The political struggle between Korea and Japan can create an emotional struggle of the international couple's children who were born between Korean and Japanese. It causes bad influences for the formation of identity of children who are growing up. The political struggle between two countries also makes their marriage much more difficult. If Korean society continues to distinguish foreigner who marries Korean, then the economic gap between Korean and marriage immigrants who married Koreans will become bigger and it will make new poor social class. But it is not the purpose of the Korean emigration policy which the Korean government had selected. To realize the Korean emigration policy the Korean government should make the law not to distinguish the marriage immigrants and their children who live in Korea.

The purpose of this paper is to ask what explains Beijing’s enthusiastic efforts in cementing economic cooperation between South Korea and China. In this context, this paper examines whether there are any coherent China’s strategic rationale for the new economic initiative that are evidently introduced during President Xi Jinping’s Seoul visit in July 2014, and the series of follow-up meetings of top-officials between the two countries.China claims the relations with ROK significant and assesses its visit as dianxuefangwen or dotted special visit catered for solely enhancing the bilateral relations between the two countries. This paper however suggests that the resurgence of the bilateral relations is largely related to the broader Chinese “strategic-thinking” in directly responding to the structural adjustment in international politics. In other words, Beijing’s effort in reinforcing strategic relations with South Korea is not uncorrelated to the broader strategic hedging behaviors between the United States and China
This paper verifies what kinds of measures and changes in former transition countries were needed when their system made transitions. It tries to show that there have been similar changes occurred in North Korea. It also focuses on the appearance of market system and various corruptions through underground economy in North Korea. Next, North Korea has tried to overcome the worst economic situation through special economic zones. Last, this paper shows the reformation measure of North Korea’s economy through institutional reforms, economic measures as well as education of capitalistic market economy, seminar for North Korean officials and aggressive participation of international trade.

It is estimated North Korean may have 8-12 nuclear weapons by plutonium and highly enriched uranium program. The Bilateral, trilateral and multilateral talks and approaches has been processed to treat and settle North Korean nuclear problem. Some has been satisfactory, but others ineffective. The Six-Party Talks bore fruits of the Joint Statement in 2005 and Agreements in 2007, but in stalemate as before. Dismantling as well as inspection and verification problems has been remained as ever according to a principle of disarmament-for-aid. To keep and carry out the statement and agreements are very important and the best way rather than creating a new agreement for eventual dismantlement and corresponding compensation. At the same time, the bilateral and multilateral approaches including the role of Six-Party Talks are necessary for North Korean complete and correct dismantlement based on 'commitment-for-commitment' and 'action- for-action' process.

This article has explored the role of the United Nations human rights bodies in relation to the North Korean human rights situation. It has provided a review of the growing roles of the United Nations in the establishment of international human rights norms and institutions. It has also discussed the longstanding ideological tension between the category of civil and political rights and the category of economic, social and cultural rights. The state of North Korean human rights has been critically elucidated with special focus on the report of the Commission of Inquiry on North Korean human rights situation last year and the ensuing discussion and follow-up measures. While there have been yearly introduction and adoption of draft resolutions on North Korean human rights situation over the last two decades in the United Nations human rights bodies, the Commission’s report is much more significant in that it represents a systematic and authoritative investigation into the North Korean human rights situation. In particular, the Commission provided a compelling ground for characterizing the North Korean case as the crimes against humanity. This article argues that the case of North Korean human rights situation illustrates that the category of civil and political rights should be given priority over the category of economic and social rights. In addition, this article, concurring with the Commission of Inquiry, contends that the state of North Korean human rights situation pertains to the category of crimes against humanity. Thus, it is noteworthy that the international community under the leadership of the United Nations is exploring all the means available to address North Korean human rights situation including the roles of the Security Council, the International Criminal Court.
