한민족공동체란 전세계에 흩어져서 살고 있는 한민족 성원들을 공동 번영을 위하여 서로 돕고 협조하는 하나의 공동체로 결속시키자는 취지 하에 제기되고 있는 용어로서, 지금 무한경쟁의 세계화 시대를 헤쳐갈 수 있는 민족적 생존발전 전략의 하나로 그 의의가 부각되어 가고 있다. 한민족공동체란 현실적으로 볼 때, 한민족이라는 민족적 정체성을 공유한 사람들로 구성된 상호협조의 연결망 또는 유대체제를 가리킨다. 따라서 성원들에게 공유된 민족정체성의 내용과 강도에 의해 그 성패와 방향이 결정된다고 해도 과언이 아니다. 이 연구는 한민족공동체를 형성하는 과제와 관련하여 제기되는 민족정체성 문제를 검토해본 것이다. 여기에서는 (1) 한민족공동체의 아이디어가 추구하는 이상과 과제에 대해 개략적으로 설명한 뒤, (2) 민족정체성의 개념과 의의 및 그것의 유지·소멸에 관여하는 요인들에 대해 살피고, (3) 한민족공동체 구성원으로서의 정체성은 지금 어떤 상황에 놓여 있는지의 문제와, (4) 한민족공동체의 민족정체성 형성을 위해서는 어떤 방향 설정과 노력이 필요한가라는 물음들을 중심으로 살피고 있다. 결론적으로 이 연구에서는 지구촌에 거주하는 다양한 한민족 성원들이 공유할 수 있는, 그리하여 모두를 하나의 공동체로 결속시킬 수 있는 민족정체성 내용을 채우는 작업이 시급하다는 점을 강조하였다.

The idea of Global Korean Community is raising with the belief that the globally dispersed Korean people must be unified and seek the common benifit and prosperity. It is being watched especially as a strategy of national survival and development in the age of globalization and borderless struggles. The idea of Global Korean Community demands national solidarity and cooperation to the Korean people. And it also urges the positive national identity based on national homogeneity and we-feeling. This paper discusses the problem of national identity in reference to the idea of Global Korean Community which is raised actively since 1990. The idea of Global Korean Community requires nation members to love each other, to concede each other, and to stand together. But these virtues can only spring up when there are strong community spirit and national homogeneity. This paper considers the condition of Korean people's national identity and discusses the contents of it, and will inquire how can we make it strong.

이 연구는 <민족공동체의 제문제>는 공동연구과제의 일환으로 수행하는 분담 연구과제이다. 여기서 말하는 '한민족공동체'란 물론 넓은 의미의 민족공동체로서, 그것은 '한반도'라는 구체적인 지역 개념을 넘어서 세계 도처에 산재해 있는 '한인사회'를 두루 포괄할 뿐만 아니라 나아가 이른바 '한민족네트워크공동체'라는 가상공간까지 포괄하는 하나의 추상적인 집합체를 지칭한다. 이 연구의 목적은 한민족공동체의 형성이라는 큰 틀 속에서 남북통일문제가 지니는 의의에 주안점을 두고 통일한국의 미래상을 탐색하는 것이다. 이를 위하여 여기서는 최근 세계화, 정보화 추세에 따라 현격한 퇴조현상을 보여주고 있는 영토국가 중심적인 공동체의 한계에 관한 논의를 먼저 살펴보고, 이와 관련해 미래지향적 공동체 상으로서 새로이 부각되고 있는 이른바 '복합적 공동체' 개념의 현실적 함의를 살핀다. 그리고 그 연장선상에서 우리가 모색하는 한민족공동체의 전체적인 지향을 함께 포괄할 수 있는 통일한국의 미래상으로서 남북한과 세계 도처의 한인사회가 함께 만날 수 있는 미래지향적 사회형태인 새로운 '시민사회'의 지향을 살핀다.

This study aims at exploring ways toward a desirable unified Korean national community with respect to the framework of forming the world-wide Korean national community. For this aim, the arguments on the limitations of the territorial state oriented communities which are nowadays on the ebb, following the globalization- informativation trends, will be firstly examined. And in such a context, the practical implications of a 'Mixed Community' concept nowadays being taken notice of as a future-oriented community will be secondly probed. And finally, the ways toward a new kind of future-oriented Korean community in which the North and South Korea join together with Korean communities abroad will be explored.

