The purpose of this study is to analyze optimum location of theme museum. Differently from most other public facilities, benefits occurred by construction of theme museum depend on the number of museum visitors. By considering this point, questionnaire survey was conducted for this study. For this study, 544 samples were gathered from Daegu City. Based on the survey data, cost-benefit analysis for finding optimum location of the museum of oriental medicine is conducted. For the cost-benefit analysis, four locational alternatives for the museum of oriental medicine are considered. As the result of cost-benefit analysis using the survey data, optimum location of the museum of oriental medicine is found, and some policy implications are discussed.

This study aims to demonstrate how the urbanization accompanied by high population density and urban land use has affected natural disaster vulnerability in metropolitan area using Kyonggi Province panel data. The results are that the spread of urban land use area has increased natural disaster damages in Kyonggi area, but urban population density have not. For the past 32 years, urban development in metropolitan area have impaired forest area. Also, Levee is proved not to be a effective tool to lessen urban flood damages. The respective natural disaster damages functions show that natural disaster pattern differs with each regions. Therefore, it imply that natural disaster planning need to be set up regionally. It is necessary that the future urban development should minimize reckless deforestation and maximize open space by a compact development and smart growth. In conclusion, constructing embankments can no longer represent a reliable structural flood control policy. This research has shown that urban land use and local characteristics act as significant flood determinants, with forests acting to reduce flood dangers. Changes in future flood policies need to incorporate local characteristics and to minimize natural destruction, so that humans and nature can coexist through environmentally friendly flood management policies.

is said that the UK has a long traction to develop a green book which contains government guidelines with appraisal and evaluation of policies and capital projects. The green book has been used for this purpose in the government departments and executive agencies in UK. All new policies and projects in the categories should be appraised from the standard evaluation guidelines when they initiate it. It is well known fact that the green book can apply its principles to other projects. This study aims therefore to evaluate the UK green book to possibly adopt it for Korean government. Some recommendations are suggested for Korean Government to effectively implement public projects based on the proposed project evaluation model.

Due to changes in international maritime commerce and port environments, shipping lines continuously endeavor to have economies of scale and reduce port charges by only using Regional Hub-ports. These changes have led to increased international competitions among Logistics Hub-Ports. Because Korea can't meet the demand of foreign shipping lines in a timely manner, the Korean Government has developed Busan Port and Gwangyang Port as a Two-major Port System. Gwangyang Port opened in 1998, is operating 8 berths for 6 terminal operators. The purpose of this study is to examines the problems with Gwangyang and identify important strategies for developing Gwangyang Port as a logistics hub-port. This study is mainly based on a review of current research papers, an analysis of secondary data and a questionnaire survey. The problems consist of the late development of port-hinterland, a lack of combined transport systems in the port-hinterland, low productivity of the container terminal and port operation, and the shortages of calling ports and regular arterial sea routes. It is concluded that crucial strategies for the establishment of Gwangyang Port as a Logistics Hub-Port include improvement of combined transport systems in the port-hinterland, early development of the port-hinterland, increase in trade cargo volumes, and expansion of port-callings and regular arterial sea routes.

The purpose of this paper is to examine a much neglected aspect of the politics of housing in Korea. The public rental housing policy in Korea is a reflection of political and social state of each administration. The ordinary citizen, interested minority groups, and 'public opinion' are all seen as potentially important political influences sustained by a participatory political culture. Roh, Tae-Woo administration constructed 190,000 permanent rental housing for the housing poverty group. It can be evaluated that the permanent public rental housing was a starting point of the Korean social housing program. Kim Yeoung-Sam administration was differ from that of Roh's administration. Kim's adminstration pursued rather liberal approach, which focus on market mechanism, emphasizing the role of private sector. Kim, Dae-Jung administration implemented one million rental housing (Kukmin Jutaek) construction plan. This period of time can be referred to as the advancing period of public housing policy. Three governments have a different housing policies and paradigms of public rental housing. Korea's public rental housing policies during these three administrations reflect all combination from social-democratic housing programs to those more new liberalism approaches based on the private market.

