This research aims to clarify the effects of supports from business incubation centers on resident enterprises’ organizational performance by the medium of the quality of LMX. In particular, structural equation models were employed to ascertain the interaction among job satisfaction, organizational commitment and perceived corporate performance. This LMX related research is the first empirical investigation into the executives (n=163) of the enterprises housed in business incubation centers conducted in Korea. The following are the findings of the investigation. First, support from a business incubation center as a leader had a significant effect on the quality of LMX and the job satisfaction but not on the organizational commitment. Second, the quality of LMX had a significant effect on the organizational commitment but not on the job satisfaction. Third, the job satisfaction had a significant effect on the organizational commitment. Lastly, the job satisfaction did not have an effect on perceived corporate performance, but the organizational commitment did on perceived corporate performance. Conclusively, in a business incubation center, support from the leader had a positive effect on the organizational commitment via the quality of LMX and the job satisfaction, and the organizational commitment did on perceived corporate performance. Moreover, a causal relationship between the consequences was verified since the job satisfaction had a positive effect on the organizational commitment and so did the organizational commitment on perceived corporate performance.

Japanese small businesses that played a great role as a source of vitality in the Japanese economy is currently placed in difficult management surroundings due to the changes in the domestic and abroad business circumstances. Those small businesses are now facing several problems, such as a high Yen exchange rate, a rise in oil prices, development of other Asian countries including China, weakened international competitiveness due to a change in the structure of exportation, reindustrialization of the domestic manufacturing industry and the scarcity of labor due to an aging population and low fertility. In this situation, small and medium commercial businesses, which are major parts of Japanese enterprise, need to adapt appropriately to the environmental changes and to actively handle the problems for the advancement of Japanese economy and society. In order to promote small and medium commercial businesses, Japan has implemented managerial and financial support systems. For the managerial support system, Japan has provided managerial improvement system and consultative support system. In addition, loans of operating capital and equipment funds have been provided to the small businesses as the financial support system. In spite of these support systems, Japan, however, is still struggling with closure of those small enterprises. The number of closure of Japanese enterprises has been increasing since 1991 and overwhelming the number of establishment of new businesses. By analyzing the Japan’s support system for the small businesses and establishment and closure of those enterprises, this study suggests a new method for successful start of a new business.

Within the context of Maddala's schema, the goals of this study are described firstly as to estimate potential model for two-step decision making process with respect to the start-up business using econometric modeling. Secondly, to show the adequacy of model for predictions and public policy. It discusses three potential econometric models for the decisions on the starting-up business. For the purpose of sophisticated estimation for the potential market comes from new start-up business. At least one of the illustrated models will be used properly. Although we have abundant and rich esearches and studies that concerned with start-up decisions as well as investment cost and expenditures from the view point of a new entrepreneur. but, there aren't enough econometric and statistical papers regarding such topics in domestic fields. Therefore, the suggested statistical model for the two-step decision whether opening new business or not and the total amounts for the investment would be usefully applied for our entrepreneurship researches.

For the success of business venturing, good advice from expertise is very important. Now the government provides business consulting services for the newly starting entrepreneur, but their performance is less than expectation. So this study aimed at the sustainable options to promote the quality of the consulting services. By using these results of my study I want to give the following suggestions in order to improve the consulting service. Firstly, it is necessary to choose commission education system Secondly, the consultants are strongly interested in the social approval and their pride so that they are to find out the model cases and their good conduct for elevating their pride and to reward their achievements by evaluating the tasks strictly. Thirdly, because there are social pride and social responsibility in Korea I think that it is worth activating the management volunteer service system which has been showed in the case of America. Fourthly, I found out that it is necessary to activate human resources management system such as reciprocal assessment system and many-faced evaluation(360 degree evaluations) system etc. Fifthly, in relation to the standardization of work it is necessary to publish the consulting case book concerning consulting cases and to do databases about them. And it is proper to help them reflect micro business people's desire and to maintain consultation environment for strengthening organization ability in order to cope with their new management environment changes immediately.
