This paper is to introduce the foreign civil military enterprise system and to suggest a plan to improve the employment rate of the discharged soldiers who served for a long term and the welfare of soldiers highly. At first, Military Professional Resources Inc., Dyncorp Inc. and Cubic Inc. of the United States, Sandline International Inc. of England and ATCO Frontec Inc. and Ednoonton Inc. of Canada are introduced in this paper. And also, this paper is to analyze employment conditions and difficulties of the discharged soldiers and suggest to establish a institute of tentatively named 'Korean Civil Military Enterprise' in terms of the Government and the Department of Defense. This civil military enterprise is to plan and manage military projects, to research and develop drill manuals and military doctrines and policies and to evaluate and manage the military training. As a pattern of civil military enterprises, three types of Military Support, Military Consulting and Military Provider are presented. Moreover, in order to advance the civil military enterprise, diverse training programs(for public civil investigators, guard advisors, special security guards and security staffs) to utilize all sorts of special military fields are developed.

This is a study on hostage crisis and effective resolution of the crisis. First, we surveyed the theoretical guidance for our study: definition, patterns, of hostage crisis; psychology of hostage-takers. And we explores a great variety of hostage crisis cases to develop principles and methods for negotiation and subjugation. We suggest, throughout this study, some action program to be developed, as follow: First, we need to broaden and deepen the understanding on the issue of hostage-crisis by expanding educational opportunity on the issue, while raising hostage negotiators. Second, information sharing system among hostage management related offices, and complete training for SWAT team are required. Third, when a hostage-crisis is raised, police enforcement must corporate with mass-media in a way of close manner. Fourth, in a critical hostage crisis, the commander should appear on site for effective command. Lastly, the top-priority for the commander who is in charge of the crisis should be put on the security of hostage and hostage-taker, as well.

The terrorism threat against aviation industry is increasing after 9/11 incidents. As the way of preventing the future threat, this study is to review current status and make practical suggestions on Incheon International Airport security screening. The Library research method is utilized for this study. Chapter 1 is an introduction part and describes the general instruction. Chapter 2 describes the importance of aviation security and cases of aviation terrorism. Screening history is described in chapter 3 detailing operations and equipment. Status of IIAC(Incheon International Airport Corporation) security screening and prevention measures are described in chapter 4 and chapter 5 describes the final conclusion. In conclusion, if the introduction of state-of-the-art security equipment and modification of inadequate regulations come in first, whatever the threat exists, aviation terrorism can be prevented with the positive prevention efforts.

It can be said that 'the September 11th Terrorist Attacks' in 2001 were not only the indiscriminate attacks on innocent people but also the whole - political, economical and military - attacks on human life. Also, 'the September 11th Terrorist Attacks' can be regarded as the significant events in the history of world, which were on the peak of the super-terrorism or new-terrorism that had emerged from the 1980s. However, if one would have analysed the developments of terrorism from the 1970s, they could have been foreknown without difficulty. The finding from this study can be summarized as the followings, First, in spite that the USA responsive system against terrorism had been assessed as perfect before 'the September 11th Terrorist Attacks', the fragilities were found in the aspects of the response on the new-terrorism or super-terrorism. The previous responsive system before 'the September 11th Terrorist Attacks' had the following defects as the followings: (1) it was impossible to establish the integrated strategy, because the organizations related to the response against terrorism had not integrated; (2) there were some weakness to collect and diffuse the informations related to terrorism; (3) the security system for the domestic airline service in USA and the responsive system of air defense against terrors on aircraft were very fragile. For these reasons, USA government established the 'Department of Homeland Security' of which the President is the head so that the many organizations related to terrorism were integrated into a single management system. And, it legislated a new act to protect security from terrors, which legalized of the wiretapping in spite of the risk of encroachment upon personal rights, increased the jail terms upon terrorists, froze the bank related to terrorist organization, and could censor e-mails. Second, it seem that Korean responsive system against terrors more fragile than that of USA. One of the reasons is that people have some perception that Korea is a safe zone from terrors, because there were little attacks from international terrorists in Korea. This can be found from the fact that the legal arrangement against terrorism is only the President's instruction No. 47. Under this responsive system against terrorism dependent on only the President's instruction, it is expected that there would be a poor response against terrors due to the lack of unified and integrated responsive agency as like the case of USA before 'the September 11th Terrorist Attacks'. And, where there is no legal countermeasure, it is impossible to expect the binding force on the outside of administrative agencies and the performances to prevent and hinder the terrorist actions can not but be limited. That is to say, the current responsive system can not counteract effectively against the new-terrorism and super-terrorism. Third, although there were some changes in Korean government's policies against terrorism. there still are problems. One of the most important problems is that the new responsive system against terrorism in Korea, different from that of USA, is not a permanent agency but a meeting body that is organized by a commission. This commission is controled by the Prime Minister and the substantial tasks are under the National Intelligence Service. Under this configuration, there can be the lack of strong leadership and control. Additionally, because there is no statute to response against terrorism, it is impossible to prevent and counteract effectively against terrorism. The above summarized suggests that, because the contemporary super-terrorism or new-terrorism makes numerous casualties of unspecified persons and enormous nationwide damages, the thorough prevention against terrorism is the most important challenge, and that the full range of legal and institutional arrangements for the ex post counteraction should be established. In order to do so, it is necessary for the government to make legal and institutional arrangements such as the permanent agency for protection from terrorism in which the related departments cooperates with together and the development of efficient anti-terror programs, and to show its willingness and ability that it can counteract upon any type of domestic and foreign terrorism so that obtain the active supports and confidence from citizens.

