Nowdays the prison is the only correctional for juvenile delinquents not to be the second offenders in Korea. Originally the correctional education aims to let criminals go back to the society as a decent citizen after correcting them and prevent them from comminitting crimes repeatedly. Being considered to increase the second offenders in juvenile delinquency, the purpose of this study is to investigate the actual condition and problems of juvenile correctional education in Korea and to find out the solution of problems. First of all, this study examines the actual condition of the juvenile delinquency in Korea. The number of juvenile crimes has been increased from 1985 to 1995. In 1997, the current education in correctinal institutions for juvenile delinquents is inferior to that of developed countries. On the basis of this investigation, improvement plans which will be fit for the circumstances in Korea are suggested. The conclusion of this study are summarized as follows 1. Correctional institutions will be improved to accommodate the proper number of convicts. 2. Correctional officers should be qualified proffessinals who can achieve the aim of correctional education successfully. 3. In order to cultivate he social adaptability of convicts, the expansion of open prison is needed. 4. It is neccessary to classify convicts by means of moderized and scientific methods. 5. Correctinal education consist of various practical courses on jobs, After complenting these vocatinal training, the convict can obtain certificates. 6. The government has to has to plan policies that the released convicts can get jobs for living. 7. Owing to keeping prisons sanitary, it is very helpful for convicts to have thebelief that they are not abandoned by the member of their society. 8. Convicts are given opportunities to participate religious activities by their free-will. If above improvement plans are sufficiently accomplished, correctinal education will obtain good results, It is also effective to minimize the repetition of offence by ex-convicts.

I study on the security organization for the chief of state in North and South Korea. The paper, purporting to analyze security system in comparative prospectives, comprise four chapters. Chapter I Which sets out purpose, scope and method, is followed by Chapter II , dealing largely with the power structure on The Socialist Constitution of Democratic People's Republic of Korea, the protection organization and security activities for the chief of state in North Korea. Chapter III concerns the security environment - terrorist groups, firearms, explosives, suspects, movements of hostile countries and orthers - and the protection organization on The Presidential Security Service for the president in South Korea, culminating in projection of certain problem area. It is followed by concluding observation made in Chapter IV. To be operated security systems effectively, these need to be regulated according to a protective scale, function, authority of a existing.

The private security has forty years history and it seems not to have points in exteriors. But it has many points in interior. If these points improved, our private security can develop. I discuss the development of the private security in Chapter 2 and the points in Chapter 3, and conclude in the last Chapter. The thesis suggests the proper ftaining methods and their future direction in order for bodyguards to have a general idea of basic skills of escort and develop them. What is meant by basic skills are the basic abilities of bodyguards for escort indluding physical strength, martial arts, and manipulation of equipment. The equipment in the thesis is confined to guns. The following are the requircments for the training of basic skills; 1, A bodyguard should be careful not to expose any equipment he uses his basic skills so that he does not make others feel uncomfortable. 2. He should be trained to give the safety of the person(s) escorted the first priority. 3. He should have the ability to take care of at least one attacker. 4. He should be trained to be able to evaluate the trend of attacks and keep up with it. Training fo basic skills are divided into three parts-physical training, martial arts and use of equipment. Each part is divided into basic training, applied training, and professional training, which again are integrated in one master training program. Especially, development of equipment which helps to take care of attacker(s) quickly without casualties and learning to use the equipment efficiently will accelerate the improvement of basic skills. The author of the thesis worked for Presidential Security Service for fourteen years and suggests the most efficient, protection-oriented way of training based on his experience.

The final aim of South Korean policies on North Korea and reunification of Korean peninsula is to reflect the direction and the form which South Korean authority has been pursuing. To achieve this aim, we must establish the forms of reunification and continue to prepare for contingency plans while focusing our effort to those policies. In pursuing peaceful reunification, the national security should not be neglected. Moreover, the policing policy is one of the important national security policies. In order to draw up more effective policing policies in a reunified state, this dissertation establishes some preparing measures on policing conditions and expected problems resultion from the reunification of Korean peninsula after studying similar problems in formerly divided countries. The chapter one shows the direction of reunification policy. The chapter two looks some policing problems in formerly divided countries The chapter three studys the expected policing conditions and preparing measures after the reunification of Korean peninsula The chapter four reposes some reasonal solutions for peaceful reunification.

We study on the power of local autonomous fire fighting in Korea. Chapter I which sets out purpose, scope and method, is followed by Chapter Ⅱ , dealing largely with the organization, man-power, equipment, activites of local fire fighting administration and the fire fighting environment. Chapter III made a comparative study on the power of autonomous fire fighting, local budget , fire fighting activities, fire present conditions. It is followed by concluding abservation made in Chapter Ⅳ and Chapter V. We indicated a few disputed points on the power of local autonomous fire fighting and suggested several alternatives to improve our fire fighting administration system. The alternatives suggested are as followes : (1) Reinforcement of the man-power, (2) Regulation of the standard fire fighting power, (3) Improvement of the using on fire fighting facilities tax and state finance, (4) Aplication of the local borrowings, (5) Tax reduction and exemption on the fire fighting equip-ment investment, and so forth.

