The current consitutional law 29-1 is ordaining the State Tort Liability for the illegal action of public service personnel. Based on this regulation, the State Tort Liability Act 2-1 actualizes by indicating, the nation or the local self-governing community is responsible for the public service personnels damaging others during their office hours whether it is accidental or intentional. However, the same law is considered to be inappropriate for the damage relief. In order to supplement this problem, through examinations at both theoretical and systematic levels of Prima facie as well as the objectification and standardization of the damages are required for the national compensation for the police action. According to the objectification and standardization of the damage theory, the faulty actions of the public service personnel are the defects occurred during the office hours. In the case of the police action that frequently uses infringement administration, invading the liberty and rights of the people, it is necessary to interpret faulty damages during the office duties more comprehensively so as to extend its scope of the ordinary public service personnel accidental illegality. In order to warrant effectiveness of the securing the rights, it is crucial to distinguish whether the faulty actions are accidental or intentional. When proven to be damages by illegal police action, the police personnel is responsible for the faults, called Prima facie, the nation is liable for the damage relief.

The pivotal emphasis of the physical training for the security agents of the security headquarters in the North Korea is to inspire them with the defense physical training-centered ideology and the war spirit. Their special martial arts is the protectee-centered offensive arts rather than the self-centered arts. It puts emphasis on training black belt-holders in diverse martial arts rather than in a certain martial art. Thus, the physical training for security agents in the South Korea should be also developed into the ways to rear them as black belt-holders in diverse martial arts rather than to foster them as high grade-holders in a certain martial art. And also, professors majoring in security and physical science have to develop jointly the measures to improve the physical and mental agility and the basic physical strength to inspire rapid handling and perseverance, to develop the physical training program to reduce mental and physical stress of security guards, to develop the standard for the examination of physical strength suitable for the body figures of Korean people and the regular evaluation with the standard and to apply traditional folk-games such as the swing and the seesaw to the physical training for security guards.

In modern society, the enterprises or the public organization have devised consistent means and methods with keen competition in high intelligence, high specialization and high competition for surviving in the struggle for existence. In the rapidly changing modern society like that, guard services are not free any more in the simple business. It will be survived only with consistent self-development and various abilities. Recently, it is on a trend that the enterprise including venture business requires the man of ability having many-sided thought, knowledge and capacity. That is, the era of a man with multi-function has come. The guards engaged in their present posts have to make efforts self-development consistently. And they have to work for self-development with theoretical knowledge acquirement about the expert knowledge escaping from simple function and business. The constitution including universities that train the guard should not adjust to the demand of quantitative manpower required in the enterprise organization with the training of the guard with simple functions only. It needs settlement as a curriculum with technology like ideology and knowledge breaking from short curriculum centered on function only in order to come to stay the recognition about guard services as expert services that the industrial society requires. The education centered on simple function should be replaced in the use of a high school, private academy and special guard institution. In addition, it requires a quality as the auxiliary, division, decision-making and spokesman according to the business role. Also, it requires the martial arts capacity, the communicative capacity, the sports or reports capacity, the guard driving capacity, the policy and assistant capacity and the information and analysis capacity, etc in individual. Lastly, it need each guard's change of cognition most of all. As part of the guard's adaptive plan according to the social change, it was enumerated like the mentioned above. It is important for the guard to prepare for the change of era and to build up quality and capacity before anything else.

China is an ancient country that has one of the oldest civilizations on earth. Since the end of 1970s, China has made her administrative and economic reform and opening up to the outside world. Now the administrative and economic reforms has scored great success with a series of important accomplishments. China's peculiar political economy largely explained the changing reform initiatives over times. The problems confronting Chinese officials are markedly different from the West despite the fact the China and the West have engaged their efforts in undertaking administrative reforms in the last two decades or so. The purpose of this study is to analyze the bureaucracy, especially the police civil service system in China. Core features of the institution of China's civil servant system is discussed in this study.

This study has been conducted to provide data that contribute to increasing efficiency of 'Private Security', which is cooperated by customer, security companies and the police which carried out 'Public Law Enforcement' and controls security companies. To reach this purpose, we investigated the status of the 'Security Alarm Systems' operated by security service companied in Korea, analyzed arising problems, considered the polices for improving the operational quality. 'Electronic Security Systems' will increase working efficiency in performing 'Private Security'. There can be no two opinions on this matter. Therefore, it can be supposed that the improvement of operational quality of 'Electronic Security System' is an important factor to accomplish security services. 'Security Alarm System' is one of the 'Electronic Security System'. The critical problems in operating 'Security Alarm system' are unnecessary response by false alarm and nuisance alarm. To reduce the problems, it is suggested that security specialist officially licensed should improve security planning, installation and maintenance, and the 'Alarm Verification System' should be introduced with appropriate facilities.