Therefore capitalistic social system has offered both a positive factor 'growing' and 'richness' and that of a negative 'structural poverty' and 'lack of security' and they have been remaining the assignment of capitalism 'poverty' and 'security' by settlement in the society for a extremely phenomenon of both sides. The objective of this research is to build its study theory and establish its causal relation by illuminating for the social environment of capitalism for a private guard or a development background of the civil security contributing for citizen security, as well as gets the clue of the development possibility of the civil guard and escort field and the development of capitalism. In Korea because their recognition of the study approach and the social safety for social security control function is still staying first step and our daily life is annoying from various threat of the society, many studies and the realistic necessity of experience related with social security is being studied. In addition, The development possibility of the civil guard and defense at the civil field which will be keep the social security has a wide position but its study approach and realistic comprehension is still in insufficient condition. Consequently, this research is started to grasp the security of civil fiend and to grope a development possibility through the research of capitalism.

The mission of the police as described by law is to guard the life, body and property of all citizens. Such duties should be accurately performed based on legal and democratic procedures because the works of the police are directively influencing the overall lives of the citizens by restricting their freedom. We are frequently watching the traffic police on the street or road. Traffic policing aims to reduce crime and the opportunities for criminal activity in relation to the use of roads, that is to improve road user behavior in order to reduce accidents. The characteristics of traffic accident change is not similar in each traffic condition. The purpose of this study is to analysis a type characteristics of traffic accident change, such as number of deaths and wounded persons by the time, the vehicle, the type the road, the age group. Based on the characteristics of traffic accident change, traffic accident countermeasures are proposed, in which some variable of traffic policies such as traffic facilities, traffic regulation, and traffic safety education.

According to current record of private security in Korea, more than 107,963 private security guards are employed by 2,051 security guard association. However, it is obvious that there is lack of any kinds of professional license. To ensure the profession of Private Security industry and at the same time to improve the quality of private guard duty, it is necessary to introduce professional license system which is specialized and developed. The kinds of license anticipated are security guards services, armored car services, alarm services, proprietary security services, special guards services, terror, security consultants services, and private investigators. To settle those license system, there should be not only exertion of academic society but also administrative support of government and research of legal office th arrange legal and official structure.

This paper is concerned with the influence in the job satisfaction by the organization, the job specialty and the self-devotion in the special duty of private security. Today's society is required more intensive security in the diversity, the complexity and the uncertainty, but the public security service could not supply enough for what the society requires. In this circumstance more specialized and special trained security services are demanded from private security industry. With the concerns, this study is based on actual survey. The study is telling us that there is much relationship in job satisfaction between each element. Which means that 1) there is some different from personality, 2) there is much influence in self-devotion by job specialty, 3) there some effectiveness in job satisfaction by job specialty, 4) there is some influence in job satisfaction by self-devotion, and 5) job satisfaction is affected by job specialty and self-devotion.

‘Defined legally as a violation of law' (Sutherland, E. H. Principles of Criminology, Lippincott, Chicago, 1939) Crime within the group is essentially and primarily antisocial in that the criminal who is welfare of his group acts instead against it and breaks the principles of social solidarity not merely by not doing what these principles prescribe, but by doing something exactly opposites. Any program set up to attack crime and delinquent behavior at their sources. A program of his nature needs the constant and comprehensive collaboration of psychiatrists, social works, educations, lawmakers, and public officials, since crime is a social problem and it should be treated as such. Some crime preventives which should be mentioned are as follows, (1) The insurance that every child will be decently born and that his home life be socially and economically adequate; without socially mature parents the chid is handicapped at the start; thus parental education, integrated with the public school system, should be developed now. (2) A more meaningful educational program which would emphasize ideals of citizenship, moral integrity, and respect for the law and the police. (3) A periodic check made for potential delinquents throughout the public schools and treatment provided if possible; and if not, proper segregation in institutions. (4) Careful attention paid to press, movies, and radio so that crime may no longer appear to be glamorous. This can be done by women's clubs, civic bodies, and other educational groups exerting pressure on the movie syndicates and broadcasting companies to free their productions of the tawdry and lurid characteristics of crime and criminals. Aggression associated with the phallic stage of development, The child ordinarily comprehends sexual intercourse as an aggressive and sadistic act on the part of the male, and specifically on the part of the penis.
