This study aims to suggest a new rural land use management system (RLUMS) for Korea. The existing RLUMS is implemented by two different approaches. One is managed by Act of Planning and Utilization of the National Territory that is run by Ministry of Land, Transportation and Maritime Affairs. The other is managed by RLUMS-related laws implemented by the various Ministries. But, The existing RLUMS has shortage of considerations enough of rural areas where include many other non-agricultural resources and agricultural ones as well. And, there are still lacks of linkage between the two approaches. The existing RLUMS has limits in boosting the non-agri rural resources of specific rural areas. The prevailing rural development policies, so called Place-Based Approach, need to be re-organized toward a new RLUMS. First, It needs to be integrated and reformed as a comprehensive land use management system dedicated particularly to rural areas. Second, It also needs to be vertically and horizontally linked to the nationwide Planning & Utilization Act.

The actual state of the existing rural planning system has been demonstrating not to be successful enough even with the long-time, various plans undertaken. Problems of the planning system are known, so far, as: 1) appearance of various rural planning types; 2) absent of rural planning hierarchy; and 3) the central government's interventions in the planning system. The aim of this study is to propose guidelines for the establishment of a new rural planning system. Based on the analysis over the actual state and the existing problems, two major reform tasks of the rural planning system are disclosed. First, an establishment the effective rural planning hierarchy is required. Second, the rural area-oriented reorganization of the rural land use planning system is also most urgent.

The purpose of this study is the analysis on the characteristics of residents' participation for the comprehensive rural village development project by progress phase (preparation, planning, propulsion systems set up and valuation phases). For that, 169 promotion committee and ordinary residents in the 29 rural villages in Gyeongbuk province which are subject to comprehensive development were selected for questionnaire covering 16 days from April 15 to 30, 2009. The questionnaire was put into -test and t-test with SPSS 17.0, and the results are as below. First, in the preparation phase, initiation of comprehensive rural village development project was proposed mostly by the villages leaders or the local governments, while the ordinary residents were aware of the project later than promotion committee along with they showed a low level in joining education prepared for themselves. Second, in planning phase, the ordinary residents showed lower participation level compared with the promotion committee in vision sharing, awareness level of project contents, participation level in selecting project by sector, and in the role between the objects of planning set up. Third, in promotion system establishment phase, the ordinary residents showed lower participation level and lower awareness levels than promotion committee in promotion committee activities, village development council activities, local governments' roles. Fourth, the residents satisfaction about participating in comprehensive rural village development project appeared high in general. But the satisfaction levels of the general residents about the planning phase and about the promotion committee activities in promotion system setup phase appeared low.

This study aims to analyze the characteristics of the place marketing strategies in the rural development projects and to propose an effective place marketing strategies. In order to achieve this aim, the investigation on 21 rural development projects by 6 governmental offices have been carried out. The major findings are listed as follows: The rural marketing strategies implemented by governmental offices usually focus on the promotion activities rather than the marketing activities and have lack of the marketing mix strategies, especially People and Place aspects among 3P(People, Place, Promotion) place marketing mix strategies. In order to implement the rural marketing strategy, this study proposes the place branding strategy as an alternative of the place marketing. Place marketing application is largely dependent on the construction, communication and management of the place's image, therefore the object of place marketing is the place's image, which in turn is the starting point for developing the place's brand. The rural branding strategy-especially rural village branding strategy- consists of (1) the development of rural village brand identity (2) the construction of rural village brand architecture (3) the implementation of hard branding (4) brand communication programs (5) brand equity evaluation and feedback.

Implementation of rural development project is also capacity building process. Only if capacity building process is well structured and embedded in the implementation process of a rural development project, we can expect good results. In this paper, two rural development projects were compared by the method of event structure analysis. The implication of this analysis are as followings. First, the partnership between public and private sectors is a prerequisite for successful development project. Second, the endogenous development capacity should be accumulated so that many local actors can collectively plan and execute their enterprises on the base of flexible and realistic judgement. Third, policy input for capacity building should not be designed on the strategy of top-down education program but on the strategy of bottom-up learning organization.

With over 56% of the population in the 27 Member states of the European Union (EU) living in rural areas, which cover 91% of the territory, rural development is a vitally important policy area. The strengthening of EU rural development policy is, therefore, as overall EU priority. Under the Regulation, rural development policy for 2007 to 2013 is focused on three themes. There are to improve the competitiveness of the agriculture and forestry sector, to improve the environment and the countryside, and to improve the quality of life in rural areas and encourage diversification of the rural economy. In order to guarantee the balanced development of the national programs, it has been prescribed that at least 10% of the available budget must be spent on the first objectives, at least 25% on the second and at least 10% on the third. Another feature of the new rural development policy regulation is the greater focus on a bottom-up approach, with Member states, regions and local action groups all being given a say in the gearing of programs to local needs. To achieve this, the LEADER approach has been set as a fourth objective. Each programs must contain a LEADER element for the implementation of local development strategies by local action groups. At least 3% of the program budget must be spent on this. The European Commission has also given direction to the fleshing out of the national programs by adopting European Strategic Guidelines which must be translated by the Member States into a National Rural Strategy. This national strategy is intended to culminate in the Rural Development Program. The Government has drawn up a national strategy in response to this, based on European Guidelines.