These days the cruise tourism business is changing rapidly. This is due to three factors ; increase of the public's leisure time, increase in disposable income, and a renewed interest in other leisure areas - especially cruising. Meanwhile, the natural tourist potentials are well kept in the Aegean Sea of Jeollanamdo province, which, if its potentials were utilized to its fullest extent possible, would be evaluated as a new successful model in ocean tourist development in the Aegean Sea. Made only of islands, Sinan-Gun, Jeollanamdo is a ria coast of 1,734 kilometer long. With its Korea's largest ecological resources (331㎢) on its field along the shore of an estuary, it is playing the role of gateway to southwestern part of the country. Despite its rich tourism resources, marine tourism goods or cruise tourist business that links the coast and islands to inland tourist resorts have not properly been developed. The main reasons are excessive costs that follows the development of cruise, the uncertain profitability arising from the unclear outlook for demand, and the government's lack of understanding of cruise sightseeing. Accordingly, we will objectively evaluate the location in terms of tourist attractions according to the surroundings of the Aegean shore. In this study we will develop cruise tourist goods for the Aegean Sea, and propose it as an alternative, which should be resolved from the development perspective of Jeollanamdo province.

This study investigated the urban redevelopment policy of the low density apartment complexes in Seoul in the context of urban typology, i.e., elitism, corporatism, and pluralism. The hot conflict among interest groups on redevelopment of apartment complexes seemed not to be solved easily in the mid-1990s. Apartments' owners and construction companies tried to maximize their profits from the redevelopment projects, while the governments did not. This paper figured out who interest groups were, how they put their interests in redevelopment related policies, and finally which urban typology was fit to properly interpret the policy making processes. We found that the urban redevelopment projects in Seoul would be explained to have been performing under elite system until 1991, but under corporatism system after 1991. The Korean society has been changed from the society under elitism to one under corporatism in the early 1990, but not to one under pluralism yet.

This study aims at identifying the actual application appearance of the concept of eco-industrial parks (EIP) to the Korean circumstance. This study deals with the pilot eco-industrial park project in Gyeongnam Province as the concrete case. This study investigates the obstacles of the actual application of EIP and the solutions of them. This study employs the qualitative case study approach. What to follow is the findings of this study. First, each company attending the EIP project has its own strong necessities to take part in the project. Most of the necessities are related to the issue of public hatred to pollutants discharged by the pertinent company. However, the project unsuccessfully deals with the necessities because of some technical, economic and social obstacles. Second, the support of the public sector to the project seems quite inadequate. The public sector seems to lack proper policy means and will relating to the project. Third, the successful promotion of the project needs the long-range prospect and the trust in market mechanism.

This study analysed the background of its birth, development strategies, financing and evaluation of a non-profit Co., New Brunswick Development Corporation (Devco) in the city of New Brunswick, New Jersey, to revive the urban center through the real estate development. Findings of this study are summarized as four points. First, the central areas of many Korean cities are suffering from declining markets and population. Second, Until 1970s the American urban renewal project was slum clearance, but it was changed to urban revitalization since then. Third, the strategies of Devco for the urban renewal are categorized as firms' working environment improvement, inducing art and school to the downtown, and inducing health-related industries. Finally, the city of New Brunswick and Devco have separate responsibilities for the urban renewal, i.e., the city has the responsibilities in the area of road management, housing renewal, in the other hand, Devco take the responsibilities for real estate development of office buildings and commercial buildings. As a result, central area development is effectively carried out through subsidy and project financing. The evaluation of this private and public partnership is mixed.

The purpose of this study is to find the characteristics of cultural marketing, Hampyeong Butterfly Festival. In these day cultural-oriented regional development strategy has become a useful method in less-developed regions. Festival marketing is one of the common methods. This strategy focuses on the promotion of cultural attractiveness to induce visitors for regional development. It is consisted of two steps, the process of place making and place promotion. In this study the characteristics of Hampyeong Butterfly Festival are found out by field study, participation in the festival and interview of the festival related persons. This study found out the successful factors of festival marketing as follows; 1, choice of competitive regional assets, 2, development of various programs focusing on festival theme, 3. participation of many actors, 4. provision of commercial marketing strategies.
