Disaster situation management is critical for reducing vulnerability in disaster and safety management areas, fostering safety awareness and improving response capabilities in the event of a disaster. Accordingly, National Disaster Management Research Institute of Korea has been running a smart disaster monitoring management system (SDMMS) to manage disasters in an integrated manner. However, the system has faced some limitations in disaster information collection in accordance with disaster management phases. Overseas cases have shown some implications regarding the system. Thus it is necessary to find out measures to improve the system. This study has intended to draw improvement measures of the SDMMS through analyzing overseas cases. To meet the purpose, this study has developed a case analysis framework composed of two major categories such as both information gathering and construction system, As a result, this study has found following improvement measures: 1) SDMMS needs to expand its functions to managing disaster and safety information holistically; 2) SDMMS needs to adopt an integrated approach in collecting disaster information; and 3) SDMMS needs to be available at all disaster management phases.

The purpose of this study is to seek the problem and improvement on the national crisis and emergency management system in Korea through the core system. Based on the lesson of the ASF disaster, this study analyzed the five major elements of the core system : value, institution, leadership, devotion, and expertise. This article suggests recommendations for improving the national crisis and emergency management in Korea as follows; (①value) promoting animal welfare certification policies to spread respect for life, following the method of killing with pre-trainingt, (②prevention) establishing a defense system with North Korea through international organizations, (③preparedness) unification of the crisis warning level in the manual and guidelines, and to raise the crisis warning level when ASF occurs in neighboring countries, (④response) promptly holding Animal Disease Control Council involving livestock farmers to seek expert advice and establish regulations on the extent of preventative killings. (⑤recovery) establishing compensation criteria, including the upper and lower limits for killing compensation, and supporting livelihood security funds before re-entry, (⑥leadership) change of national crisis management system to operate Central disaster and safety Countermeasure Headquarters in social disaster management agencies, (⑦devotion) strengthening disaster capacity of citizens and establishing a cooperative system among governments, corporations and civil society, (⑧expertise) modernization and specialization of livestock farms, expansion of inspection agencies and inspection personnel, expansion of vaccine research institutions and research personnel.

Narrative Intervention for Older Adults

Older adults with memory loss often experience anxiety and depression as they feel their identities slip out of their own control. This paper argues that narrtive intervention can help people with dementia revise their stories and reclaim their identities as their personal histories become less accessible to them. This paper proposes an older adults intervention program based on narrative reprocessing. In order to run main program of 12 sessions, we formed a rapport with the participants as a pre-program for more than a month, and the participants understood the program contents. Narrative reprocessing consists of storytelling, mapping, reiew, and self-empowering. As a result of conducting a 12-session program for 13 older women adults with dementia, it was confirmed that individual memories increase and become more specific. Older adults intervnetion programs suggest that 1:1 programs are more effective than group programs.

The purpose of this paper is to suggest the development of emergency preparedness policy to implement intelligent government in the 4th Industrial Revolution. For accomplishing the research goal, I examined the significance of emergency preparedness policy in the 4th Industrial Revolution and the emergency preparedness policy of intelligent government in connection with the use of artificial intelligence(AI), big data analysis, cloud computing, and drone. And the development suggestions of emergency preparedness policy in the intelligent government are presented as follows. First, it is necessary to construct a crisis management decision support system using artificial intelligence, big data analysis, and IoT, etc. Second, we have to establish a system and technology for linking and utilizing private and public data. Third, it is desirable to improve the system to utilize big data in the situation of not deleting personal information or invading privacy. Fourth, big data analysis and artificial intelligence should be used to support military operations in the emergency preparedness plan, maintain government functions, and stabilize people's lives. Fifth, we need to combine AI and big data analysis to integrate civil defense resources and emergency preparedness resources, which have been classified as a national crisis and emergency management resource. Sixth, a comprehensive and trans-disciplinary crisisonomy study should be carried out based on the convergence academic system of the government's emergency preparedness policy. Seventh, it is desirable to activate educational opportunities and personnel exchanges with universities for emergency preparedness in intelligent governments to enhance the professionalism and creativity of public officials in charge. Eighth, it is necessary to utilize the expertise of military retirement officials in emergency preparedness in intelligent governments.

The Study on Current Situation and Intervention of Addiction in Korea

The actual situation of domestic addicts is one in eight. Furthermore, addiction is making the next generation sick. The number of alcohol, drug, gambling and Internet addicts is estimated to be about 8 million from about 6.18 million. However, the accessibility of addiction is very high and the management systems are not linked to each other in overlapping way as well as conflicting one among government organizations. In addiction, the infrastructure of experts and professional institutions are weak. Therefore, researchers examined the current situation of addiction in Korea, focusing on alcohol, drug, gambling and Internet addiction with literatures, government report data, and related websites and so on. Based on the results of the study, researchers suggested ‘policy oriented public health’, ‘policy to reduce harm’, ‘policy oriented accountability’, ‘policy oriented consumer protection’, ‘policy integrated addiction management, ’policy approached by expert teams approach’.