The purpose of this study is to analyse the over-depopulation characteristics of village unit in rural and fishery region. This study utilized factor analysis, regression analysis and cluster analysis to analyse factors, which affect over-depopulation, such as conditions of location, the level of living environment and etc. The results are summarized as follows: First, the social depopulation ratio has slowly decreased because of population outflow from rural and fishery villages, so that the gap between natural and social depopulation has been narrowing. Second, the over-depopulation level has affected by cultivation environment, accessibility of neighborhood center, altitude of villages and accessibility of regional center, the difference of administrative unit(Eup, Myon), in order of its influence size. Third, the over-depopulation speed has affected by accessibility of regional center, cultivation environment, household size, the capability of life maintenance, in order of its influence size. Fourth, Myun region(population increase rate : -62.5%) has been depopulated more rapidly than Eup region(population increase rate : -48.5%), but the percentage of over-depopulation villages is higher than that of other villages in both regions. It is revealed that the over-population phenomenon of rural and fishery region is not sufficient to be explained by only the over-depopulation research of Eup-Myun administrative unit. These results mean that the improvement projects of rural village should be centered around neighborhood and regional center such as county office(Myon or Gun office) seated district.

The purpose of this study is to analyze the actual state of similar and overlapping special account for balanced national development promoted by Roh's participatory government for regional development sub-account project. This study drawn out major results as follows. First, the total special accounts for balanced national development promoted by Roh's participatory government for regional development sub-account project are 123. Among them, the similar & overlapping appeared by both criteria of project purposes and means classified 84 projects under 26 projects management, indicated the weight of it as 68.3%. Meanwhile, the result of using the questionnaire-based confirmatory factor analysis was discriminated the final similar & overlapping projects as 84 projects under 35 project management. Second, the similar & overlapping project by sector presented respectively higher in the part of setting up RIS in farm and fishing villages(102.516), and in making the region for being a nice place to live(100.464) in similarity and overlapping index compared with backwater region development(98.457), and activation of regional economy(99.633). Third, the actual state of similar and overlapping project in ministries and offices represented that were higher within the ministry in the Office of Forestry(0.67), Ministry of Culture and Tourism (0.33), Home Affairs Ministry(0.33), Construction and Transportation Ministry(0.11), Agriculture and Forestry Ministry(0.04) in the project, on the other hand the Agrarian Development Office(-0.33), Cultural Properties Administration(-1.00), Fire & Rescue Services(-1.00), Finance and Economy ministry(-1.00), Maritime Ministry(-1.00), the Health and Welfare Ministry(-1.00), and Environment Division(-1.00) were higher in similarity and overlapping with other ministries or offices in carrying on the project.

The purpose of this study is to examine the causal relationships among the perception of physical decline, satisfaction of neighborhood, place attachment, profit of redevelopment's expectation, and the resident's attitude of redevelopment and to find policy implications on successful Newtown development's strategies. To achieve this purpose, this study reviews the existing literatures about redevelopment, neighborhood disorder, place attachment, neighborhood satisfaction theories, and then formulates some study hypotheses, and finally verifies them using a structural equation model. Here is the result. As evaluation of the path structure analysis among the expectation of redevelopment's profit, the resident's place attachment, and the resident's redevelopment attitude. The Resident's expectation of redevelopment is one of a strong affecting factor. However, it is also very important factor to affect the resident redevelopment's attitude which the resident's neighborhood satisfaction and place attachment. And it isn't different output by character of Household.

The purpose of this paper is to research into a matter of pros and cons of shop owners and tenants about Newtown Project as well as their opinions on resettlement. Through the understanding of mechanism for this decision making, we can explore ways toward the solution for disagreements about Newtown Project. This research executed a survey of shopkeepers to make an expected variables which could influence on the decision making. We analyze the logistic regression model through the investigation of multicollinearity. As a result, the price, the income, the parking lot and the restroom etc appeared as influencing factors on the pro shop owner's decision making. The close-together between related businesses, parking lot and the restroom were the influencing factor for the pro tenants. On the other hand, the age and the business period were the influencing factors for the con owners. The premium for monthly rental & the business period were also the influencing factors for the con tenants. Other influencing factors were as follows: the debts for the owners hoping for resettlement, the property for the tenants hoping for resettlement. There was no influencing factor for the owners not hoping for resettlement and the business period was appeared as an influencing factor for the tenants not hoping for resettlement.

