This study analyzes the social function of democracy and the essential problems of social security of democracy. So far democracy has used a political term in politics. Democracy allows us the right to the freedom of individuality and social equality. Even scholars however, neglect to study about the criticism of democracy and social problems that are caused by democracy. It was expected that democracy would be valued by humans throughout the world. People have been fighting to establish a reliable political system of democracy. So they can have security in their society and the subject of politics. Therefore, We should consider study on democracy in function of democracy in relation to security of society and essential problems on what is democracy? Does democracy change with social change? Didier Bigo said, 'rising of freedom cause rising of a social unrest', B. Jeanneau said 'Democracy itself is the starting of social discord'. These are criticism of social security, the system and the function of democracy. It especially explains social discord and unrest that has occurred by an authoritative interpretation of democracy or the meaning of a word interpretation. It is a question of the day that it's converse the function of the system and the operation of democracy, act as social unrest.

This research is based on the protection of the social safty with the preventive measures against Creutzfedt-jakob's and Mad cow Disease which has been drawn an attention of the public. It also has Known as an epidemic with rapid transmission an severe conteminaton to hurt the health through beef. In this work, some fruitful suggestions have been made to prevent and to minimize the harms Creutzfedt-jakob's and Mad Cow Disease : 1) We should Pay attention to the prior preventive measures by detecting the modes and the causes of the contemination lute route ; 2) there should be a step to inoculate the cattles to provide non-conteminated fresh feed for cows ; and 3) a health official should be alert to prevent the rapid transmission to the public by breaking the infected route of it.

The aim of this study is to investigate the anger characteristics and the social psychological characteristics of Homicide by Female. With SPSS win program I analyzed 80 female murderers caught in the correction facility. The analysis results are as follows : Firstly, the age bracket of the female murderers is very high in their thirties(47.5%), they didn't almost graduate from the middle-school(65%). Secondly, they almost married(92.5%) and their job was the housekeeper(52.5%). Thirdly, the female murderers almost killed their husbands(45%) and other victims was people who was familiar with the female murderer. Fourth, the offenders were afraid that the victims had the responsibility for murder(87.5%). Fifthly, according to above analysis, the character type female murderers was almost anger-in type. Finally, My analysis shows us that the anger characteristics between offenders and victims was very similar. With the above research results, I can understand the socio-psychological characteristics of the female murderer. However, this paper has some problems which is the limit of the sampling range and the generalization of research results. In addition, we need to study the comparison with male murderers and female murderers.

The main mission was the guard of the royal palace. As we know from several historical materials, the defense of the royal palace was an fundamental mission. Therefore, department of the imperial guard would take charge of the defense of the royal palace. 2. They would carry out throne of king and the royal family or a battle. As unification, they would carry out guarding for political stability and a suppress probation of internal war in regard to the security and the frequent rebellion in central and locality. 3. They carried out guarding an honored going of a king or the royal family. We know the fact that there was an honored going of the royal family or many attendants on record. When a king or the royal family go, guarding of department of the imperial guard had not only protect them but also show off the authority of the royal family. As a result, when we analysis the substance from studying the guard system of Shilla, though our guard system is imitated the foreign guard system like U.S.A, transcending space-time, the guard system can be found a lot of something common at the guard principle and a rule. Today, in looking about a political system of any countries on the world, a king and a ruler of the country represent their country international, have responsibility of protect their nation and a people internal. Therefore, the guard for a ruler absolutely must carry out at a safety situation. Moreover the guard organ, at the same time is connected directly to a welfare of the nation, so we will have to devote a constant effort.

