Control Ability : Core Capability of Chinese Disaster Management Cooperation System

Government capacity implies the quality of being capable, and are very important for executing the political will, especially in the extremely situation, such as in crisis and emergency, and among the capabilities, core capability determines the success or not of the disaster relief and reduction. Core capability mostly depends on the emergency management system is an integrated model or segregated model. The emergency management systems of Korea and US are integrated one and China’s system is segregated one. Based on the analysis of Chinese government disaster reduction system, this study compared the China’s Eastern Star cruise ship wreck accident and Korea’s Sewol sank accident, which both killed hundreds of people, we can see that China’s disaster reduction was much more efficient and effective than Korea did. The main reason is China has a much stronger control ability than Korean government, which make a good cooperation among agencies at the state level, between central government and local government, and among agencies at local level. Through the study, we can see that the Chinese political system gives the government a very strong control ability, that is the core competitiveness of Chinese disaster management cooperation system. That is to say that successful disaster management needs successful cooperation among government agencies, cooperation needs the control ability, the control ability needs the political system to give guarantee.
The Study of International Cooperation on Emergencies

International cooperation on emergencies is significant to the response of these emergencies. Firstly, the connotation and characteristics of international cooperation on emergencies were analyzed. Secondly, the typical types of emergencies in need of international cooperation, the types of countries involved in international cooperation and the typical types of international cooperation modes on emergencies were analyzed in order to explain the mechanism of international cooperation. Finally, some strategies of international cooperation on emergencies were proposed. The result shows that, in order to have a better international cooperation, international cooperation modes on emergencies should be determined according to the types of emergencies, the situations of countries and organizations involved in it.

This study was conducted to find out the direction of death according to religion and the direction of crisis intervention. Human life is inseparable from death, and there is no life beyond death. He is preparing to die, fearing death. With the development of the industrial society, the lives of modern people can be exposed to various crisis situations that threaten various diseases and safety. Therefore, interest in crisis intervention is increasing day by day. For crisis intervention suitable for the subject, first, it is necessary to understand what is perception of individual death and what kind of death is related to religion. Religion is an important source of influence on individual beliefs and understanding how they deal with crisis situations. Based on the results of this study, I hope that I will take a step forward in the understanding of human being and use it in the development of expert education and intervention program in crisis intervention.

In China, academic hegemony has to be tacitly approved. “Study on Unconventional Emergencies Management (SUEM)”, a nationwide Major Research Plan financed by the National Natural Science Foundation of China (NSFC), is studied in this paper. It offers a case of observation and reflection of the academic hegemony in China. This study is based on the data of the funding and the network of the research groups. According to statistics, more than a hundred SUEM projects and huge investment were held by a few research groups in a few cities. It is likely that the conceutration of china's research projects are not associated with the social demand or research capacity, but it is controlled by the decision-making experts. The academic hegemony may be an important link of the Chinese academic corruption chain.

Land use analysis gives the structure and pattern of spatial change. The change in land use gives the various land cover detection, especially we analysis of urban growth pattern and structure of growth. It gives the road-map of urban planning and management. Urban planning is basically resource generation, resource development and resource management exercise. The efficiency of urban settlements largely depends upon how well they are planned, how economically they are developed and how efficiently they are managed. Planning inputs largely govern the efficiency level of human settlements. Urban planning and development refers to a process that harnesses spatial-economic potential of an area for the benefit of the people. Its scope ranges from a cluster & houses to the entire settlement and beyond to a certain region its area expands up to the nation as a whole. In this dissertation work, the present scenario of GIS in land use change , land use pattern, urban growth pattern and its impacts and gives the suggestion for urban planning and management for systematic settlement planning.
