The Interplay between Energy Poverty and Climate Change : A Systematic Review

Climate change is expected to worsen the critical problem of energy poverty, while at the same time energy poverty compels households and nations to rely on highly polluting energy sources which contribute to increased greenhouse gas emissions. Existing literature has yet to examine the interplay between climate change and energy poverty, This paper addresses the gap by conducting a Systematic Literature Review (SLR) of studies published in the Web of Science and Scopus databases, adhering to the PRISMA 2020 guidelines. The review identifies key themes and develops two models. The first links energy poverty and climate change, while also looking at the mechanisms of transmission. The second derives two narratives for the potential effects of energy poverty alleviation on climate change. The study emphasizes the need for an integrated bidirectional conceptualization of the relationship between climate change and energy poverty. The results also point to heterogeneity in the effects of climate change on energy poverty, necessitating policies tailored to the specific context. It is recommended that policymakers should take a long-term view and could reduce energy poverty by prioritizing a renewable energy-based approach.
Research on Strengthening Response Capabilities for Information System Failures

This study examines the need for policy standardization and institutionalization of information system failure management. Based on international standards and domestic laws, we analyzed domestic and international cases. The case studies identified four key challenges: first, prompt and transparent disclosure of the cause, impact, and recovery plan in the event of a failure; second, ensuring the resilience of data centers and platforms; third, strengthening legal accountability; and fourth, improving alignment with international standards. While the domestic system has a basic legal framework, it lacks the necessary integration with the continuity and risk management systems required by international standards. Furthermore, we found limitations in guidelines across institutions and the formalization of preventive inspections. Therefore, this study proposes policy improvements, including: ① standardizing notification standards; ② mandating resilience; ③ establishing a public-private joint training and evaluation system; and ④ ensuring alignment between international standards and domestic systems.

In this study, a quantitative change detection analysis of surface sliding phenomena was conducted in a landslide-prone area near the Piam Tunnel in Dogye-eup, Samcheok-si, Gangwon Province. Multi-temporal UAV imagery was integrated with satellite data from 2015, 2017, and 2022. ArcGIS-based raster differencing showed that approximately 95% of changes fell within ±2 standard deviations, indicating overall stability across most of the area, whereas the remaining 5% of extreme values exhibited strong spatial correspondence with actual landslide hazard zones. The time-series comparison revealed that the 2022–2015 period recorded the highest standard deviation (57.44), reflecting the most pronounced geomorphic changes, while the 2017–2015 period showed comparatively lower variability (48.02). These findings highlight that structural countermeasures alone are insufficient for slope hazard mitigation. Continuous drone-based monitoring combined with multi-temporal change detection provides a robust and practical framework for quantitative landslide risk assessment and proactive hazard management.
An Exploratory Study on Community-based Participatory Capacity and Health Inequality

This study aims to explore ways to alleviate health inequality by analyzing the effect of community-based participatory capacity on individual health level through the mediate effect of health behaviors. Existing studies have shown limitation in that it only focused on socio-economic status or it explain the impact of social capital on health without intermediate stage. Thus, this study measured the level of health as physical, mental, and perceptive health based on the 2017-2023 data of the ‘Community Health Survey’, and analyzed whether the sense of belonging and participation in the local community improved health through positive and negative health behaviors. As a result, the capacity of the local community, excluding reciprocity, changes individual health behavior in a positive direction and improves the level of individual health. This shows that local governments needs to consider alternative ways to activate the network of relationships between the community and residents for changing the health behavior of local residents positively.

Stalking is a serious crime that threatens victims’ safety and can escalate into more severe offenses. This study assesses the effectiveness of South Korea’s Stalking Punishment Act, identifying key limitations such as inadequate provisional measures, low usage of electronic monitoring, and inconsistent penalties for protective order violations. To strengthen victim protection and enable early intervention, recommendations include simplifying emergency procedures, granting police authority to request protective measures, redefining stalking as an objective offense, and expanding protection to cohabitants and family. Technical enhancements and broader application of electronic monitoring, along with stronger penalties and standardized sentencing, are emphasized. The study also advocates a comprehensive victim support system—including shelters, psychological and medical aid, legal assistance, and prevention of secondary victimization—plus mandatory training for law enforcement and judicial personnel. These measures aim to reduce recidivism, safeguard victims, and reinforce state responsibility for public safety.
Structural Failures in Industrial Risk Perception among Foreign Migrant Workers in South Korea

