Construction of China's Earthquake Emergency Response Capability Evaluation Index System

Based on a review of the relevant literature and by tracking research on earthquake emergency response events in China and internationally, this paper constructs an index system for the evaluation of China’s earthquake emergency response capability. From the government, community, rescue force and public response perspectives, the system includes four first-level evaluation indicators, 14 second-level evaluation indicators, and 48 third-level evaluation indicators. Based on two questionnaires, the analytic hierarchy process (AHP) is used to calculate the weight of each indicator. This paper proposes a set of scientifically rigorous and objective indicators for evaluating China's earthquake emergency response capability. This is of great practical significance for improving the ability of earthquake emergency response, reducing casualties and property losses, forcing the construction of earthquake emergency preparedness, improving the ability of earthquake prevention and disaster reduction, and improving the construction of emergency management system.
Social Support Determines Consumer Performance of Environment-friendly Behaviors

Environmental degradation is a global problem. In South Korea, despite an increase in environment-friendly attitudes, such behaviors and actions have been declining. This study examines the impact of social support on environment-friendly behaviors and explores potential measures to improve social support. An online questionnaire was conducted with 1,000 participants. The group with high social support showed a higher level of performance in terms of environment-friendly behaviors compared with the group with low social support. In the group with lower social support, higher emotional support and material support were associated with an increase in environment-friendly behaviors. In the group with high social support, all social support variables were significantly high, especially the effect of material support. Based on these results, we conclude that inducing emotional encouragement and support could enhance environment-friendly behaviors among the group with low social support. The group with high social support must be strengthened by providing material support to enhance environment-friendly behaviors.

This study first compares the related policies of OECD, EU, USA, and South Korea. Second, policy implications for South Korea will be derived from the comparison results. Through these discussions, the author examined the problems and policy directions in opening and utilizing the government data. And in an attempt to examine the problems of open government data based on the current status of South Korea, the author examined the related problems of open government data including the increase/decrease by three subcategories; the step by step status of provided data format; the status of government data opening by provider; the status of government data opening by category; the ratio of use cases to the number of cases provided; the relationship between information and content areas in the public sector and data reuse, and the reasons for not using open government data. Through this study, it is necessary to clarify obvious beneficiaries of the open government data initiative that can meet the demand of the citizen. First, the right to use open government data should be guaranteed. Regulations related to the protection of privacy information are necessary. And it is also necessary to open judicial records to the public.

The state leader's political leadership on "how to manage the disaster situation and how to solve the post-disaster recovery process" is linked to national trust in disaster management capabilities, or political trust. Therefore, an understanding of the leader's leadership as his ability to manage disasters in terms of securing political trust is required. In this regard, this study attempts to explain the leader's leadership factors in disaster management that affect the successful assessment of disaster management independently of disaster damage through Sewol ferry disaster case. In particular, the study aims to present organizational management, communication skills, future forecasting skills, learning skills, and empathy as key factors.
