During the ancient times, there was no separative judicial system and administrative , legislative and judiciary functions were ultimately concentrated in the all-powerful monarch. And the three states developed state organization , adopting hieratical structures and placing at the pinnacle . State Codes were promulgated to initiate a legal system to rule the people, these codes instituted under influence of China codes. The people tradition sees crime control as the preservation of the authority of hereditary rulers. In the period of the Koryeo dynasty, government accepted a serious of detailed penal code from Tang dynasty . Legal response to crime stressed preservation of the dynasty rather than making citizen behave according to certain rules. In the period of Early Joseon , the compilation of Grand Code for state administration was initiated, the Kyeongkuk Taejeon ,became comer stone of the dynastic administration and provided the monarchial system with a sort of constitutional law in written form. This national code was in portant means of criminal policy at that time, Late Joseon , the impact of Western culture entering through China gave further impetus to pragmatic studies which called for socio-economic reforms and readjustment. Approach to criminal justice policy emphasized more equitable operation of the criminal justice system ,rehabilitation and crime control. Korea-Japanese Treaty concluded on 22 August ,1910 and proclaim a week later ,Japan gave the coup de grace to the Korea Empire and changed the office of the Resident - General into the Government - General . Thus korean criminal policy were lost during a dark ages ,which lasted for 36 years after fall of Joseon Dynasty (the colnial period,19101945). After 1945 Korea's liberation from Japanese colonial rule, the occupation of devided Korea by the United States and Soviet Union frustrated the efforts of Koreans to establish an independent government, and the transplantation of two conflicting political ideologies to south and the north of the 38th parallel further intensified the national split. U.S. military government office occupied the south of the 38 the parallel and placed emphasis on democracy of criminal policy. ln 1948, the U.S. military government handed over to the ROK government its administrative authority.

In Korea, Private security companies has steadily grown and amounts to 2,051 places as of November 30, 2002. So this study mainly focused on addressing the installation security business managed by authorized companies, which amount to 96%(1,963 companies) of total 2,051 domestic security companies. This study presents a plan of construction for cooperating crime prevention system between public police and private security to provide positive safety, and crime prevention activity for clients. A method of this study, this paper used statistics analysis and literature study. This study, an introduction is at the chapter I , a role of public police and private security at the Chapter II, the realities of private security industry of korea at the Chapter III, the police service relating with private security and operating realities at the ChapterIV, the problems and a plan of construction for co-operating crime prevention system at the ChapterV, and conclusion at the ChapterVI. In conclusion, It is needed a public information strategy, partnership between the police and guard, establishment of special office for private security, and the improvement of the quality in security corporation.

Fourth, In union to university, private security service company, public institution, police and system that possible leaning to protection martial arts certificate course important. In addition, destroy the commercial character of present martial arts and cultivate the pure martial arts mind, should develop to martial arts in order to improve the humanism and temperament of right body guard.

International sports events are no longer simple sports events. They are kinds of political and diplomatic events which are focused on international interests and they have to be held successfully to achieve their goal. Recently their economic effects have become one of the most important purposes. Almost all countries are doing there best to host international sports events for the purpose of advertising their own countries. But if there are terrorists who are to attack international sports events, the purpose of international sports events to improve friendship between nations and the peace of all mankinds will be seriously damaged. Also host country will be seriously damaged politically, diplomatically and economically. This article examines rapidly increasing international terrorism after 9.11 and analyzes the recent world terrorism situations and furthermore proposes legal and systemic countermeasures of our country to concentrate nation's abilities to prevent these kinds of sports terrorism.

Since Electronic Security System is introduced in Korea in 1981 by foreign technology, Security market has been increasing considerably during short period, and It performs it's security roles well in place of security guards. As electronic and communication technology is highly developed, Electronic Security System and security market structure is changing naturally. Especially high-tech mobile communication technology will change the method of Electronic Security business. Also the pattens of residence and life style, such as the trend toward nuclear family and single life could effect security market. In recent year, new business models that apply the mobile phone and internet is appeared. Although Electronic Security System is changed by the changes of technology, It is very difficult to change the basic elements, such as sensing, alarm signal transfering, and response. The rate of increase of Electronic Security market is expected to matain it's increase pace for the time being. But the development of new system for new protectes such as childeren, old person, vehicle rather than immovable facility is necessary to prepare for the continuous competition.

Korean social structure is changing by leaps and bounds caused by industrialization, urbanization and information. Because of this, the sense of value, and moral consciousness of Korean people have been edteriorating and all kinds of social evils have been increasing also. However, the police who ought to be in charge of public well-being, security, social order are not playing their role on account of bad working conditions, and lack of budget. For this reason, individuals are desirous of preserving their security and lives at their cost. Private security has emerged at this background.

This is a case study on the violent collective activities of spectators in professional soccer games. The purpose of this study is to examine the reasons and the processes of the activities. In order to achieve the purpose well, I analyzed two cases of violent collective activities in spectators of professional soccer games that were held on June 24 and July 28 in 2001. The data for this study was collected from 14 kinds of daily newspapers from June 10 to August 20 in 2001 to maintain the objective validity of the outline, the reasons, and the processes of the violent collective activities of spectators in two cases. The data was collected from Korea Integrated News Database System(KINDS) of Korea Press Foundation, and Chollian, on-line service of DACOM, for its efficiency, accuracy and promptness. On the basis of the above-mentioned method as well as the consequences of data analysis, I've reached to a conclusion as follows. The reasons of the violent collective activities of spectators in professional soccer games were the mass effect, the activities of players, umpires and the results of games, etc. The violent collective activities of spectators in professional soccer games need pre-requirements and have relationships with special affairs that are developed in a regular sequence. In other words, a collective activity gives an effect on another one directly or indirectly. Therefore, this study shows that we can reduce or prevent the damages by the violent collective activities of spectators in sport games when we analyze the processes of collective activities and make a previous counter-measure for that.

