韓日 兩國의 官報를 통해서 본 高等敎育政策 연구

韓日両国の高等教育政策を1981年から2010年まで30年間官報の内容を中心に時代別主要特徴と政策の特徴、すなわち学歴増進のための政策、人的資源開発のための政策、社会適応支援のための政策に分類して比較考察して見た結果、日本の場合、文部科学省の政策目標である高等教育の教育․研究の高度化を通した‘知の世紀をリードする最高水準の人材養成’のために組職運営を始まりに大学教育․制度の改善、大学入学者選抜の改善、高等教育機関の整備、国際的に貢献して行くための優秀な人材育成、高等教育機関の教育研究の質的向上と国立大学法人化など高等教育改革のための諸施策を多様に推進していることが分かった。一方、低出産による学齢人口の減少など社会の急激な変化過程でも高等教育に関する法を整備して制度施行及び定着のために苦心している韓国の場合も教育正常化及び過熱課外解消方案(7․30教育改革措置)、新教育体制樹立のための教育改革方案(5․31教育改革案)、人的資源開発基本法などを制定して高等教育に対する多様な政策と大学の教育参加率を高めるための強い意志を持っていることが官報に提示された主要政策を通じてよく現われている。政府で立案して施行される高等教育政策に対して韓日両国は歴史的でもそれぞれの施行政策に対する程度の差は存在するが低出産による学齢人口の減少、大学の国際化、人的資源開発․量産の必要性、情報媒体の進展による教育情報化の推進、社会․経済的困難による深刻な青年失業問題など大学の危機意識が高まるその時代的、社会文化的背景にもかかわらず高等教育に対する社会的関心と政府の意志は一層高まっており、高等教育の第一線である大学の現場でも大学情報公示による大学序列化など熾烈な競争体制で生き残るために必死になっている大学社会の現実は韓日両国大学においてその示唆するところが大きいことが分かった。

This is a study of the actual situation regarding bilingual children’s language use in international marriages between Koreans and Japanese. The purpose of this research was to examine parents’ interest in the children`s language use, to investigate their perspectives on the linguistic influence of their living environment, and to analyze how the parents maintain their children's language ability. It requires a lot of time and is a psychological burden on parents to keep the minority language. In this research, I would like to introduce some methods to ease the burden, to maintain the minority language ability, and to prevent its disappearance.  As a result of this survey, I found three basic conditions to solving these problems. First of all, Korean husbands need to brush up their Japanese. Second, there is a need to establish supplemental Japanese schools for children. Lastly, Korean husbands need to take a great interest in their children because the survey showed that most of them show less interest in what language their children use and spend less time with their children than their wives. In conclusion, things would be much easier when these actions were really put into practice. This study is significant for showing what problems the bilingual families face in Korea and suggesting solutions to the problems.

本稿は多様な「ものだ」の意味․用法の中で「本質․傾向」と「当為」を中心に考 察をおこなった。両者は意味的に類似性があり、曖昧であるが、「一般的傾向」に よって説明することができる。 なお、用例の分析の結果、「本質․傾向」と「当為」を表している「ものだ」は韓 国語「geosida」と「beobida」に対応した。ただ「本質․傾向」を表す「ものだ」に対応 する「geosida」は文の対象が非情物の場合、代用語としても機能することがわかっ た。

This paper deals with the possibility of the replacement of the clause 「naiuchi-ni」 with the clause 「mae-ni」. For the analysis two types of the clause of 「mae-ni」 are considered. Each type of 「mae-ni」 is examined if the clause can be replaced with the clause of 「naiuchi-ni」. Firstly, in 「S1-maeni-S2」 the time relation between 「S1」 and 「S2」 can be divided into two groups. One denotes the order of time: 「S2」 happens before 「S1」, and the other describes the limit of time: 「S2」 should happen within the time of 「~S1」. Secondly, 「mae-ni」 in the first group cannot be replaced with 「naiuchi-ni」. On the other hand, 「mae-ni」 in the second group can be replaced with 「naiuchi-ni」.

