이 연구는 직무만족, 조직몰입, 보안성과를 잠재변수로 선정하여 변수 간의 인과관계를 규명해 카지노 보안요원의 보안성과를 높이기 위한 방안을 제안하는 것에 그 목적을 둔다. 이러한 목적을 달성하기 위해 2023년 2월 15일부터 3월 29일까지 서울과 부산에 소재한 외국인 전용 카지노에서 안전관리와 서베일런스를 담당하는 보안요원의 협조를 받아서 설 문조사를 실시하였으며, 총 227부의 자료를 수거하였다. 수거한 자료 중 결측치·이상치가 포함된 15부의 설문지를 제외한 212부의 자료를 최종적으로 분석하였다. 자료의 통계분석 에 사용된 프로그램은 SPSS 22.0과 AMOS 22.0이며, 분석된 결과는 다음과 같다. 첫째, 직 무만족은 조직몰입에 정(+)의 영향을 미쳤다. 둘째, 조직몰입은 보안성과에 정(+)의 영향을 미쳤다. 셋째, 직무만족은 보안성과에 정(+)의 영향을 미쳤다. 넷째, 직무만족은 조직몰입 을 경유하여 보안성과에 정(+)의 영향을 미쳐 부분매개 하였다. 이러한 결과는 보안성과를 제고하기 위해 무엇보다 직무만족과 조직몰입을 높이는 것이 중요하다는 것을 뜻한다. 그 러므로 직무만족과 조직몰입을 제고하기 위해 카지노 영업장은 보안요원의 직무역량 강화 를 위한 지원금을 제공해야 하며, 직무의 전문성 향상을 위해 대통령경호처 경호안전교육 원에서 실시하는 교육훈련을 이수할 수 있도록 관련 기관과 협의해야 한다는 시사점을 제 시하였다. 더불어 의사소통이 원활하게 진행되도록 소통의 창구를 마련해야 하며, 직무관 련 학습기회를 제공하기 위해 국내 대학원 석·박사학위 과정에 대한 위탁교육 제도를 실시 하여야 한다는 시사점을 제시하였다.

The purpose of this study is to propose the plans and measures to help enhance the security performance of casino security guards by articulating and specifying the causal relationships between the variables by selecting job satisfaction, organizational commitment, and security performance as the latent variables. To achieve such purpose, a survey was conducted from February 15, 2023 through March 29, 2023 based on the cooperation of security guards responsible for safety management and surveillance for the foreigners-only casinos located in Seoul and Busan, and a total of 227 copies of data were recovered. Of which, 212 copies of the data were finally analyzed, excluding the 15 copies of the questionnaire carrying missing values and outliers. The programs used for the statistical analysis of the data were the SPSS 22.0 and AMOS 22.0, and the analytical results are as follows. First, job satisfaction had a positive effect on the organizational commitment. Second, organizational commitment had a positive effect on the security performance. Third, job satisfaction had a positive effect on the security performance. Fourth, job satisfaction had a positive effect on the security performance via the organizational commitment and partially mediated it. Such results indicate that it is important to increase the job satisfaction and organizational commitment above and beyond all with a view to improve the security performance. Hence, to improve the job satisfaction and organizational commitment, the implications are such that the casino business sites ought to provide funds of support for strengthening the job competency of the security guards, and enhance their job related professionalism, and consultations need to be carried out with relevant institutions and agencies to ensure that they undergo related education and training conducted by the Presidential Security Service’s Security and Safety Education Center. Furthermore, the implication was presented such that a communication channel ought to be prepared for the smooth communication, and that a commissioned education system should be implemented for the master's and doctoral degree programs at the graduate schools in Korea to provide the job related learning opportunities.