This article explores the mechanisms of environmental conflict between citizens as stakeholder with the case of constructing a new golf course. First, it is shown that many of citizen are deeply concerned with an environment conservation and development simultaneously. It suggests that the space development should not be incompatible with an environment conservation any more. There is much possibility of being in harmony between them. Second, if citizen are not aware that a golf course construction positively affects the individual benefits, they would be likely to be against it. Third, the reason why the citizen is strongly against a golf course development is not because they worry about the environmental pollution caused by building a golf course, but because they have a negative attitude to economic effect.

This paper is concerned with an analysis of the impact of strike in logistics industry on the korean economy. Supply-Side Input-Output and Ritz-Spaulding models are employed. From the results of Supply-Side Input-Output model, if the supply in the logistics industry regarding to strike was decreased by 1,000 million won, the productions in the other 28 industries fell by 3,173 million won. But, from the results of Ritz-Spaulding model, the reduction in the production of the logistics industry with strike brought about 2,246 million won in the productions of the whole industries. Finally the impact of strike in logistics industry on the korean economy is bigger by about 3 times in the Supply-Side Input-Output model than in the Ritz-Spaulding model. And the logistics industry regarding to strike is very essential in the other industries as a production factor.

The aim of this study is to analyze between the recognition of urban center environment and the policy making of urban regeneration in local cities of Masan and Jinju. For this study, we used a survey the questionnaire to assess the urban centre environment, satisfaction in the use of facilities and urban improvement of the urban environment. The questionnaire data was analyzed using descriptive statistics, confirmation factor analysis and structure equation model (SEM) for the relation between cause and effect. The results of the study are as follows; First, the image and amenity factors in the city center environmental assessment indicated insufficiency, and the satisfaction of the culture and the leisure in the urban facility use indicated the most complains. Second, the culture and image factors in environmental improvement indicated the highest importance because the existing city centre lacked in comfortable space. Third, the analytical model of the SEM indicated the relation of inter-latent variable between cause and effect. Masan city signified following in the hypothesis: 1) environmental assessment→satisfaction, 4) use satisfactory→improvement program and 6) improvement program→regeneration goal. The results of Jinju city in the hypothesis are 1) environmental assessment→satisfaction and 6) improvement program→regeneration goal.

This study analyzes the farmers household characteristics by the age groups using ordered logit model in order to provide the policy alternatives for promoting rural area competitiveness. It uses the farmers household characteristics of the 2005 korea Agricultural Census Data. It analyses the agricultural characteristics, household and housing attributes, residential locational characteristics by the farmers age groups in order to provide tailored policy alternatives for promoting the rural area competitiveness according to age groups characteristics. The results of analysis note that the farmers age is highly related with the household characteristics and farming activities, residential locational characteristics, and the older farmers are relatively poor groups due to the lower productivity and smaller farming scale. Moreover, it also notes the geographic differences in terms of the farmer age groups and their incomes in the local autonomies of Gyeongbuk Provinces. These results can provide the tailored policy alternatives according to the age groups and geographic location of each local autonomy in order to promote the agricultural competitiveness of rural area.

Recently the relationship between industrial diversification and regional unemployment and employment instability have been the subject of heated debate in Korea due to the specialized cluster development and balanced regional growth policies. Previous researches have been unable to clarify the influence of economic diversification on unemployment and instability in regional economies of Korea. Thus, this article investigates the effects of industrial diversification on regional unemployment and employment stability utilizing plausible theory, proper units of analysis, valid measures and more inclusive analytic models of the diversity-stability relationship. The empirical analysis estimates the influence of industrial diversity, regional employment instability, population size, growth rate, and control variables on unemployment and employment instability in 15 metropolises and provinces during the 1994-2006 period. The results from the fixed effects model using panel data indicate that regions with more diverse industries experience lower unemployment rates and less stable employment. The implication of this paper is that industrial diversification of a region does not guarantee lower employment instability and a comprehensive policy to lower both the unemployment rate and risk in regional labor markets should be devised and implemented in Korea.

Building a creative city has become a mainstream policy for local and regional development. This paper explores the complex relationship between creative city and urban socio-economic structure in the context of urban sustainable development. According to previous empirical studies, cities that have a greater creative function tend to create greater income inequality. Creative cities might not only exacerbate urban cultural ecology, but also create the potential for a new socio-spatial segregation capable of compounding the benefits and liabilities of class by superimposing administrative segmentation on socio-economic segregation. Critically reviewing an expansive body of literature on creative cities in light of urban sustainable development, this paper proposes an alternative set of policy implementations aimed at mediating creativity and structural issues.
