In the process of new urban development, from the literature, it is clear that citizen participation is not an avoidable assignment any more because it already becomes one of the most important factors for the success of urban development. Under the circumstance, the purpose of this paper is to provide some normative alternatives through literature review which promote effective and active citizen participation in the processes of new urban development. In this study, authors find that citizens' opinions that must be reflected in the development process is more important to justify the development's democracy and objectivity than any other factors. Thus, to promote the justification, tools for citizen participation should be systematized in the process of policy making. In addition, the citizens' awareness of participation in the policy making processes should be changed actively by revealing their opinions. In sum, the combination between citizens' consciousness and public officials' democratic attitude would maximize the effect of citizen participation.

While agriculture and rural society suffer from losing viable economic value in terms of labor market and economic goods and services, recent resurgence of rurality is widely regarded as a salvage for it's revival. Such multifunctionality of agriculture and rural area as agricultural landscape and cultural heritage values, environmental outputs, rural viability and employment, food security is best known as the rural renaissance. The purpose of this study is to evaluate the value of landscape of rural society, which is less cultivated in the study of multifunctionality. We applied CVM(contingent valuation method) to evaluate the value of landscape of rural society. This study found that the value of landscape of rural society in annum is about ₩1.32 trillion. While the value implies that sustaining rural landscape is regarded as important one for people in Korea, the value has been diminished a lot comparing the results of the previous studies that have been carried out 2-3 years ago. We suspect that losing market competence of agricultural goods and rural society may be key factors that explain this abatement. We conclude with some policy implications and suggesting future studies.

This study tries to analyze the agricultural producer's preference on the green tourism. The analysis data are obtained from the pear's farms in Naju district, Jeollanamdo providence. One hundred -twelve respondents are selected. Questionnaires are collected on the March, 2004.. In the model of this study, the dependent variable is the producer's willingness of participating on green tourism. The independent variable is the cognitive level of green tourism policy, designing the program for the field trip, improving accomodations, and the requirements of governmental support. Besides these factors, respondent's demographics are considered as independent variables. The results are summarized as follows; First, there is a statistical significance between the need of government's support and managing skills of green tourism as an independent variable and producer's willingness as a dependent variable. Second, the farmers want to participate in the green tourism emphasize the Government support(financial aid, various educations, leader‘s training).

The purpose of this study is to examine various problems involved in current two dimensional cadastral information system(2D CIS), to find out three dimensional cadastral information system(3D CIS) to solve those problems indicated in two dimensional cadastral information system above, and to analyze the expected effects of three dimensional cadastral information system examined in the case study. To achieve those above purposes, Three dimensional cadastral information system is introduced to solve those problems find out in two dimensional cadastral information system. The case study is implemented. Gimcheon city is selected as the case of study area. Various expected effects shown in the process of the case study are analyzed and several policy implications are suggested. The results of analysis are as follows. Firstly, it has been verified that through the technique of three dimensional cadastral system, the property ownership right concerning the air, the underground, and superficial land can be registered separately in cadastral system. Secondly, it is possible to get the legal stability of property ownership through the operation of three dimensional cadastral system. Thirdly, it also has been verified that the correlation such as reiteration between 3D CIS parcel and 2D CIS parcel and the spatial interaction can be analysed by the application of the three dimensional cadastral system. Lastly, through the utilization of three dimensional cadastral system, various problems identified in two dimensional cadastral system and public confidence in land registration can be solved and improved.

The concept of net multipliers, as introduced by Oosterhaven and Stelder(2002), accepts outputs as entries instead of final demand by multiplying ordinary multipliers by the final demand ratio over the sector's output in order to avoid overestimation and double-counting impacts. The idea of accepting outputs as entries is novel and remarkable but it appears that the concept of net multipliers had been developed based on the assumption that the Leontief inverse can be multiplied by the total output. In this note, we illustrate that the Leontief inverse may only be multiplied by the final demand and the multiplication of by does not make sense. It is because there is noconsecutive connectionsbetween and that the inverse may not be multiplied by. Gim and Kim(1998) proposed the general relation between the total direct and indirect input requirements matrix for a unit of final demand and the total direct and indirect input requirements matrix for a unit of gross output. And then we alternatively derived new multipliers based on the matrix that can solve consecutive connections problem in interindustry interdependence very naturally.

This study is to estimate regional economic impacts of the 6th Hampyeong Butterfly Festival by adopting a regional input-output model, which is derived by a location-quotient approach. The 6th Hampyeong Butterfly Festival induced increased visitors and their spending in Jeonnam Province, and this initial direct impact caused backward and forward indirect effects to various industries linked with the service production industry. This study can assess these direct and indirect effects of the 6th Hampyeong Butterfly Festival by using an input-output model. The empirical results of the study can be summarized as follows: (1) the Hampyeong Butterfly Festival increased city outputs approximately by 12.5 billion Won, increased employment by 306 people, and increased total income of the province by 3.4 billion Won. (2) Economic impacts were mostly concentrated in service related industries, except several manufacturing industries that took small impacts.

The purpose of this research is to examine the factors affecting the incidence of new high technology firms in Research Triangle Region, North Carolina. Using a recent start-up firm database and employing the event history analysis technique, the study finds that the number of high-tech businesses and the proportion of small high-tech firms to all firms are two significant regional factors affecting the incidence of new high-tech firms. The results of multi-variate logit regression analysis support the argument that the incidence of new high-tech firms in a region is likely to be a multi-causal process wherein no single factor is identifiable as sufficient to generate a significant level of high-tech entrepreneurial activity. These results are consistent with high-technology and regional development theories based on professional labor markets and localized knowledge spill-overs.

The wide area of the capital region is generally expedited by the changes of business distribution that is related changes such as population, expansion of traffic infra, and so on. The logistics condition changes according to the change of consumer, industrial structure, and industry and distribution structure. The quantities of commodity transported and trips of freight automobile are greatly increased with changes of logistics conditions and capital region. But, logistics facilities in recent is behind of changes of logistics conditions, besides, it is non-efficient, and is on situation of reduction and insufficiency of the function because of stiffness of land use. It is requested solutions for common problems that have their facilities, and then needs really functional improvement and supplementation for activation of main facilities. Therefore, after facilities such as freight terminal, distribution complex, collection and delivery complex that is planning and managing in the capital region were named as complex logistics center. This study suggested a adequate direction of construction after establishment of the function in the aspect such as location, scale, active function about them, For this, first, we established a ranking for spacial structure and changes of logistics demand in the capital region, and investigated problems for relative facilities.

This study aims to describe the changes of retail environment and retail structure since the Distribution Market Open and the entry of Large-scale Discount Store. The amount of retail is on the increase, but the number of retail stores, especially in small business, falls off since then. At the interval of five years (1996∼2001) the rapid increase of large-scale discount stores have had a profound impacts on the spatial retail structure in the result. The results of this study are summarized as follows. First, large-scale discount stores affect kinds of retail type differently, especially at small-sized food retailer. Second, large-scale discount store plays an important role in the change of spatial retail structure. In other words large-scale discount store affects the growth of new downtown market therefore the depressed old downtown market tries to specialize in latest fashion.
