About more than one hundred cities over the world are currently trying to establish creative city plans to take advantage of their cultural assets accumulated in the past. Eight cities are under the establishment of "creative city plans" in Korea now including Daejeon Metropolitan City. Many urban development plans have been established to manage the rapidly changing economy and human settlement patterns in the last 40 years in Korea. However, the majority have failed or were not completely carried out as intended and this could be applied to creative city plans also. It will be very useful if the implementability of a creative city planning is analyzed after the plan is created but before it is implemented. The aim of this paper is to analyze the implementability of "Creative City Plan of Daejeon Metropolitan City" and to provide some suggestions to those cities who want to build creative city plans in the future.
