- is said that the UK has a long traction to develop a green book which contains government guidelines with appraisal and evaluation of policies and capital projects. The green book has been used for this purpose in the government departments and executive agencies in UK. All new policies and projects in the categories should be appraised from the standard evaluation guidelines when they initiate it. It is well known fact that the green book can apply its principles to other projects. This study aims therefore to evaluate the UK green book to possibly adopt it for Korean government. Some recommendations are suggested for Korean Government to effectively implement public projects based on the proposed project evaluation model.