This study examines industrial risk perception among foreign migrant workers in South Korea, with particular attention to the structural factors that increase their vulnerability to occupational accidents. Drawing on three recent industrial accident cases.the 2024 Aricell battery factory fire in Hwaseong, the 2023 scaffolding collapse in Namyangju, and the 2023 formalin exposure and subsequent leukemia diagnosis at a fish farm in South Jeolla Province.the study analyzes the factors contributing to migrant workers’ exposure to occupational hazards. The findings indicate that foreign migrant workers often have insufficient awareness of workplace risks and face structural disadvantages arising from their vulnerable employment and migration status. Language barriers, limited access to safety information, and inadequate institutional protection further constrain their ability to recognize and respond effectively to occupational hazards. Based on these findings, the study recommends establishing multilingual one-stop support centers, requiring the designation of safety officers at high-risk workplaces, and strengthening the legal and institutional framework for protecting migrant workers. These measures are expected to contribute to reducing structural vulnerabilities and improving occupational safety for foreign migrant workers in South Korea.

The purpose of this study is to examine support policies and mental health service support cases for socially isolated and reclusive youth in Japan and the United States, with the aim of proposing policy directions for mental health support for socially isolated youth that can be applied domestically. To achieve this, the study conducted theoretical discussions on mental health service support cases for socially isolated and reclusive youth in Japan and the United States, utilized the Maximum Similarity System Development (MSSD) technique for comparative analysis, and presented implications for the development of domestic mental health policies and support service models for socially isolated and reclusive youth. The results suggest that, like Japan, there is a need for the central government, provincial and local governments, and regional support centers to work together to provide mental health counseling and program support. Additionally, like the United States, there is a need for extensive interdisciplinary cooperation between public institutions and private organizations. Furthermore, it is proposed that the positive term "opportunity youth" be used to emphasize the importance of opportunities for young people.

This study explored Korean firefighters' perceptions of disaster scene treatment using latent profile analysis to identify distinct typologies and inform targeted policy interventions. We measured five dimensions of treatment perception—compensation satisfaction, welfare satisfaction, safety equipment satisfaction, education and training satisfaction, and working environment satisfaction—among 314 firefighters in G –city of Korea. As a result of using R's tidyLPA package, our analysis revealed eight distinct profiles with excellent classification accuracy (Entropy = 0.958): Extremely Dissatisfied (12.4%), Compensation-Focused Dissatisfied (14.3%), Welfare and Education Dissatisfied (12.1%), Safety Equipment-Focused Dissatisfied (15.0%), Work Environment-Focused Dissatisfied (13.4%), Partially Satisfied (13.1%), Highly Satisfied (11.5%), and Extremely Satisfied (8.3%). Three key findings emerged. First, dissatisfied groups comprised 67.2% of participants, highlighting urgent need for treatment improvements. Second, the Safety Equipment-Focused Dissatisfied group represented the largest proportion (15.0%), identifying safety equipment enhancement as the top priority. Third, each profile demonstrated unique improvement needs, underscoring the necessity for customized rather than uniform policies.
A Bibliometric Analysis for Establishing a Knowledge Platform on Disaster Victim Relief

This study aims to identify the key academic characteristics and research trends of Korean and international studies on disaster victim relief through a bibliometric analysis and to propose directions and implications for future academic development. Based on the co-occurrence network analysis and visualization of the collected literature, this study identified that Korean studies has primarily focused on macro-level approaches emphasizing policy and institutional frameworks, whereas international studies has predominantly addressed micro-level perspectives concerning individuals, such as healthcare and psychological recovery. In addition, Korean studies shifted from focusing on systems and institutions to individual victims and resilience, and international studies recently emphasized data-driven and technology-converged topics. Based on the analysis results, this study suggests that it is necessary to promote interdisciplinary and convergent research, revitalize studies for establishing data-driven decision-making and scientific relief systems, and further deepen research on relief frameworks grounded in community resilience.
