This study proposes alternatives for improving the conflict management system of local public corporations. The research methodology analyzed the awareness survey on the status of public conflicts in local public corporations in Korea. The analysis results are as follows. This research found a high level of interest in public conflicts in connection with local public corporations but a low level of awareness of the negative effects of public disputes. Conflicts involving local public corporations significantly negatively impact local communities and residents, requiring urgent resolution. As a priority strategy for government departments or local governments to resolve public conflicts, persuasion was the highest at 20.8%, followed by negotiations (18.0%), rewards (14.8%), legal and institutional adjustment (14.8%), and participation (14.2%). Local public corporations need to introduce and operate a cooperative conflict management system through consultation with local governments as soon as possible.

The purpose of this study is to develop measures for preventing or minimizing causalities at inland waters, by examining the actual conditions of rescue and aid at Korean inland waters and diagnosing related problems. It, therefore, attempted to analyze the status and system of the activity of rescue and aid at inland waters in Korea at high risk of accidents at inland waters, as it is highly affected by changes in rainfall because of climate change caused by global warming, a localized torrential downpour and its geography characterized by many mountainous districts, and to investigate the cases in Japan of which the system of rescue and aid at inland waters is similar to those in Korea. The problems related to the activity of rescue and aid at inland waters include lack of experts engaging in rescue and aide at inland waters, poor ability and professionalism for site response and dispersed the management system for it. This study is expected to establishing practical education and training plans specific to localities and reviewing the activity of rescue and aid at inland waters.

In this study, the cases of Korea and Japan were compared to identify the problems of private participation in disaster management and improvement measures. Comparisons were made in terms of establishing and activities for Participatory network and activity, Organization and resource support, Knowledge information sharing and utilization, and Capacity building through education and training. According to the analysis, problems in Korea include the absence of private organizations to prepare for non-profit disasters, the lack of technology volunteers, the provision of relief supplies without considering the characteristics of consumers, and the lack of regional disaster response manuals. In Japan, problems such as overlapping aid management and lack of relief supplies for women and children have arisen. Improvement measures included establishing a continuous participation guarantee system, expanding participation in disaster management, establishing a relief goods management system, mandatory regional disaster guidance, and creating a private-led disaster training environment.

Recently, as the frequency of disasters and accidents have increased sharply, safety experience education is more important than ever in order to protect the lives of not only oneself but also others in unexpected situations. Accordingly, there is a growing need for safety education that enables people to quickly respond and cope with sudden accidents and disasters. Currently, there are seven large-scale safety experience centers in Korea, and as of 2003, the construction of the first civil safety experience center in Korea was started in Gwangnaru, Seoul and many progresses have been made in the field of safety experience and safety experience education to date. Therefore, in this research, we tried to investigate and analyze the actual operation status of seven large-scale safety experience centers to derive six problems. Based on problems, this study tried to present six improvement strategies for operating the safety experience center efficiently.