한민족공동체 형성 주장은 오래 전부터 있어 왔다. 하지만 아직 구체화하지는 못하고 있다. 이상과 달리 현실적 난점이 도사리고 있기 때문이다. 이러한 난점에도 불구하고 한민족공동체 형성을 포기할 수 없는 이유는 통일도 달성하고 세계화 과정에서 대한민국과 한민족 모두가 살아남아야 하기 때문이다. 한민족공동체 형성 주장은 형태를 조금씩 달리하며 민간을 중심으로 지속적으로 제기되어 왔다. 한민족공동체 형성 움직임은 앞으로도 정부의 의지와 무관하게 민간 차원에서 계속 시도될 것이다. 그러나 만일 정부가 조금 더 호의적으로 접근한다면 그 과정은 훨씬 수월해질 전망이다. 정부는 그 동안 한민족공동체 형성에 도움을 줄 수 있는 긍정적인 몇 가지 조치를 취하였다. 하지만 이것이 충분한 것인지는 의문이다. 이러한 문제의식을 가지고 먼저 한민족공동체 형성의 이상과 현실에 관해 살펴본다. 다음에 한민족공동체 형성 주장과 정부, 곧 외교통상부의 재외동포정책을 이질성과 상호연관성에 주목하여 분석하기로 한다. 그 다음으로는 재외동포정책의 현황과 문제점을 살펴보기로 한다. 마지막으로는 한민족공동체 형성과 연관성을 높이는 측면에서 재외동포정책의 향후 방향을 제시해 보기로 한다.

Koreans have long been try to form a Global Korean Community. But, it is not yet realized because of some pending barriers. Koreans can not give up their trials of forming a Global Korean Community as they have to reunite and survive in the process of globalization. That's why some NGOs in Korea have insisted on it. The Ministry of Reunification suggested some measures for Global Korean Community focusing on the reunification of North and South Korea in the past. Another ministry which is concerned about Global Korean Community is the Ministry of Foreign Affairs and Trade. She has a little negative perception on it and thinks a movement of forming Global Korean Community is too nationalistic. A movement of forming a Global Korean Community will be continued by some NGOs and Korean diasporas around the world. If Korean government, especially the Ministry of Foreign Affairs and Trade, changes her perception and suggest some favorable measures on it, the situation will be changed a lot. In the article I'll check the vision and the condition for Global Korean Community at first. Secondly, I'll compare and analyse the differences between the Korean government's policy measures and NGOs agenda ort it. Thirdly, I'll search the present situation and problems of the policy. Lastly, I'll suggest some alternative measures for the Korean government.

본 논문은 세계경제의 미래 모습에 대한 M. 카스텔(Castells, 1996)의 지적을 기초로 지구촌 한민족경제공동체의 구축이 필연적임을 밝히고, 지구촌 경제의 특성상 한민족경제공동체의 이념은 재외한민족 각자가 세계로부터 존경받는 사람이 되도록 하는 것임을 밝혔다. 이 이념의 실천적인 내용은 한민족 후예들이 현지 사회에서 정당한 방법으로 경제적 부를 창출하면서 물질적으로 풍요로운 생활을 영위하는 것이다. 그래서 경제공동체는 각국의 한인 후예들이 현지의 주류사회에서 자신의 경제적 이득을 제고하면서 모국의 경제적 발전에 이바지하는 방안을 모색하도록 지원할 것을 주요 목적으로 삼아야 한다. 이러한 이념을 바탕으로 재외한민족공동체가 570만 명의 재외 한민족이 각 사회의 주류사회에 진입하는 데 어떤 역할을 할 수 있는지를 밝혔다. 특히 한민족 후예들이 대부분 거주하는 미국, 중국, 일본, 러시아 등에서 이들의 바람직한 역할을 중심적으로 살펴보았다. 이들 나라들은 일차적으로는 지정학적으로, 그리고 이차적으로는 경제 관계의 밀접성 때문에 남북한 경제통합에도 매우 중요하다. 그 결과 재외한민족공동체가 나아갈 전체적인 방향은 한국과 각 나라 간의 교역 행태를 분석하고, 여기서 해외 동포들이 주역을 담당하도록 하는 것이다. 이와 함께 북한의 경제 성장도 본 공동체의 성공에서 간과할 수 없다고 판단하고 재외동포들이 북한경제의 성장에 기여할 역할을 제안하였다.

On the basis of M. Castells' description on the future form of the global economy, this paper has argued that the formation of the Global Korean Economic Network is inevitable, and that the result will be to improve the lot of the overseas Korean diaspora, in that they will become more respected in the world. Practically, such an idea implies that the overseas Koreans will create economic wealth lawfully and devote themselves to the social development of their local countries. Therefore, such a Network should help overseas Korean both enhance their economic benefits in the mainstream of their local society, and should encourage them to find ways to devote themselves to the economic development of their mother land, Korea. This paper has shown the roles the Network can play for overseas Koreans who enter the mainstream of overseas local societies. In particular, we have focused our study to the Network's role in the U.S., Canada, China, Japan, and Russia, where 93% of the total overseas Korean population lives. These countries can play an important role in economic integration of south and North Korea not only because geopolitical closeness but also an economic front as major trade partners. Therefore, the Network's major task is to study the trade patterns between Korea and concerned countries, and to encourage and support those overseas Koreans who play a major role in the economic trade therein. It has also been suggested that since the economic growth of North Korea is also an important factor for the success of the Network, overseas Koreans should contribute to the consistent economic growth of North Korea.

