As a results of applying the Savitch’s urban typology for the New Town development projects by mayors regimes, the case of Mayor, Lee Myung Bak, was different from others. The first era in Mayor Lee Myung Bak was a time of strong elitism, and the second eras was proven as the time of the continuation of strong elitism. The era in Mayor Lee Myung Bak has the characteristics ‘Top-down policy based on Mayor leadership and administrative bureaucracy’ and ‘Opinions of residents converging course absence’ On the other hand, the case of Mayor Oh Se Hoon was analyzed as corporatism realized profit allocation, and his second half as a weakening era of corporatism. The case of Mayor Park Won Soon could be analyzed as weakening or dismantling era of corporatism, in order to switch the focus of the new town project and to increase citizen participation on stopping or going on. The New Town development projects of Seoul have been changing from the era of elitism to corporatism. We had to focus on the regional social capital formation around the urban regeneration via overcoming the New Town development projects. We need to accept the era of invigorating the pluralism type, which is not the top-down decision making.

본 연구는 수도권 1기 신도시의 대표 도시인 분당과 일산에 대한 자동차 의존성과 대중교통 선택 특성을 주변 지역과 비교 분석하고자 시도되었다. 이 두 신도시들은 5개의 1기 신도 시 중에서 가장 규모가 커서 논의와 연구들의 주요 대상이 되어왔다. 그 비판 중에서 대표적인 것 이 결과적으로 자동차 의존성을 높였다는 주장이다. 그러나 이 두 도시들의 개발 이익을 통하여 광 역 교통망이 확충되었을 뿐만 아니라, 지하철 노선이 연장 건설되어기 때문에 앞의 주장을 확신하 기는 어렵다. 또한, 대규모 1기 신도시의 대안으로 개발된 미니 신도시를 고려한다면 그 주장은 맞 지 않을 가능성이 높다. 본 연구는 이들 교외 신개발에 대한 평가를 위해서 이 두 도시를 포함하고 있는 성남시와 고양시내에 교외 개발 특성에 따른 통근 수단 선택 결정 요인에 분석을 시도하였다. 신도시와 미니 신도시에 대한 교외 개발의 대안적 공간으로서 기성시가지를 포함한 분석을 시도하 였다. 이를 위하여 2002과 2010년의 가구통행실태조사를 이용하여 통근 수단 선택에 미치는 요인들 을 로짓회귀분석을 이용하여 분석하였다. 분당과 일산은 성남과 고양이라는 같은 행정구역내에 있 는 다른 미니 신도시와 기성시가지에 비하여, 대중교통 수단 확률이 높은 경향을 보이고 있는 것으 로 확인되었다. 미니 뉴타운과 기성시가지가 자동차 의존적인 경향을 보이고 있었다. 이와 같은 경 향은 분당과 일산이 자동차 의존적이라는 직관적인 주장이 잘못되었다는 것을 실증시켜 주며, 정부 가 기성시가지에 대한 대중교통 인프라 구축에 소홀히 했을 가능성을 추정케하는 결과로 해석된다.

In the past, rural village projects such as jeonone-maul project have been developed by various methods as the change of rural society and rural settlement policy of government. But the Rural-Fishing New Town project(RFNTP) was implemented to build large scale village as a method of new village development. Specially RFNTP applied to the 30-40 year’s urban people in 2009 is one of the government policies, being attempted to solve the various problems due to population declining and aging in rural area. The purpose of this paper is to grasp the success possibility of RFNTP on the basis of analysis on the five’s demonstration district such as Yupeuong, Jamjeong, Ueolgok, Songhakgol, Olddanyang and so on. According to analysis, the following results can be obtained. Firstly, in the human resources aspect, different people moved into New-Town house possess varying levels of human capital determined by their knowledge and experience. This is because not only young adults in their 30s and 40s by age but also higher education. Secondly, in the economic aspect, RFNTPs’ consumption was higher than city's it when comparing average to consumption per capita. Thirdly, the number of RFNTP’s residents is accounting for over 20 percent of the villiage’s entire population in some districts. This figure shows that they are no longer strangers. They are increasingly becoming our neighbors. Therefore, RFNTP is expected to reignite “stagnant rural society” as a result of 30-40s’ migration to rural areas from cities. Based on the above results, the following can be suggested. It is necessary to establish effective policies to improve income increase and living environment due to population and problems related to quality of life, one of the important rural problems in Korea.
도시공간구조의 특성이 교통부문 이산화탄소 배출에 미치는 영향에 대한 연구 - 시스템다이내믹스 방법을 중심으로 -