This study aims at investigating basic safety consciousness as preprocessing of the establishment of experience-oriented safety education center in which citizens can have positive and active experience education, based on the data for which the investigators have investigated and analyzed such citizens' safety consciousness as awareness, consciousness and feedback of national safety accident, systematic prevention of safety accident and necessity of first-aid when safety accident happens, focused on citizens in Seoul and Gyeonggi-do where more than 1/3 of the national population live, for the purpose of establishing experience-oriented education center where citizens can be taught to prevent accidents wisely, picking up experiences of large or small accidents up to now. And the findings from the study support the followings : 1) Ordinary people think that danger factors have prevailed in our entire society, and fear that the danger may come to them directly.2) Ordinary people's consciousness of safety accident is low, that is because selfishness and 'take-it-easy' manner have prevailed in our entire society. 3) Ordinary people have the dread of safety accident individually, but they don't know how to deal with safety accident when it happened. 4) Although most people have taken lessons about safety accident, they still feel the need to have systematic education about safety accident. 5) Children and survey-respondents are highly concerned with prevention of safety accident, but there were few people who sent their children to 'safety accident prevention program by outside institute', still less they didn't participate in the above program. And especially they complained a lot about safety education conducted by school. 6) Most people truly felt the need that they should have experience-oriented safety education center to be able to see, hear and experience. The considerations (or suggestions) resulting from the above findings from the study will turn out that people will need such recreation facilities, rest and play space that the family can enjoy as space for the prevention of safety accident, appliance for field lesson and space for developed program, and in light of visitors' convenience, safer and more convenient vehicle service will have to be offered.

A mission of the police as described by law is to guard the life, body and property of all citizens. Such duties should be accurately performed based on legal and democratic procedures because the works of the police are directively influencing the overall lives of the citizens by restricting their freedom. The national police agency is setting up the figure of the police trusted and beloved by citizens. The strategies of police reform is to recognize the proposition of 'change the mind and you will see the bright future' and the historical mission of 'It is possible to survive only through the reform'. We are frequently watching the traffic police on the street or road. Traffic policing aims to reduce crime and the opportunities for criminal activity in relation to the use of roads, that is to improve road user behavior in order to reduce accidents. This study examines perceptions of drivers on the traffic police. For this purpose, this study surveys the opinion and view of drivers in Andong city based on the survey research and interview methods. The major findings of this study is as follows. Many drivers in Andong city evaluate negatively the kindness toward civilians, fair(rational) law enforcement of traffic police. So, this study suggests the improvement of the traffic police image.(for example, kindness toward civilians, service attitude, fair and rational law enforcement, etc)

NGOs occupy so high international position that it is said the age of NGOs or Renaissance of NGOs has came. Recently, they continuously succeeded in hindering and blocking large-scale international events through their violent struggles. This paper studied the concept of NGO, examples of NGO struggles during recent international events and stated anticipated struggles during ASEM III and their trend. Thereafter, with future prospect of NGO activities, some measures for successful 2002 World Cup and 2005 APEC were provided in this paper. Mr. Cho OO, a famous ex-delinquent who has already spent 27 years in prison for his hardened stealing habit and escape, was recently again arrested by Japanese police for housrbreaking in Japan. Every Korean people would have believed that he had abandoned his habit for good, because, since his liberation in 1998 , he showed himself as a man perfectly cured. He became a believer more than ever, married a well-to-do beautiful woman, got a son from her, had a good income from his job as homme security counsellor and from several other occupations, and after all worked a lot for homeless and unfortunate. Now, his case is given as an important subject to approach for criminologists. As well as we are concerned, we thought, to explain his case criminological, it's primarily necessary to skim through the main criminological theories, and that in behalf of this case. After that, we will be able to decide which theory is mostly appropriate to explain his inveterate disease. The one we chose is the social learning theory. But this theory alone won't allow us to understand all aspects of his crime. This is why we will have to turn to several other theories to complete our explanation. But theoretical understanding alone of a criminal case is useless if it cannot suggest a remedy for it. And, we finish our study by making some suggestions on this case.

An independence of investigation authority of police is a long desire of Korean police. This study examines a theoretical dispute of the police and the prosecution, their duties and investigation organization with the subject of an independence of investigation authority in Korean police. The object of this study is to present the problem of investigation system of police and devices of an independence of the police investigation authority.