The existing studies on Yoshida Shōin(1830-1859) provide two contrasting opinions as to the acceptance of Mencius by Shōin. Researchers who deny the acceptance of Mencius by Shōin believe that independence in Shōin's political thoughts is based on the criticism or denial of Confucius ideas (Mencius) as universal political thoughts according to the theory of political system (the system centering around the Japanese emperor) or the theory of unique relationships between the emperor and subordinates (absolute infeudation). They understand that Mencius' (democratic thought of Confucianism) and (revolutionary ideas) are heterogeneous and do not correspond to Shōin's ideas. While the researchers providing contrasting opinions prioritize the tendency of (democratic thought of Confucianism) in Shōin's thoughts and try to find the essence of Shōin' thoughts. The presence of these two contrasting positions originates from the fact that when the existing researchers study Shōin's philosophy, they prioritize the social and political situations at the end of the feudal government which have affected the establishment of Shōin's thoughts while the exploration of the impact of Mencius' philosophy (Confucian ideas in a broad sense) on Shōin's thoughts has been insufficient. At the end of the feudal government as an emergent situation, Shōin explores the political system called [一君万民 (the direct connection between the ruler and the ruled)] as a measure to overcome Japan's domestic and overseas challenges. This paper will pay attention to the acceptance of Mencius' [democratic thought of Confucianism] reflected in Shōin's political thoughts.

In the study of the culture of the Edo period (1603󰠏1867), Japan’s relationship with East Asia is one of the most important aspects of research. However, it is also necessary to study the Edo period in connection with other areas of the world with respect to economy, culture and so on. The history and culture of the Edo period should be interpreted in its contemporary global context. In this paper, I am going to give three concrete examples, the domestic production of cotton textiles, the spread of porcelain, and the influence of printing techniques on the development of the visual arts. Each of these fields underwent strong influence from Korea. But, for Japanology, it is insufficient simply to compare the situation with that in Korea or to study influence from korea. In these fields in Japan, the process of development only becomes clear when we consider influence from India and European countries, as well as Japanese originality itself. The study of Edo culture should be undertaken with a global perspective.

The namazue were wood block prints featuring images of huge catfish. Many kinds of namazue, probably more than 300 kinds, appeared for sale in Edo right after the great earthquake in 1855. They sold very well for two months until the government strictly prohibited merchants from selling them. This paper is to examine the meanings the namazue had for Edo people from the perspective of folk religion. It also introduces the political satire that some of them conveyed. The namazue were drawn based on a folk belief that huge underground catfish causes earthquakes, which had its origin in medieval cosmology with a dragon coiling around Japanese islands. Inheriting some characteristic features of the dragon, the catfish was illustrated as a destroyer on the one hand and a savior on the other in namazue. Edo people accepted the folk belief to a certain degree and welcomed namazue including pictures of deities punishing catfish. When publishers and painters produced namazue with images of deities, they tended to choose such deities as Deity of Kashima, Amaterasu, Ebisu, and Daikoku, who were venerated by wide range of people. Edo people expected the namazue to function as a kind of talisman which would protect them from further damages caused by earthquakes. Humorous expression of namazue also helped them to cope with mental stress caused by the disaster. There were some namazue which conveyed political satire. In such cases the namazue could function as a media of expressing criticism against the ruling authority.

3.11東日本大震災による被害は前例のない国家災難として日本社会に大きな 影響を与えた。本研究においては、大震災以降、日本政治の懸案として、ガバ ナンス構築のためのリーダーシップ、震災被害の復旧と復興財源、脱原発への 合意の模索などを主な争点として検討し、その含意を導出したい。 日本における政治的リーダーシップの課題は、災難の克服のための政界、財 界、官僚組織のガバナンスを構築することである。これから、復興計画の樹立 と財源づくりへの国民的合意も大きな課題である。脱原発は従来のエネルギー 基本計画をほとんど覆すことになるが、日本企業と市民社会の反応はまとまっ ていない。 このような争点は日本社会のシステム転換をめぐり、日本政治、経済、社会 の各々の側面で多様なる議論とコンセンサス、各主体間の協力を必要としてい る。日本が大震災を克服し、新しい国家モデルをさぐっていく政治的な過程は 多くの示唆点を投げかけている。

日本には79335個所の神社があり、‘八百万の神’が存在する神の国である。そ れどころか数多くの祭りもあって、現代的な祭りと盆踊りまであわせたら日本各 地で開催される祭りが5万件もなる。実に祭りの国ともいえるほど絶え間なく祭 りがおこなわれる。日本3大祭りといえば京都の祇園祭り、大阪の天神祭り、東 京の神田祭であるが、この中で歴史も長く規模も多きい日本の代表的なのが祇園 祭りだと言えよう。祇園祭りは9世紀後半、疫病の退治を目的に牛頭天王を祀り 御霊会を執り行ったのがその起源であるという。 同じ時期に韓国の新羅にも疫病の退治を目的にした處容舞が形成された。處 容舞は文献資料が残っていないため新羅處容舞の形態ははっきりしていないが新 羅處容説話をもとにして考えられる。祇園祭りと處容舞は、時期的で共通がある ほか国家権力者がつくったという点が似ている。また、地理的にも交流の可能性 があり、新羅という媒介体があるともいえよう。とくに新羅から到来したと思わ れる秦氏との関連性もあるともいえる。 したがって、本稿では、まず祇園祭りと處容舞の起源、歴史、意義などにつ いて考察してから、これを通じて新羅處容舞を中心とした祇園祭りと韓国との関 連性の分析を目的にする。

