Actual Operation situation of Gyeonggi Newtown Academy of Urban Planning, and the result of survey on the Attendance. The first, the necessity of sustainable management by the tailor-made curriculum that is geared to the interests of residents and by the research of the demand for an additional Academy education. In the second, it is necessary to motivate by public for the citizen Academy attendance student to participate in. The third, the importance of Publice relations with residences for correct information delivery about Urban Improvement project and the development of educational programs. Finally, it is necessary to establish of periodical talks with the local government person in charge of the generalization plan team.

Today, the new town development in the process, conflict resolution is an important task to a successful business. So, this study is to conduct an analysis on the conflict process and conflict mediation between the project executors and the resident of excluded areas in the new town development process. This study has two main aims : (ⅰ) to analyze aspects of conflict between project executors and the resident through mediating process and, (ⅱ) to find a role and an influence of mediator in conflict process. To analyze the process of conflict, participatory observations were performed in order to adjust the conflict literature survey, surveys, and apartment prices simulation, and expert advice was conducted. Findings from this study are as follows; first, aspects of conflict are not absolutely same project process. Second, mediator affects in conflict decrease or resolution in process. Third, mediator played a pivotal role as making process, communication, offering an alternative. It is expected to provide the valuable information on conflict control strategies which can be applied to real cases.

R&D-oriented regional development strategy is based on the 'endogenous growth theory', which argues that knowledge-creation activities such as R&D are the key elements of sustainable economic growth. However, if we consider this theory at 'regional' level, it is uncertain that R&D guarantees local economic growth. The purpose of this paper is to explore the regional factors which determine the linkage between local R&D and local economies. We use Casetti's 'expansion method' in order to incorporate regional factors in the regression model. This paper finds out that region's innovation capability, localization economies, business services density, percentage of large companies and local universities are the main contributors of localized R&D effect on regional economies while population outflow has negative effect on localization of R&D effect.

The purpose of this research is to analyze the relations between the location of large-scale discount stores and consumers’ use patterns and to find characteristics. The present study classifies the types of large-scale discount stores users and analyzes the use patterns according to the user types, with respect to the location of discount stores. The research comes up with the following conclusions. First, the annual usage of large-scale discount stores in small cities is relatively higher than those in middle or large cities, but the purchasing volume per person of small cities is lower than those of middle or large cities. Second, the annual usage of large-scale discount stores and the average purchasing volume per person are relatively higher in the case when there are other competitors near the stores. Third, the annual usage of large-scale discount stores and the average purchasing volume per person in the Seoul Metropolitan Area are relatively higher. And lastly, the farther large-scale discount stores are located, the less frequently consumers use but they tend to spend more money on average. With more detailed items and time series analysis, the research will draw more meaningful outcomes. It needs to have a better understanding of consumers’ use patterns, improve services and conduct more systematic researches regarding large-scale discount store in order to help large-scale discount store play their proper roles as the center of the rapidly changing retail market.

Much attention to Healthy Cities concept has been paid in Korea. Since 'the Healthy Cities' concept had been proposed by the WHO, many projects have been implemented to attain such objectives as: healthier environment, individual health promotion and health for all by enhancement of physical environment for public health. Such projects are not exception in local cities in Korea. This study aims both to analyse and to evaluate the local healthy city projects by examining the characteristics of different projects. In this study, we investigated the types and the processes of the healthy city projects(HCPs) which have been implemented by the local governments. In particular, we evaluated of how much the citizens were satisfied with their environment and policies relating to the healthy city in Jinju since 2006, when it had joined 'the Alliance for Healthy City(AFHC)' in Western Pacific Region. Also, we analysed the present conditions of the HCPs with the executive-committee selected among the HCPs candidates in Jinju. In addition, we revised the checking lists used in Australian healthy cities in order to operate the HCPs successfully. For this study, we used the IPA(Importance Performance Analysis) technique to evaluate the HCPs. Finally, we found that the HCPs were critical to the physical environment which had effect on not only the citizens, but also the development policies in the city.

Small gardens in the urban areas are a sort of open spaces, where all people are able to experience the natural circumstance and cultivate flowers, fruits and vegetables even in a little amount. But in Korea the small gardens within urban areas aren't secured legislatively. Accordingly, it is urgent to find out institutional device to secure legal cultivation of flowers, fruits and vegetables in urban areas, especially for those who manage small gardens self-sufficiently. In this context, it is examined the function of small gardens and then searched the lessons of german legislative device, 'Bundeskleingartengesetz', how the small garden is created. managed and preserved in relation to the land use plan. For the application in Korea, a field survey was carried out with a method of resident's interview to ask the garden use behavior and satisfaction. In this process, it was confirmed the user knowledge and experience of small gardens and the residents' participation. Finally, based on the results of these data, it is discussed about the social effect from the view of urban regeneration and suggested some legislative principles and devices.

Due to the lack of decision rule, there have been growing disputes of conversion problem of land use regarding reclaimed agriculture land. The study, thus, mainly deals with two related issues, the appropriate method of land use conversion and its strategic application. In specific, the study first analyzes the characteristics of reclaimed agriculture land and conversion process. Second, through AHP analysis, it identifies the critical factors that should be primarily considered to properly delineate the land use conversion without conflict among involved stakeholder in terms of using reclaimed agriculture land. As a result, the study found that degree of environmental violation and regional development effects are the most critical factors to delineate the land use conversion of reclaimed agriculture land as well.
