This study aims to examine the effects of urban-rural consolidation (URC) on the features of population movement within the consolidated city and on the network structure of population movement, and in particular, to determine whether the effects reflect the recent preference for suburban areas. The results show that the centrality of urban areas (Dongs) declined between 2001 and 2019, while that of rural areas (Myeons) grew in Gangwon. Overall, many rural areas’ mediating functions between Gangwon and the Seoul Metropolitan Area have grown. On the other hand, the network structure in URC cities is characterized by three facts: the rise of the new city center; the expansion of the rural areas’ mediating function; and the decline of the original city center. Notably, rural areas in URC cities gained at least twice as much centrality as that of rural areas in non-URC cities. The effects of URC are also affected by the stage of urbanization in the region, and thus the gaps among rural areas in the same region may widen.

This study focused on the industrial revitalization of small and medium-sized cities in Gyeongsangnam-do region in South Korea. This study conducted an expert questionnaire survey targeting the Gyeongsangnam-do region which experienced economic decline and explored effective revitalization measures for industrial revitalization. Factor analysis and multiple regression model were performed on 25 indicators selected in this study. As a result of the analysis, it was found that the system improvement factor is more effective than the investment induction factor, and the consumption induction and the production improvement factors are more effective. Specifically, the mixed-use development method and the strengthening method of the driving force of the core business are found to be important for consumption inducement. The improvement method of the industrial location support system and the custom industrial location development method that support the appropriate area of the industrial park are important for the production improvement factor. In addition, the strengthening method of industry attraction policy that provides incentives for attracting industry is important for investment inducement. In addition, the floating population inducing facility project that generates a floating population such as tourism, commerce, and culture and induces indirect economic effects is important as a system improvement factor. However, the planning type of plan for creating an innovative environment for aging housing estates and facilities and method for establishing identities by industry type do not affect the importance of industrial revitalization and are less effective.

The average age of first marriage of South Korea has shown a rapid increase in the past few decades. Recent studies have emphasized that changes in regional economic conditions are closely aligned with the increase in late marriage and non-marriage. However, while the regional variations such as housing prices are different between regions, the timing of first marriage does not show much difference by region. The purpose of this study is to investigate whether the relationship between regional variations and the timing of the first marriage varies depending on the areas. The main results of this study are as follows. Firstly, it was found that residence in the metropolitan area has increased the average age of first marriage, because high housing prices in the metropolitan area have an positive impact on the timing of first marriage. Second, the timing of the first marriage is affected by economic conditions of the region in Seoul Metropolitan Area, but impacted by demographic characteristics in non-Seoul Metropolitan Area. The results of this study imply that any future policies designed to improve marriage and childbirth need to be implemented after considering the regional characteristics.

This study analyzed the problems and cases of the regulation on the connection development of nature conservation areas and suggested improvement plans. Development pressure in Gwangju and Icheon was severe. There are significant concerns that sprawling development might increase. In other words, improvement measures are needed to ensure that the regulation on the connection development can be operated more efficiently. We looked at cases that occurred in local governments concerning regulation on connection development. They included the following; cases in which local governments have established internal policies due to the ambiguous judgment criteria in the guidelines; cases of operating a manufacturing facility after obtaining permission for a neighborhood living facility to evade the regulation on the connection development. A reasonable improvement plan for the regulation on connection development of the nature conservation area is as follows; Short-term plan: Preparation of detailed provisory clauses by specifying the exclusion criteria for the regulation on connection development. Medium-term plan: Exclude the planned location guidance policies from the regulation on connection development. Long-term plan: Abolish the regulation on the connection development, as in the case of other laws.

The government is strengthening housing support and expanding the supply of purchased rental housing as one of the measures to solve the poor housing problem of young household. In order to increase the supply effect, it is necessary to accurately grasp the housing preferences of young household who are consumers. This study began with this background, and from 2017 to 2021, the ratio of resupply within one year and 12 factors affecting it were analyzed for the entire purchased rental housing supplied from Seoul to youth. It was found that the resupply ratio within a year was affected in the order of joint residence ratio, housing aging, park accessibility, scope of supply, exclusive area, access to commercial facilities, whether elevators were installed, and gender was confirmed. The fact that the resupply ratio within a year is 29.3% is a very disappointing part in terms of supply effect, and an in-depth review of the housing preferences of young household is required.

This paper attempts to construct a framework for uaban flood according to rainfall frequency. Based on this, the rainwater carrying capacity level and maximum stormwater runoff were calculated. This result was used to determine the the occurrence of urban flood in city of Seoul. As a result of analysis with 100-year frequency rainfall intensity, inland flooding occurred in 19 districts. The districts should prepare measures to prevent urban flood, focusing on measures to increase rainwater carrying capacity or reduce stormwater runoff. Based on the research results, future research tasks are suggested as follows. First, it is necessary to build various policy scenarios based on the calculated results. Second, it is necessary to review the effect of preventing inundation of inland water when it is put into the flood control project after securing a budget through the introduction of a tax such as rainwater tax. Lastly, research is needed to determine the level of direct and indirect economic damage caused by inland flooding.