開港期の釜山をめぐる従来の先行研究は、日本人によって形成されてきた釜 山という空間がいかに植民地性を絡み合った場であったのか、この点に集約して 論じられてきたといってもいいだろう。このような先行研究の観点とは異なっ て、本研究は開港期の釜山における日本仏教(真宗大谷派)の教育事業を通じてそ こから確認できる日本仏教の近代性に注目した。まず日本仏教の日本人、朝鮮人 を対象と実施した教育事業の現況について検討を行い、その活動から導出される 日本仏教の近代的性質を、普遍的な側面、文明的な側面、帝国的な側面からとら えてみた。近代化をなすと言うことは様々な側面からとらえられるが、いずれに せよ、実施する側と取り入れる側の間で形成される近代的ものは、相互の近代化 に密接な関係を持ちながら形成される点が強いといえよう。つまり、本研究は釜 山という開港地を日本仏教の一つの近代化過程の通路として見なして日本仏教の 近代性に接近したのである。

한일 양국의 喪禮儀式에 나타나는 宗敎的 意識 비교

人間は生まれ、死によって肉体的な個人の生涯は終わる。しかし死は個人的 な事で終わるのではなく、社會性を持った重要な儀礼として儀式で行われる。死 は宗教によって儀式化される傾向が強い。宗教集団の信念は儀式を遂行すること においてその意味と形態を提供しているため、宗教によって儀式化される喪礼儀 式の中には宗教的な観念が多く含まれていると言える。だが、故人が發生すれば 信仰と關係なくお寺に依賴して儀式を行うのが一般的な日本の場合でも葬式にお いては仏敎の敎義では說明することのできない現象が多い。生活文化の全般が儒 敎意識に基づいている韓國の場合も葬式のほとんどは儒敎儀式に従っているとは 言えない。従って、韓日兩國の葬式は自国の固有文化意識とともに自分なりの葬 式の保守性が融合したものであるだと言える。このようにお葬式には宗敎性, 地 域性, 時代の流れのようなものが微妙に関わっていると見られる。私たちが一般 的に言っている葬式というのは韓國の場合は儒敎式の葬式,日本の場合は仏式の 葬式を行っていると言われる。しかし実際の意識調査で、韓日兩國の意識の中に は、韓國は固有文化意識とともに儒敎意識を, 日本は固有文化意識とともに儒敎 意識, 仏敎意識の混合した形態として現れていることを確認することができる。

This article aims to investigate Abe󰠏Kobo’s recognition of an exile and exile literature; in particular, it pays attention to his discourse on Gabriel Garcia Marquez in “内的亡命の文学 Inner Exile Literature (1979).” Taking Gabriel Garcia Marquez as a major topic, Abe explains the unique characteristics in the senses of an exile. He appraises that One Hundred Years of Solitude describes the world from an exile’s point of view. Such a standpoint can be viewed as Abe’s peculiar way of understanding unlike the generally acknowledged appraisal of Gabriel Garcia Marquez in Japan. To be more specific, unlike the general premise that Garcia was influenced, in creating One Hundred Years of Solitude, to a considerable degree, by Faulkner and his experience being a journalist, Abe understands Garcia close to Kafka and discusses it by comparison of Garcia’s realistic and mythical way of creating novels with the view of history of an exile. Needless to say, Garcia’s way has something in common with Abe’s literary world. Thus, it is possible to surmise that Abe intends to include himself into the new world literary horizon of exile literature, in appraising the literary value of Gabriel Garcia Marquez by comparison with his literary world.

In January 1891, Uchimura Kanzo in attendance at a ceremony to acknowledge the Imperial Rescript on Education, failed to bow deeply, and thereby became embroiled in the controversy known as the "Disrespect Incident". Thereafter, the debate on the "clash between education and religion" that he engaged in with Tokyo University professor Inoue Tetsujiro grew into a great social issue involving the worlds of religion and education. In the end, because of the Disrespect Incident, Kanzo was fired from his school and spent several years going about without a proper job, and in January 1897, some six years after the incident, he was hired at "Yorozu Choho" and became Chief Editor of its English column. While raising many issues, both foreign and domestic, through this English column, he especially made the pages of this magazine a forum in which to elucidate upon the Disrespect Incident. From this standpoint, this paper analyzes the Disrespect Incident and his writings in the English column, and also examines what it was that he was consistently arguing were true disrespect and true patriotism through his activities in the English column.