I study the actual condition and the problem of the crime prevention system of two seoul police station. that is operated on the unit of police box, and present the new improvement. Stragic and active is the new crime prevention system that introduces a concept of community oriented policing, the tendency of a developed country police. I present a medium - sized police station where 250300 policemen work. It consist of a patrol division, a community division and a administration support division. The chief of police bears the responsibility only for crime prevention service by concentrating on pure Patrol - centered crime prevention activity and community relation activity. Next I present a police inspector system. The most important on this paper is the community policing officer system that a policeman bears responsibility on district apart from a patrol division and support a police service related community. To be operated these systems effectively, these need to be regulated according to a police distinct, a police purpose and it's demand. Also a scale, function, authority of a existing. Police station must be regulated and the police training must be carried out.

The results of protection service could be different according to, first, the potential ability of protection personnel, second, the training degree and efficiency. Namely, it depends on how to control one's anxiety and tension In order to overcome the unsettled mental state and maximize the effect of the service, the level of anxiety of personnel should be measured and the cause of the anxiety should be found. And then complete training having the proper method of alleviating anxiety could be possible. When the method of alleviating anxiety is applied, one should attend the training with a positive mind to be able to perform one's duty successfully. And by adapting the same methode and procedure used to protection service to both mental process and every situation in the condition that strained muscles relax and all one's energies are concentrated, the same methods for reducing anxiety could be used at the same time. The effect of individual method might be varied according to the personal difference, so no one can say this or that method is more efficient than others. But what is important is to choose one method and adapt it which is most proper to oneself. To use the method of reducing anxiety efficiently needs a lot of time, so one should attend the training with patience.

Our society witnesses the rapid progress in the areas of politics, economy, society and culture in the process of national modernization since 1960s, which in turn as a reverse function gets to contract a societic pathology, totally lowering the security level of citizens' lives owing to various violent crimes like hostage commotions and murders with rifles and deadly weapons. what is the main reason for that? That may be partly because the chief police force concentrates on the current situation resulting in the vacuum of the public peace. However, the main reason is that the police fall short of man-power and equipments even if the whole police power were put to use in preventing and quelling the crimes. That is true not only of Korea but also of the advanced countries like the U.S.A., England and Japan. We realize that these advanced countries have higher level of security in every individual's life and property than Korea because their progress of the private guard systems can fill in a vacuum of the shortage of the police power, Therefore, we should without delay internationalize our private guard systems expecting the widely opening of the guard service markets in the age of Uruguay Round. To do this, we need to change our ideas for fostering the policy of the private guard from passive defense ideas into positive aggressive ones. Our police should urgently set up a plan to pursue the orientation of vision that we should dispatch our private guards overseas before foreign guards rush into our markets. Accordingly it goes without saying that the private guard group should distinguish their services from the public services initiating their own theory and strategy of private guard services and also readjust themselves between the public duties and the private services with the study of minimizing the reverse function of the private guard systems. The history criminal justice has always shown that the criminal system progressed at the initiative of the civil factor in case its demand and supply do not make both ends meet. Nevertheless, in the process the power of the government never weakens, rather it is built up in general. In conclusion, the necessity of the build-up of the private guard services must duly be acknowledged by the police as well as by the business which has its unique sphere within the criminal justice instead of as the suplemtary services of the simple the police power on the long-term basis. The purpose of the private guard services can be largely classified into the two categories; first it means the function to prevent the crimes against the citizens and secondly to enhance the national interest as an increasing mammoth business with a worldly competition capacity. The police has an absolute responsibility that they should protect the modem public in general from feeling the crisis of the personal threat, tension, anxiety and nervousness. In short, if we develop the complete private guard system to guarantee the societic atmosphere for all citizens, keep the public peace, and protect all citizens' lives and properties, we will sure enjoy a beautiful land, a wholesome society and a happy life in goodharmony of law and order.