위해성 경찰장비는 국가 공권력의 상징으로서 사용하는 경찰관에게는 막중한 법적 책임 이, 상대방에게는 위해가 동반될 수 있다. 이와 관련된 경찰관직무집행법 등 관련 법규는 복잡하고 다양한 경찰 물리력 사용 상황을 획일적으로 규율할 수 없기 때문에 정확한 위해 성 장비의 사용 한계를 특정할 수 없으며 기준과 방법 외 물리력 행사가 가능한 장비의 성능에 대한 기준이나 표준은 존재하지 않는 실정이다. 이러한 맥락에서 경찰의 위해성 장비의 국내외 법제도적 의의와 표준화 현황을 분석하고, 향후 위해성 경찰장비와 성능 표준화의 방향성을 탐색을 위하여 위해성 경찰장비 사용자 등 이해관계인들의 의견을 수 렴하는 차원에서 수행한 설문조사 결과를 분석한 후 이를 토대로 위해성 경찰장비 표준화 의 발전적 방향을 제시하고자 한다. 선진 외국의 경우 체계적인 교육과정과 표준화가 이루 어지고 있는 실정으로 우리나라에 시사점을 주고 있다. 설문조사 분석 결과, 위해성 경찰장 비에 대한 교육과 표준규격 개발의 필요성이 높음을 확인하였고, 나아가 위해성 경찰장비 에 대한 만족도는 평균 수준을 유지하고 있는 것으로 보아 앞으로 위 장비들에 대한 연구 개발 및 교육이 필요함을 확인하였다. 경찰과 가장 비슷한 업무를 수행하고 있는 소방청의 경우에도 소방장비 표준규격을 개발 및 추진하여 이미 완료된 규격 또한 존재하기 때문에 국민의 안전을 책임지고 있는 경찰청 또한 경찰장비 표준규격 개발에 더욱 박차를 가해야 할 것이다. 따라서 본 논문은 위해성 경찰장비의 연구개발 강화, 법 개정 필요, 치안산업 활성화, 경찰장비 교육에 대한 필요성을 강조하고자 한다.

For police officers who use Less-lethal Police Weapon Equipment as a symbol of the state's law enforcement power, there is a significant legal responsibility as well as the potential for harm to the other party. The relevant laws, such as the Police Duties Execution Act, are complex and cannot uniformly regulate the various situations in which police physical force is used. Therefore, it is difficult to determine the exact limits of the Less-lethal Equipment‘s potential for harm, and there is no existing standard or criterion for the performance of equipment other than the methods and criteria for physical force exercise. In this context, analyzing the domestic and international legal significance and standardization status of Less-lethal Police Weapon Equipment and gathering the opinions of stakeholders, including users of such equipment, a survey was conducted. Based on the analysis of the survey results, this study aims to propose a progressive direction for the standardization of Less-lethal Police Weapon Equipment. In the case of advanced foreign countries, there is a situation where systematic education programs and standardization efforts are being implemented, which provides implications for South Korea. The analysis of the survey results confirmed the high necessity for education and development of standard specifications for Less-lethal Police Weapon Equipment. Furthermore, considering that the satisfaction level with Less-lethal Police Weapon Equipment is maintained at an average level, it was determined that further research and development as well as education are required for these equipment in the future. Indeed, the Fire Department, which performs a job most similar to the police, has already developed and implemented standard specifications for firefighting equipment, it highlights the need for the National Police Agency, which is responsible for public safety, to intensify its efforts in the development of standard specifications for police equipment. Ensuring the safety of the citizens is paramount, and having well-defined standards for police equipment would contribute to achieving that goal. Therefore, this study aims to emphasize the importance of enhancing research and development of lLess-lethal Police Weapon Equipment, the need for legal reforms, the promotion of the public safety industry, and the necessity of police equipment education.