This study has purpose on revealing with corroborative evidence how police manager's leadership type effects on working attitude of policeman. This study is composed of the introduction in the first chapter, theological consideration of leadership and working attitude in the second chapter, research plan and analysis in the third chapter and finally the conclusion in the fourth chapter. For the political suggestion, the program's operated by police organization can be altered its efficiency by organizing groups applying what kind of leadership to how it wed. Considering to its characteristic of police organization, the leadership is not only important factor effecting on outcome of organization but also core activity achieving the goal of organization to police manager.

With regard to problems related to qualification of Private Security, this study is qualitatively to develop education & training program from the viewpoint of education for the purpose of checking professionalism of Security guard. Offering the solutions for improvement by analyzing problems of articles related to training for Private Security guard prescribed in existing 'Law of Guarding', I made studies of development of practical affairs-centered education & training program for Private Security guard on the basis of Private Security guard' duties. Education & training program for Private Security guard must be made up of practical affairs-centered one related to concrete duties. Also because it needs to be made on the basis of a model planned for the program with combined method, this study gave example of model and contests of education & training program based on duties of Facilities Security. Main duties of cPrivate Security guard can be divided into four duties; duties on their own posts, patrolling, control of going in and out, dealing with accidents and so on. Private Security guard are given main duties by each post, and after adjusting conditions according to personnel organization, they perform their own duties. As education & training program based on Private Security guard' duties, common education & training program for the new-appointed, practical affairs-centered education & training program, education & training program for superintendents, service education & training program and so on are provided.

In DSM-I(1952 nomenclature), this term referred to those cases in which the personality, in its struggle for adjustment to internal and external stresses, utilized primarily a pattern of action or behavior rather than symptoms in the mental, somatic or emotional spheres. There is minimal subjective anxiety and little or no sense of distress. As thus defined, there are three main groups of personality disorder, personality pattern disturbance, personality trait disturbance and sociopathic, personality disturbance. Morton Prince asks whether a subconscious process can perform the same function as are ordinarily performed by conscious intelligence that is to say memory, perception, reasoning, imagination, volition, affectivity, etc? He cites clinical material at great length, concluding that the quality of the functions performed they frequently exhibit, that which is characteristic of intelligence.

This study is to examine the relations between the big five critical crime that consist of homicide, robbery, rape, theft, violence and the private security services. To achieve this objective, this research selected the subject of study, specially, 2002 status of the private security such as the number of companies and employees classified by areas along with the big five crime mentioned above classified by area. The research data is secondary data that is from '2003 Crime Analysis' of the Supreme Public Prosecutors' Office and 'The private Security Related Data' of the National Police Agency. The selected data were analyzed according to the variables by using SPSS 10.0 statistics software program. Each hypothesis was verified around the level of significance =.05 by using the statistical techniques, such as Descriptive Statistics, Correlation, Regression, etc. The following was the result of the study, First, the total number of the big five crime affects the number of the companies at significant level. Second, the number of the security companies can be explained by the each total number of the big five crime in the order of theft, robbery, violence, rape and murder. Third, the total number of the big five crime affects the number of the security employees at significant level. Forth the number of the security employees can be explained by the each total number of the big five crime in the order of theft, robbery, violence, rape and murder.

The cyber-crime is one of the results occurring from the increased dependency toward information-telecommunication devices. Currently, the Korean National Police Agency and many other related law enforcement agencies have made efforts to respond against the cyber-crimes. However, the number of cyber-crime is increasing steadily. The worse problem is that the arresting rate for the cyber-crime has been decreased than before. The reasons of decreasing arresting rate come from many different kinds of cyber-crime methods with the developed computer and network technology, Also, the easy concealment of the cyber-crime by the violater and the difficulty of specification against the data objected to search and seizure make the crackdown difficult. The other difficulties come from the lack of professionally trained investigators, the lack of high-technological investigation devices, and the failure of the technology development for the search and seizure of evidences because of the budget deficit. That is to say, these phenomenon show the comprehensive problem of the cyber-police system. Accordingly, to respond against newly changed cyber-crime activities and to investigate effectively, the cyber-police has to take consideration into the professional reorganization of the cyber-police, the development of the investigation technology, and the adjustment of current cyber-crime laws. Most importantly, the cyber-police needs the high-technological investigation devices, the development of the investigation methods, and the training for the professional human resources with the enough budget support.J