This thesis is an attempt to find out ways and means needed to improve the disaster management system in Korea(Chap. Ⅰ). For this purpose, I have first reviewed various crisis management systems of foreign countries such as the United States, England and Japan(Chap. Ⅱ), and also reviewed that of our own country(Chap. Ⅲ). All of us knows that our disaster management system has been reestablished through the enactment of the Disaster Management Act of 1995 and the full revision of Natural Harzards Management Act of 1995 after a series of catastrophic man-made disasters since 1993. I took a general survey of the contents and characteristics of the newly made Disaster Management Act(Chap. Ⅳ), and Finally, as a conclusion of this research(Chap. V), I indicated a few disputed points on the Disaster Management Act and suggested several alternatives to improve our crisis management system. The alternatives suggested are as follows (1) Reinforcement of prevention-centered policy and expansion of investment (2) Specialization of the crisis management man-power and securing the rescue equipment (3) Arrangement of the various lessons on crisis and reinforcement of educational training against the disasters (4) Building the cooperative systems between the civil organizations (5) An opinion towards the issues on the unifying the law systems and reorganizaing the new independent institution for the crisis management

This study concerns possible measures to prevent separatists' terrorist acts against overseas Korean businessmen. Of late, many Korean enterprises are helping a number of foreign countries develop their economy, by building factories and manning regional offices in those countries. But recent development of terrorism especially against Korean businessmen is alarming. This report discusses the need for Korean enterprises heading overseas to prepare themselves with awareness of terrorism and possible protective measures against it, besides their routine pursuance of profits; and for the government and prospective enterprises to refrain from investing in those countries having active separatist movements. If an investment has become inevitable, a careful survey of the region in conflict should be conducted and self-protective measures should be put in place through security information exchange, emergency coordination and training of personnel, etc. This study will first review the past terrorist incidents involving employees of overseas Korean enterprises, and then will focuss on seeking effective measures on the basis of the reported incidents. In carrying out the study, related literature from both home and abroad have been used along with the preliminary materials reported and known on the Internet from recent incidents. 1. The separatist movements of minority groups Lately, minority separatist groups are increasingly resorting to terrorism to draw international attention with the political aim of gaining extended self rule or independence. 2. The state of terrorism against overseas Korean enterprises and Koreans Korean enterprises are now operating businesses, and having their own personnel stationed, in 85 countries including those in South East Asia and Middle East regions. In Sri Lanka, where a Korean enterprise recently became a target of terrorist bombing, there are 75 business firms from Korea and some 700 Korean employees are stationed as of August 1996. A total of 19 different terrorist incidents have taken place against Koreans abroad since 1990. 3. Terrorism preventive measures Terrorism preventive measures are discussed in two ways: measures by the government and by the enterprises. Measures by the government - Possible measures at governmental level can include collection and dissemination of terrorist activity information. Emphasis should be given to the information on North Korean activities in particular. Measures by individual enterprises - Organizational security plan must be established by individual enterprises and there should also be an increase of security budget. A reason for reluctant effort toward positive security plan is the perception that the security budget is not immediately linked to an increment of profit gain. Ensuring safety for overseas personnel is a fundamental obligation of an enterprise. Consultation and information exchange on security plan, and an emergency support system at a threat to security must be sought after and implemented. 4. Conclusion Today's terrorism varies widely depending on reasons and causes, and its means has become increasingly informationalized and scientific as well while its method is becoming more clandestine and violent. Terrorist organizations are increasingly aiming at enterprises for acquisition of budgets needed for their activities. Korean enterprises have extended their business realm to foreign countries since 1970, exposing themselves to terrorism. Enterprises and their employees, therefore, should establish their own security measures on the one hand while the government must provide general measures, on the other, for the protection of the life and property of Korean residents abroad from terrorist attacks. In this regard, set-up of a counter terrorist organization that coordinates the efforts of government authorities in various levels in planning and executing counter terrorist measures is desired. Since 1965, when the hostile North Korea began to step up its terrorist activities against South Koreans, there have been 7 different occasions of assassination attempt on South Korean presidents and some 500 cases of various kidnappings and attempted kidnappings. North Korea, nervous over the continued economic growth and social stabilization of South Korea, is now concentrating its efforts in the destruction and deterioration of the national power of South Korea for its earlier realization of reunification by force. The possibility of North Korean terrorism can be divided into external terrorist acts and internal terrorist acts depending on the nationality of the terrorists it uses. The external terrorist acts include those committed directly by North Korean agents in South Korea and abroad and those committed by dissident Koreans, hired Korean residents, or international professionals or independent international terrorists bought or instigated by North Korea. To protect the life and property of Korean enterprises and their employees abroad from the threat of terrorism, the government's administrative support and the organizational efforts of enterprises should necessarily be directed toward the planning of proper security measures and training of employees. Also, proper actions should be taken against possible terrorist acts toward Korean business employees abroad as long as there are ongoing hostilities from minority groups against their governments.