이 연구의 목적은 중국의 마라톤 경주에서 참가자 안전 확보와 법적 책임 최소화 에 중점을 두고 개인 상해를 둘러싼 법률적 고려사항을 고찰하여 한국 마라톤대회에 서 혼잡경비의 안전관리를 확보하고 보편적 정책 방향성과 시사점을 도출하는데 있다. 이와 관련하여 법적 및 규제 요구 사항 준수, 필요한 허가 및 승인 확보, 비상 대응 계획 개발, 안전에 관한 효과적인 조정을 위한 정부 당국과의 협력의 중요성을 강조하였다. 이 연구에서는 사례 연구의 연구 방법을 통하여 마라톤 경기에서의 경 기 규칙 준수, 안전 조치 및 자격 확인을 강조하는 세 가지의 실사례에서 얻은 교훈 을 요약 정리하였다. 논의를 통해서 마라톤 경기 주최자는 법적 위험을 완화하기 위해 주최 측의 엄격한 안전 프로토콜을 구현하고 철저한 자격 확인 수행, 종합적인 정보 및 경고를 제공하고 적절한 보험에 가입하며 경험이 풍부한 직원을 고용하도록 하는 대책을 언급하였다. 더불어서 경기 참가자에게는 경기에서의 사전 위험을 평가 하고 개인 안전을 우선시하며 주최자가 구현하는 안전 조치를 이해하도록 권장하였 다. 그리하는 안전 우선순위의 중요성을 확정하고 규정 준수와 안전 프로토콜 및 관련 당국과의 협력을 통해 중국 마라톤 경기에서의 법률적 책임을 줄이기 위한 관 련 지침과 방향을 제언하였다.

This paper explores the legal considerations surrounding personal injury in marathon racing events in China, with a focus on participant safety and minimizing legal liabilities, for Korea, who shares a similar interest in marathon racing as popular sporting events, and also hosts numerous marathon events, attracting participants from all over the world, to benefit from valuable insights to make continuous improvement of marathon events in Korea, ensure a safer and more enjoyable experience for all participants, and promote local tourism image. It emphasizes the significance of adhering to legal and regulatory requirements, securing necessary permits and approvals, developing emergency response plans, and collaborating with government authorities for effective security coordination. The paper employs the legal analysis framework, utilizes the research method of case study, and outlines the lessons learned from three cases, emphasizing compliance, safety measures, and eligibility checks. Through discussion, organizers are advised to implement strict safety protocols, conduct thorough eligibility checks, provide comprehensive information and warnings, obtain appropriate insurance coverage, and hire experienced staff, to mitigate legal risks. Participants are also encouraged to assess event risks, prioritize personal safety, and understand the safety measures implemented by organizers. The paper concludes the importance of prioritizing safety and offers guidance for reducing legal liabilities in marathon racing events through adherence to regulations, safety protocols, and collaboration with relevant authorities.

코로나19로 인해 다양한 산업이 비대면 형식으로 진행됨에 따라 현시대에 와서는 면대면으로의 학습이 주가 되는 무도에의 관심도가 하락하였고 경호 또한 학술적인 발전의 미비와 시대적 흐름에 맞지 않은 용어의 사용으로 그 인식도가 하락하였다. 이에 경호 대응 절차에 따라 무도 기술을 사용해 경호 대상을 보호하는 '경호무도'에 대한 인식도 또한 영향을 받았으리라 사료되어 경호무도에 대한 대중들의 현재 인식 도가 어떠한지, 지난 십 년 사이 경호무도에 대한 인식이 어떻게 변화하였는지에 대해 연구하였다. 텍스톰을 사용해 크롤링을 진행했으며 빅데이터 분석 방법 중 LDA 토픽 모델링과 감성 단어 분석을 통해 2012년과 2022년 각각에 대한 인식도 분석 결과를 도출하였고 이를 통해 사람들의 경호무도에 대한 인식도는 현재 어떠한 지, 또 지난 십 년 동안 어떤 양상을 띄며 변화하였는지에 대해 확인하였다. 그 결과 로 경호무도에 대한 필요성은 여전히 대두되고 있으나 십 년 전에 비해 그에 대한 인식도와 긍정 반응은 현저히 떨어짐을 확인할 수 있었고 이를 타파하기 위해서는 새로운 발전 방향이 모색되어야 함을 제시하였다.