이 글에서는 21세기의 정보통신 사회에서 한민족의 공동체를 가상공간에 건설하는 것을 목표로, 그에 관계되는 여러 장애요인과 극복 방안, 가상적 민족공동체를 이루기 위한 구체적인 방안과 정책적인 지원 방안을 살펴보았다. 서론에서는 한민족 가상공동체 구성을 위한 당위성과 필요성을 살피고, 이를 위해 기존의 학문적 논의와 구체적인 가상공동체 활동들을 간략히 검토해 보았으며, 개론적 차원에 머무르고 있는 기존 연구와 활동의 문제점들을 지적하였다. Ⅱ장에서는 민족을 동질성으로 하는 인터넷 공동체를 이루기 위한 여러 조건을 검토하였다. 이를 통해 인터넷 공동체가 가상적 공동체이기는 하지만, 진정한 가상공동체는 가상현실적, 즉 온라인과 오프라인이 동시에 작용하는 공동체여야만 한다는 것을 주장하였다. 최근에 폭발적으로 증가하고 있는 인터넷의 커뮤니티 서비스는 이러한 가상공동체의 가능성을 보여주고 있다. 이러한 가상공동체를 구성하기 위해서는 휴먼웨어인 공통성을 가진 구성원(적어도 민족 교육이 제도적으로 행해지고 있는 민족공동체 구성원), 하드웨어인 소통과 접근의 통로(충분한 대역폭을 가진 인터넷 서비스), 운영체계인 구성원의 상호작용(적절한 인터페이스를 지원하는 커뮤니티 서비스), 문화 자원의 공유(문화공동체가 제공하는 문화적 콘텐츠) 등이 만족되어야 한다. 그러나 현재로는 구성원 사이에 존재하는 정보격차와 다양한 구성원, 인터넷에 접근할 수 있는 여건과 능력의 차이 등이 장애요인으로 작용하고 있다. 그러나 매체 자체가 비약적으로 발전하고 있으며, 특히 혈연공동체를 중요하게 여기는 한국인의 특성 등이 바람직하게 전환되면 인터넷 민족공동체는 성공적으로 형성될 수 있을 것이다. Ⅲ장에서는 구체적으로 한민족 인터넷 공동체의 구성 방안과 발전 방향을 검토하였는데, 특히 민족공동체가 문화적 자산을 공유하고 있는 점을 중시하여 문화 유산과 문화 자원의 데이터베이스 축적 및 정보통신 인프라 구축 그리고 구성원 개인의 정보 활용 능력과 정보 접근권을 확보할 필요가 있음을 제안하였다. 마지막으로 한민족 인터넷 공동체의 구성 방안을 검토하면서, 특히 각 지역을 기반으로 하는 기존 한민족 공동체들이 온라인 공동체를 만들고, 이러한 온라인 공동체의 가상적 연합으로서의 한민족 가상공동체를 형성할 것을 제안하였다. 이를 위해 정부차원의 지원이 필요하며, 특히 기본적인 한민족 공동체 사이트 구축을 위한 표준 모델 웹사이트의 제공 및 상호작용의 프로토콜 제정 등의 기술적 지원 및 재정적 뒷받침이 필요함을 강조하였다. 이러한 인터넷 민족공동체가 지향하는 것은, 우리 민족의 연대를 더욱 공고히 하고, 우리의 문화적 역량을 인터넷의 아름다운 자원으로 활용하며, 나아가서는 세계의 모든 민족에게 봉사할 수 있는 기회를 만들자는 것이다. 전세계에 거주하는 우리 민족이 거주 지역의 시민으로서도 큰 기여를 하며, 가상적인 통로를 통하여 한민족으로서의 연대감을 높여 민족의 자긍심을 높이고, 민족의 가치를 세계적 수준으로 고양시켜야 한다.

This study has been planning the Korean Global Internet Community in this computer-based information society of 21st century. This Korean Global Internet Community is the only answer to organize and unite the Koreans of the world, who has been experienced Diaspora lives for various reasons. As a preliminary research, chapter Ⅱ deals with the conditions for a nation-based internet community. The internet community has several characteristics such as cyber community that is headed for the virtual-real community Cyber community has some obstacles in itself to form a virtual-real community which are the digital divide between community members and diversity of them, the discrepancy of conditions and abilities of information access, and obstacles inherited from the medium itself. However, the Koreans have many potentialities in their characteristics to form a virtual-real community. Chapter Ⅲ deals with the directions for formation and development of Korean Global Internet Community. To establish a cultural community in the internet, we have to compile the cultural resources and heritages as a database in the form of hypertext and also to extend the information literacy of the individuals and their rights of accessing information freely. There remain some tasks to do that, such as governmental support to the Korean Global Internet Community financially and technically.