This article is the reserch on actual condition of crime of arson which occurs in Korea and its countermeasures. The the presented problem in this article are that (1) we have generally very low rate concern about the crime of arson contrary to realistic problems of rapid increase of crime of arson (2) as such criminal motives became so diverse as to the economic or criminal purpose unlike characteristic and mental deficiency of old days, and to countermeasure these problems effectively it presentation the necessity of systemantic research. Based on analysis of reality of arson, the tendency of this arson in Korea in the ratio of increase is said to be higher than those in violence crime or general fire rate. and further its rate is far more greater than those of the U.S.A. and Japan. Arson is considered to be a method of using fire as crime and in case of presently residence to be the abject, it is a public offense crime which aqccompany fatality in human life. This is the well It now fact to all of us. And further in order to presentation to the crime of arson, strictness of criminal law (criminal law No, 164 and 169, and fire protection law No. 110 and 111) and classification of arsonist as felony are institutionary reinforced to punish with certainty of possibility, Therefore, as tendency of arson has been increased compared to other nations, it is necessary to supplement strategical policy to bring out overall concerns of the seriousness of risk and damage of arson, which have been resulted from the lack of understanding. In characteristics analysis of crime of arson, (1) It is now reveald that, in the past such crime rate appeared far more within the boundary of town or city areas in the past, presently increased rate of arsons in rural areas are far more than in the town or small city areas, thereby showing characteristics of crime of arson extending nation wide. (2) general timetable of arson shows that night more than day time rate, and reveald that is trait behavior in secrecy.(3) arsonists are usually arrested at site or by victim or report of third person(82,9%).Investigation activities or self surrenders rate only 11.2%. The time span of arrest is normally the same day of arson and at times it takes more than one year to arrest. This reveals its necessity to prepare for long period of time for arrest, (4) age rate of arson is in their thirties mostly as compared to homicide, robbery and adultery, and considerable numbers of arsons are in old age of over fifties. It reveals age rate is increased (5) Over half of the arsonists are below the junior high school (6) the rate of convicts by thier records is based on first offenders primarily and secondly more than 4 time convicts. This apparently shows necessity of effective correctional education policy for their social assimilation together with re-investigation of human education at the primary and secondary education system in thier life. The examples of motivation for arosnits, such as personal animosity, fury, monetary swindle, luscious purpose and other aims of destroying of proof, and other social resistance, violence including ways of threatening, beside the motives of individual defects, are diverse and arsonic suicide and specifically suicidal accompany together keenly manifested. When we take this fact with the criminal theory, it really reveals arsons of crime are increasing and its casualities are serious and a point as a way of suicide is the anomie theory of Durkheim and comensurate with the theory of that of Merton, Specifically in the arson of industrial complex, it is revealed that one with revolutionary motive or revolting motive would do the arsonic act. For the policy of prevention of arsons, professional research work in organizational cooperation for preventive activities is conducted in municipal or city wise functions in the name of Parson Taskforces and beside a variety of research institutes in federal government have been operating effectively to countermeasure in many fields of research. Franch and Sweden beside the U.S. set up a overall operation of fire prevention research funtions and have obtained very successful result. Japan also put their research likewise for countermeasure. In this research as a way of preventive fire policy, first, it is necessary to accomodate the legal preventitive activities for fire prevention in judicial side and as an administrative side, (1) precise statistic management of crime of arson (2) establishment of professional research functions or a corporate (3) improvement of system for cooperative structural team for investigation of fires and menpower organization of professional members. Secondly, social mentality in individual prospect, recognition of fires by arson and youth education of such effect, educational program for development and practical promotion. Thirdly, in view of environmental side, the ways of actual performance by programming with the establishment of cooperative advancement in local social function elements with administrative office, habitants, school facilities and newspapers measures (2) establishment of personal protection where weak menpowers are displayed in special fire prevention measures. These measures are presented for prevention of crime of arson. The control of crime and prevention shall be prepared as a means of self defence by the principle of self responsibility Specifically arsonists usually aims at the comparatively weak control of fire prevention is prevalent and it is therefore necessary to prepare individual facilities with their spontaneous management of fire prevention instead of public municipal funtures of local geverment. As Clifford L. Karchmer asserted instead of concerns about who would commit arson, what portion of area would be the target of the arson. It is effective to minister spontaveously the fire prevention measure in his facility with the consideration of characteristics of arson. On the other hand, it is necessary for the concerned personnel of local goverment and groups to distribute to the local society in timely manner for new information about the fire prevention, thus contribute to effective result of fire prevention result. In consideration of these factors, it is inevitable to never let coincide with the phemonemon of arsons in similar or mimic features as recognized that these could prevail just an epedemic as a strong imitational attitude. In processing of policy to encounter these problems, it is necessary to place priority of city policy to enhancement of overall concerns toward the definitive essense of crime of arson.

And I propose accident prevention countermeasure by removing a caxh accident by the simplification, specialization and soientification of money business. I discuss the present condition and the points of cash transportation structure in Chapter 2 and the improvement plan of cash transportation structure in Chapter 3, and conclude in Chapter 4.