The purpose of this paper is to examine the effect of urban spatial structure on transport sector CO2 emission using system dynamics simulation method and to find policy implication for urban planning. For this purpose, system dynamics model containing two competing arguments on the impact of high density development on air pollutant emission from transportation was built and simulated for four selected case cities representing different types of urban spatial structure; high density-monocentric city, high density- polycentric city, low density-monocentric city, and low density-polycentric city. Simulation results show that increasing both development density and mixed land use decrease number of car users, increase number of public transportation users, and decrease total CO2 emission from transport sector. And cities with higher density show higher CO2 reduction result in transportation sector than cities with lower density. In addition, high density-monocentric city shows better CO2 reduction rate than high density-polycentric city, indicating that monocentric compact city is better in reducing CO2 emission from transport sector.

The purpose of this study is to analyze the characteristics of land use changes and influential factors of development densities of commercial areas in the Seoul metropolitan area. For that, it carried out an analysis as follows ; First, this study generally analyzes characteristics of land use changes and development densities of commercial areas in Seoul from 2003 to 2010. Second, commercial areas in the Seoul metropolitan area are classified with characteristics of the development density through the portfolio analysis. Third, to propose management directions, this study finds out the influencing factors to change the development density through the PLS Regression Analysis. As a result of the analysis, from 2003 to 2010, residential uses increased and commercial uses decreased in commercial areas in the Seoul metropolitan area. Realized floor area ratio lowed as well. types of commercial areas classified into Commercial uses growth areas, residential uses growth areas, Commercial uses stability areas and residential uses stability areas. Based on influential factors of development densities, managements in commercial areas considering the central place system is required.

A public library is a social institute that preserves the cultural heritage of mankind and provides the nation the chance to enjoy knowledge and information regardless of division of area. It goes without saying how important the role and function of a public library is in an information-oriented society. The public service of libraries should equally be provided to satisfy the public needs in every local. For this reason, this study delves into the equity of public service provided by the human resources, material resources, and the budget with respect to local communities. Besides, these factors are analyzed by Coulter’s Index of Inequity. According to the analysis, a significant gap between local public libraries in equality were discovered and following conclusions were derived. First, the number of librarians in Sejong should be adjusted referring to the cases of Jeju, Jeonnam, and Gangwon. Second, the number of library’s administrative staffs in Daegu, Daejeon, Ulsan should be adjusted referring to the cases of Jeju, Chungbuk, Sejong. Third, Sejong should increase the number of seats of the libraries. Fourth, the population per seat of every area needs to be decreased in the long-term referring to Jeju. Fifth, it needs to adjust the number of books per capita referring to the Jeju or Sejong. In conclusion, this analysis may help guide in developing better policies to provide equal library services.

The city of Gwangju has been subject to rapid changes in the functional distribution of its urban space due to expansion of the city resulting from large-scale development projects. The city center has traditionally served as the downtown area, but new area developments that are competing to gain recognition as the new downtown area have resulted in the decay and decline phenomenon of the original downtown. This study alms to contribute toward the provlslon of effective urban management practices and promotion of better understanding of urban spatial structures. To do so, this paper analyzes the Gwangju Metropolitan City of 2012 with focus on urban spatial characteristics of urban land use areas, the target of the old town subdivisions, the usage of buildings and the number of floors, the distribution of scale, and land use characteristics of blocks in the central business district (CBD) area. The results of this study can be used to positively contribute toward effective preparation and management of the city center in areas experiencing rapid and massive development.

This purpose of this study is to analyze the relationship between travel behavior and preferred factors of residential environment of elderly people. The study is conducted in the form of a survey, with data being gathered via elderly people aged 65 or older in Gwangju Metropolitan city. First, the study analyzes the correlation among major variables. Subsequently, To analyze the relationship between travel characteristics and residential environmental factors multiple regression analysis is employed as the research method On the basis of empirical analysis, the results of study show that the more travel behavior, the elderly prefer accessibility factor and physical environment factor. The fewer travel time a day, the elderly prefer to physical and social environment factor and landscape factor. Elderly people prefer landscape factors in non-business trip or in walking trip. Finally, as the policy implication, the study suggest that there is a need for improvement of residential environment considering the travel characteristics of the elderly.

