The purpose of this paper is to classify the overall situation of internet public opinion during the COVID-19 epidemic, review the measures and existing problems of the government in responding to internet public opinion and provide some measures and suggestions for the government to improve its work in China. Internet public opinion is a concentrated reflection of people’s emotions in the fight against the epidemic, and plays a vital role in defeating it. After a major public health crisis occurs, governments at all levels must not only handle the incident itself, but also recognize the importance of responding to internet public opinion, promptly guide and regulate internet public opinion. During the COVID-19 epidemic, the government's response to internet public opinion was generally effective. However, at the same time, there are also problems in varying degrees. After analyzing the problems, this paper provided suggestions as follows. improving the information release mechanism of internet public opinion; improving public opinion monitoring and early warning mechanisms; innovating emergency response methods for internet public opinion; innovating implement differentiated, all-round internet public opinion guidance.

During the Fourth Revolution, the unmanned aerial vehicle sector is used not only for commercial transportation but also for reconnaissance and attack on battlefield areas in the military, and the development of unmanned aerial vehicles is emerging as a new type of threat. Through a comparative analysis of current and new response weapons, the effectiveness and cost of the response weapon system, management factors, and combatant minimization were analyzed. The development of a new concept response weapon system requires the establishment of a more efficient air defense system, and the development and necessity of laser weapons, a new concept response weapon suitable for the fourth revolution, were studied. By converting current military aircraft into oriented energy laser weapons among non-lethal weapons such as high-power microwave, high-power electromagnetic waves, and high-energy weapon systems, the development of various types of laser weapon systems will be able to develop for each army, navy, and air force.

As part of measures to prevent the occurrence and spread of infections in the health and medical system related to COVID-19, which is a global pandemic, we propose a plan to utilize it through the results of the efficacy test of anti-microbial copper film for window attachment. The Korea Institute for Construction and Living Environment (KCL) has certified 99.9% of the efficacy of anti-microbial copper films, and the results of the “Activity Removal Performance Evaluation of COVID-19 in Antimicrobial Films” certification test have proven to deactivate the coronavirus with satisfactory results. At room temperature, more than 100,000 Corona 19 viruses, 10,000 and 1,000 were exposed to the surface of anti-bacterial films for 24 hours, respectively, and 97.2%, 96.7%, and 90.6%, respectively, confirmed that they lost their infectious power. In the future, the use of anti-microbial copper films through additional government-led clinical trials is necessary to industrialize health.

This study is to develop and disseminate appropriate technologies for decision support system for urban flood prevention to support those who lack basic knowledge of urban flood prevention (Vietnam officials, city planning officials, residents, etc. In this study, in consultation with local governments, Lao Cai and Hue were selected as case-targeted. After the end of the project, the management system is expected to be established to create a disaster-free city in Vietnam. In practical terms, the developed urban flood prevention support system can be used for the analysis of disaster vulnerability of Vietnamese local governments. Furthermore, the central government can establish a wide-area and long-term strategy based on the data accumulated through the continuous utilization of Vietnamese local governments for their urban planning. Through the analysis of urban flood vulnerability and the development of a support system for urban flood prevention, technical support will be expanded to other developing countries.

The South Korean government has endeavored for public safety against chemical accidents in the chemical industry. This study addresses the systematic changes in chemical safety management and a new notification system for right-to-know for the public after the hydrogen fluoride leakage accident in Gu-mi City, where 5 workers were killed and 18 were injured. Especially, the company, handling a certain amount or more of accident preparedness substances that are prone to fire and explosion, very responsive, or have high acute toxicity, shall submit a risk management plan report to the government to prevent chemical accidents. In this paper, it analyzed the huge changes in the hazardous substances safety management system and the chemical accident management laws of a national level, and the ordinance of local governments. 2,841 resident notices have been registered online system. but it was too passive system. so, this study proposed more effective methods for the this system; ① the role of business owners ② the role of government ③ Evaluation and reflux of system.
