A Study on Improvement of Disaster Management Resources Support System

Large-scale complex disasters and new types of disasters are occurring due to climate changes and changes in the social environment. As the type of disaster changes to a complex and large-scale trend, disaster management resources are being mobilized to minimize damage to life and property caused by large-scale complex disasters. However, because there are various types of disaster management resources and a huge number of demand stockpiles are required, it is difficult task to possess and utilize resources for each type of disaster. In addition, since the response system to the occurrence of a large-scale complex disaster is insufficient, analysis is needed to improve the problems of the disaster management resource management system. In this study, a survey was conducted focusing on the disaster management resource support and system. The survey showed that the difference in perception of distributed management in the disaster management resource-related laws showed statistically significant differences according to age. Based on the results of the survey, problems and improvement plans for disaster management resources support system were derived.

Modern society is a risk society characterized by 'uncertainty'. The leaders in a risk society play an important role in maintaining order and safety. The leader's message in a risk situation has a positive effect on actions and motivation to protect citizens and contributes to the minimization of damage. In this study, under recognition of the importance of the leader's role in disaster safety, leaders' messages were investigated. For the purpose, a language-network analysis was performed on the speeches related to disaster and safety of recent Korean four presidents from the 16th to the 19th. The results are as follows: First, Korea's crisis management revealed in the President's speech reflects the situation at that time. Second, the speech contains the Presidents' political philosophy and values. Third, many of the words found in the speeches of the four Presidents show the governments' struggles to induce a higher level of safety behaviors and attitudes of citizens while giving highest priority to the safety of citizens.

Recently, in the paradigm of disaster management, resilience is being discussed as the ability to minimize negative impacts from disasters and return to the original state after disasters. Accordingly, the core goal of the disaster management policy is also changing to minimize damage from disasters and to build a society with maximum recovery capacity based on the concept of resilience. In addition, there are various discussions about how to quantify resilience. The purpose of this study is to examine the characteristics of disasters in Korea and measure the disaster resilience cost index using the disaster resilience cost and exposure factors. Quantification of resilience is possible with the concept of resilience cost, which can be expressed as the sum of system impact and total recovery effort. In this study, the resilience cost index is measured for each province, and based on the measured resilience cost and resilience characteristics, a disaster response system suitable for the characteristics of the region is prepared.

The purpose of this study is to analyze the Act on Safety Insurance for Farmers and Fishers and Prevention of Work Accidents related to the agricultural production crisis and suggest some ways to improve safety insurance for farmers based on the act. The Safety insurance for farmers and its related law have various problems. First, due to the nature of policy insurance entrusted to the private sector, reverse selection and moral hazard problems occurred due to information asymmetry, and the difference in the real burden ratio of policy-holders depending on the subscription area caused regional equity problems. Second, the law stipulates causeism, but it is operated as enumerationism through the enforcement ordinance of the law and insurance terms and conditions. Third, there is no independent council on safety insurance for farmers, and there was also a lack of organization and interest in safety insurance for farmers within the Nonghyup. This study suggests three improvement ways. First, strengthening safety insurance for farmers as social security-type policy insurance. Second, promoting the integration of the Act on Safety Insurance for Farmers and Fishers and Prevention of Work Accidents and Agricultural and Fishery Insurance Act while separating agricultural and fishery parts. Third, establishing a comprehensive safety institution in the agricultural sector.
The Emergence of a "Risk Society" and the Paradigm of "Altruism"

This paper aims to look into the historical process where the theory of risk society was born, examine how altruism disappeared in the course of development of risk society, and reconsider the importance of disaster society and altruism. To this end, this paper will first focus on Ulrich Beck, Klein Naomi, and Rebecca Solnit, who are representative advocates of the risk social theory. The three people shared a common view on reconsidering the concept of "society" created in the course of historical development and explaining how risks were conceived in the process, and emphasized reflection and introspection as an alternative to overcoming the risk society. However, these were already suggested by Pitirim Sorokin between the 1940s and the 1950s, who advocated altruism. Sorokin interpreted the emergence of a risk society by connecting the changes in production structure and the theory of social mobility and explained it as the structure of sociocultural system. It clarified that the risk society was created in a historical background and altruism was concealed, and that it was emphasized in relation with the cultural sentiment.