The Serial murder is a serious social phenomenon that gives a shock to community and society, because of it's habituate and scheme. We could identify a happening of serial killing crime at Western society, especially in U. S, but hardly to find many cases in Korea except some of cases. We can easily prospect the happening of serial killing crime at Korea in the future, at least it exists that home and social disorganization cause by divorcing and hasty economic development. There will be a reserve criminal who have distorted personality effected by undesirable surrounding, therefore he may become a serial murder. This study examines criminal psychological analysis of On Bo Hwan's serial murder case in 1994 at Korea, according to criminal records and press report and his statement and confession. This paper also show his domestic background and growing atmosphere and human relation between his parents.

The Police main roles are order maintenance, law enforcement, community service etc. Recently it is increasing service function to community that in the cource of diverse roles. This study analyze recognition and attitudes of citizens on the Policing, participation factors, relationship among many factors between independent variables and dependent variables. The research method examine theoretical literatures and survey questionnaire for empirical analysis. The spss(win) 10.0 program is using analyze the data.

The purpose of this research is to find relationships between safeguards' personality traits and stress coping behaviors. The findings then could provide data to adapt safeguards to their duties. For that, personality traits such as sociability, stability and stress coping behaviors and the effects were investigated. In addition, cognitive aspects which were known to influence stress coping behaviors were appraised. The findings of this research are as follows, First, regarding personality traits and stress coping behaviors, the unstable and unsocial group used the emotion-focused coping style more than the stable and social group. The two groups didn't show any significant differences in the problem-focused coping style. The A-type group used both the problem-focused style and the emotion-focused style more than the B-type group. The common characteristic of the unstable, the unsociable and the A-type groups was the heavy use of avoidance behaviors of the emotion-focused coping style. Second, In the correlation between the personal traits and the stress coping effects regarding adaptability, the stability influenced stress coping effects. Third, regarding the personality traits, the coping styles and the coping effects, A-type group showed high correlation with the sociability but not with the stability. The problem-focused coping style showed high correlation with the emotion-focused style. Fourth, the cognitive appraisal on the stress causes influenced the stress coping styles but not the stress coping effects. Fifth, the cognitive appraisal on the same stress causes didn't show any significant differences among the personality traits.

The purpose of this study is to explore the underlying causes of the development of private security in the United States. These include the increasing crime rates and fear of crime, the poor performance of public policing, the decentralization of political authority, the increase of mass private property, economic growth and increase of personal income, commodification of security, insurance companies' demand for tighter security and fear of litigation, and historical events such as World War I & II. Based on the findings of this study, it is suggested that no single factor would account for the growth of private security in the United States. In other words, the rapid growth of private security in the United States should be attributed to the interrelated influences of the factors given above. Finally, it might be the contribution of this study that the future development of private security in Korea would be guided by understanding the case of the United States because of the similarities of the developmental process in private security industry of two countries.

The first, Improvement of education training condition Education training is influenced by facilities, environment around. according to questionnaire, it is very poor, we should set up a training institute as soon as possible. The second, Improvement of education training contents In working as special guard, they do not feel the need of curriculums like bayonet fencing, criminal law, and so on. accordingly we should adjust the contents of educaton training. The third, Improvement of education training course People were satisfied with the contents of lectures and educator more than half to some degree, but there was a question of time, communication, contents. we should try to remedy things like this. The fourth, Adjustment of education training time The 60% people of all were not satisfied with the time of education training about new duty. we need to intensify and oversee a duty training and the restructure of training time. The fifth, Fairness of valuation reward and punishment in education training The 80% people of all had the bad feeling against reward and punishment, so we tried to let fairness of valuation, reward and punishment completed by educational institution. The sixth, Establishment of the institution for special guard special guard have to be raised by special institution, but lacking of educational program, educational facility, educational Environment, university took the place of government as institution in raising special guard, education still leave much to be desired. so to develop the industry of a civil security, government or a guard association will set up the school of training, education, system about civil security as a whole. The seventh, Improvement of education training form People have to be taught for 80 hours in education training. according to questionnaire, over 75%people wanted to lodge at education accommodation, so in doing education training, we need to improve a system and form. The eighth, Operation of education training suitable for a characteristic in jobs In the education of 80 hours, common courses will need to be carried out together, depending on class, the object of national facility, inspection and practice will need to be done. maybe this can be the improvement of growing up education training. In the result of the study, we need to build up the satisfaction of education training through a lot of opinion like program, system, circumstances. Keep in mind that the paper was a few of problems because of the limit of the survey of 132 peoples, accordingly we try to collect a survey related with this around country. especially this will need to be asked for harmony between the law and the background of system. in the future, to develop the special guard service, increase the demand of this service, have to raised the expert and the special guard service has to enlarge.

As a countermeasure under accidental occurrence situation, First, as application form of martial arts, A security guard foster ability that can protect a target person of guard and own body under accidental occurrence situation through incessant martial arts practice. To achieve this purpose, incessant training mental power and physical strength reinforcement should be kept on to prevent, therefore make a safety control function for such as weapon, small arms, explosive, vehicles terror etc. happened under accidental occurrence situation. Second, according to the contents of training based on the classification category of martial arts for security guard under accidental situation, a security guard must keep safety distance necessarily lest a target person of gurad should be attacked by attacker, therefore, intercept an attack opportunity if a safety distance between a target person of guard and attacker is not kept. Third, It is to practice confrontation techniques based on the type of attack. A security guard must develp situation disposal ability that can cope properly with the attack using empty hands, murderous weapon, small arms, explosive by case or individual or mass of threat that impose danger and injury in a target person's body of guard.