Naepo New Town, designed with the intention of balanced development and new growth for Chungnam, is causing declination of the geographic center of the region. Therefore, this study is designed to prevent the declination of residential settlement standards by improving the residential environment and to draw up a policy to retain population in the region by analyzing the common characteristics of persons leaving these residential settlements, as well as the amenities and descriptions that they prefer. The analysis method, GLMM (generalized linear mixed model), was based on the survey targeting these affected residents. Research results are as follows: Most of all, amenities and housing are required to prevent residents from leaving and to improve their residential satisfaction. In addition, the results indicated that people wanting to leave are mostly wage-earners in their 30's and 40's who live with young children and they have only had a short period of residency in the region . Therefore, to minimize the exodus of current residents in Naepo New Town, childcare and educational facilities are among the amenities which should be prioritized. The policies that should be promoted are those aiming to retain families with young children in their 30's and 40's. Also, in regard to the housing availability, it is developed in small and mediumsized cities, because of a lack of adequate housing for their demographic characteristics.

The purpose of this study is to identify main factors influencing pedestrian environment by evaluating and analyzing users' and merchants' satisfaction in the pedestrian environment of Seongan-ro, pedestrian-exclusive space of Cheongju City. This study was largely conducted in three stages. First of all, this study has previous studies regarding pedestrian environment of Seongan-ro. And then this study has carried out a survey related to users' satisfaction in the pedestrian environment. As for the contents of the questionnaire, there were 27 questions in total, such as 9 questions about safety, 10 questions about convenience, 6 questions about functionality of downtown and 1 question about the whole satisfaction. The final stage was the analysis and evaluation of questionnaires collected using Multiple Regression Analysis. As a result of the analysis, in the whole satisfaction, whereas users were satisfied with functionality of downtown, convenience, and safety in the role of satisfaction level, merchants with safety, functionality of downtown, and convenience. Merchants' satisfaction showed that safety was first, followed by functionality of downtown, convenience. Among the major factors influencing pedestrian environment, safety, convenience, and the functionality of downtown were statistically significant. Both user group and merchant group have shown that they are satisfaction levels were affect by the functionality of downtown.

This study attempt to analyze factors to have an effect on the change of asset the elder households have; these households are aged from 55 years old or older as of 2007. This research shows that if there are more economic activities and less sick household members they have more housing assets. In the case of non-housing assets, economic activities have the same effect but household members’s health didn’t. On the contrary, in the case of financial assets economic activities are not significant but household members’s health is crucial. Also other incomes such as retirement fund or insurance fund are significant in housing assets and financial assets. The results of this study show that the elder households‘’s non-housing assets are increased by other reasons except for housing assets and financial assets. And the elder household asset holdings are influenced by household’s other incomes, household members’s health and economic activities. The increasing number of elderly households including retired households , means the structural change of population as well as that of financial market from economic and health factors.

To investigate whether the analysis of the causes and any related conflicts such notice to the residents of conflict-related conflicts that occur in the course of this study is housing redevelopment projects. The highest frequency of conflict of interests many early stage projects in progress (Committee established stage) and former union formation process was conducted as focused on population-related conflict and then set the range of the study and after. Residents should be mainly due to the conflict of interest in order to perform a successful business, but just to be save the spirit of the New Town project to accommodate the people, rather than the fundamental interests of the preceding troubleshooting. When deriving the implications of population-related conflict resolution are as follows. First, to minimize the conflict by taking feedback from the initial business people. Second, there is a need for housing management plan that considers social, economic and cultural elements of the population, not the only material elements. Third, we need to minimize the time wasted in the implementation process to simplify proceedings, including at work. So you can expect to improve or eliminate type above conflict if they are faster acceleration effect of the housing redevelopment.

The purpose of this study was to suggest policy implications for social integration by ascertaining how conflict indexes show according to housing complex arrangement through the analysis of conflict cases in social-mix housing complexes. As for the research method, the researchers performed content analysis through a theoretical study and a literature search about advanced research. For actual proof analysis, the researchers verified the differences of conflict structure by the types of social-mix housing complexes through the analysis of conflict cases in social-mix housing complexes and suggested policy implications by drawing the causes of conflict and legal and institutional problems. Social-mix housing complexes are sorted into four types according to physical mix-form : independent complex type, adjacent-to-complex, rental-mix-in-complex, rental-mix-in-building. The conflicts in social-mix housing complexes are classified as four types according to conflict cause : interest conflict, mutual relation conflict, structural factors conflict, managerial conflict. As the result of the analysis, in case of rental-mix-in-complex, the degree that managerial conflicts have an effect on social integration is the highest, next to mutual relation conflicts. In case of rental-mix-in-building, the degree that interest conflicts have an effect on social integration is the highest, next to mutual relation conflicts and managerial conflicts. Therefore, in future, for social integration, as a project operator plans social-mix housing complexes, it needs to carry forward a business of housing complex arrangement in view of conflict factor.