The purpose of this study was to examine effects of practicing martial arts upon job performance of employees engaged in security industry. For positive investigation, 400 employees were questioned using some questionnaires; as a result, we obtained the following conclusion of the relation between the extent of the practicing martial art and the ability of performing their jobs. First, the more they practice martial art, the better and higher their mental health and psychological stability more than control group. Especially, when crime is reported to them or they arrest a criminal taken in an act of crime, the degree of their anxiety was low and they strongly expose self-confidence, their view of moral achievement and their sense of morality. Second, the more they practice martial art, the higher their ability of arrestment a criminal in an act and self-defense is. Because practicing martial art make their vital power and physical strength promoted. Third, the more they practice martial art, the more sincere the trust and friendship among colleagues are. As well they seem to feel strong solidarity oneanother. But practicing martial art appeared that it doesnt have an effect on coping with complications among generations and the gaps between master sergeant and them. Fourth, employees engaged in security industry practicing martial art is not only used in job performance merely as a technique; it is also effective on the mind that it make their anxiety dissolved and give them self-confidence.

Computers have produced significant benefits to society. Industrialized countries rely on their continuous availability and integrity, Computers have introduced innovations into the business world, communications media, and scientific community. In additions, as computers have developed, new categoris and methods of perpetrating crime have emerged that employ them.

The United States Secret Service is the strongest presidential protective organization in the world. Almost every country's security organization in the world is benchmarking its organization, protective operation system, security equipments and etc. In this paper, I study largely on the protective operation system of the U.S Secret Chapter I is the introduction part. Chapter II introduces the establishment and the background of its development of the U.S Secret Service. Chapter III deals with the organization and ranking system of the U.S SS. Chapter IV consider the protective operation system of the 5.5. The main theory of the protective operation is the 'Protective Envelope Philosophy' which emphasizes the "Cover and Evacuate". Also the protective operation system is developed with the principle of the democracy and in the history of continuing assassination attempt against president. Chapter V describes the legal basis and missions of the S.S. Every protective operational mission of the U.S SS is peformed by the legal basis and democratic procedure. It is followed by concluding observation made in Chapter VI.

Most of protecting security activity is carried out by manpower partly by security equipment. The protecting security market and the area of protecting security activity is increasing in spite of change of economic and social environment situation. For more effective protecting security activity, the coordination of electronic equipment and manpower is required. So some application method is suggested throughout the thesis, which is especially focused on new approaching method. The integration of intrusion detecting system, C.C.TV system and Access control system is introduced for general application in chapter III, and some application systems are proposed for protecting security activity in chapter IV. But the security equipment is only aid for manpower, so manpower and equipment should be coordinated well.

Chapter 1 is the introduction part. With the development of modem science and technology, the world has experienced serious disaster. Each occurrence of such disaster has reminded the people all over the world of the importance of coping with the disaster and therefore all the countries have set up the disaster administration system to handle their disasters in efficient way. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. Chapter 2 introduces the reader to a disaster management theory Chapter 3 dealt with the problems on the disaster administration system, under which the first and second section mention the points at issue in the system of law and administration of our country, respectively, Chapter 4 dealt with the plan to improve the disaster adminstration system under which the first section describes its basic direction while the second section describes the clarification of the role share of the central government and local autonomous body, beefing up the functions of disaster administration of the central government and local autonomous body. establishment of disaster prevention system, activation of support program against disaster, raising the professional personnels, extending the disaster prevention facilities, etc. Chapter 5, the conclusion, describes the difficulties in coping with the disaster under the existing disaster administration system. Therefore, the entire fundamental of disaster administration is in need such as distinct roles of the central government and local autonomous body, improving the systems of law and administration, education and training, and guidance and superintendence, etc. In addition, the control function of the concerned authorities must be reinforced to perform the disaster administration system smoothly while establishing 24 hour emergency system. Also, the financial support from the central government and technical study on the disaster administration should be done continuously on long-term basis.