As various industries are conducted in a non-face-to-face format due to COVID-19, the interest in martial arts, which is mainly based on face-to-face learning, has declined, and the awareness of security has also declined due to the lack of academic development and the use of terms that do not fit the trend of the times. This may have affected the awareness of ‘martial arts for personnel protection’ which uses martial arts skills to protect the target of protection according to security response procedures, so we studied the current public awareness of martial arts for personnel protection and how the awareness of martial arts for personnel protection has changed over the past decade. We conducted a crawling using Textom and derived the results of the awareness analysis for 2012 and 2022 through LDA topic modeling and sentiment word analysis among the big data analysis methods, and checked how people's awareness of martial arts for personnel protection is currently and how they have changed over the past decade. As a result, we found that the need for martial arts for personnel protection is still emerging, but the awareness and positive response to it has dropped significantly compared to a decade ago, suggesting that new development directions should be explored to overcome this.

본 연구는 미국 대통령 경호제도 및 경호시스템의 변화과정을 미국의 요인테러 양상의 변화를 토대로 역사적 제도주의 관점의 선행조건, 경로생성과정, 경로의존성 측면에서 분석하였다. 먼저 미국의 요인테러 경향은 1970년대 이후 서구권 국가들 중 매우 높은 수준을 유지해 왔으며, 최근 들어 더욱 고조되고 있는 것으로 분석되었 다. 특히 테러 원인이 정치적 양극화 등 이념을 초월해서 정신이상자 등 다양한 원인 에 의한 사건이 발생하는 것으로 나타났다. 둘째 경호제도의 변화 측면에서 분석해보면 선행조건 면에서 우연성에 의한 Secret Service(SS)의 국가 경호기관 선정, 경로생성과정 측면에서 연이은 요인테러 사건으로 인한 SS에 대한 국가 경호조직 수행 요구, 경로의존성 측면에서 국가 내·외부적 요인과 지속된 요인테러사건의 대응 실패를 통한 경호제도의 변동을 들 수 있다. 셋째, 변화된 경호제도와 연계하여 경호시스템은 인력·정보·장비 등의 경호자원을 바탕으로 경호환경에 부합되게 경호요원의 신체와 무기에 의해 방어하는 위력경호에 서 잠재적 위협요인을 제거하는 예방경호, 첨단 ICT 기술 기반의 과학경호 시스템으로 패러다임이 변화하고 있다. 최근에는 예방경호 및 과학경호 측면에서 FBI 등 다양한 연방-주-지방 수준의 공공 및 민간 관계기관과의 거버넌스 협업체계를 강화하고 있다.

This study analyzed the process of change in the U.S. presidential security system from the perspective of historical institutionalism. First of all, evaluating the terrorist situation in the United States, religious terrorism in terms of Islamic extremism, which has been mainstream since the 2000s, has become vulnerable, and far-right terrorism has emerged as a strong threat. U.S. political assassination attacks have remained very high among Western countries since the 1970s. It has been analyzed that it has been escalating in recent years. In particular, the cause of terrorism was caused by various causes such as political polarization and psychotic people. Second, in terms of changes in the security system, the national security agency of the Secret Service was selected by chance in terms of prior conditions. In terms of the route creation process, it was required to perform a national security organization due to a series of assassinations. In terms of route dependence, the security system has changed through the failure to respond to internal and external factors and continuous factor terrorist incidents. Third, the bodyguard system is a power guard that is defended by the body and weapon of the bodyguard based on security resources such as manpower, information, and equipment. It is also a precaution to eliminate potential threats. In addition, the paradigm is changing to a scientific protection system based on advanced ICT technology. Recently, in terms of preventive and scientific protection, the governance cooperation system with various federal, state, and local related organizations such as the FBI has been strengthened.
