The purpose of this study is to suggest a community disaster resilience model to become a sustainable society in the era of climate crisis. The climate crisis not only has a direct impact on human life, but also has a wide and severe impact on various environments surrounding humans. In fact, all spheres that make up or surround a community are affected. For example, all areas such as politics, economy, society, culture, nature, science and technology, medical health, military, and safety of a country or region are being forced to change by the climate crisis. If we refuse to change due to the climate crisis or do not accept a new paradigm, the very survival of human society will be threatened. In order to secure community disaster resilience, it is necessary to improve resilience at individual, community, and environmental levels. Efforts should be made to improve good health (psychological & physical health), quality familyship, and financial stability at the individual level. At the community level, economic growth, social capital, and cultural inclusion, and at the environmental level, infrastructure recovery, government function, and nature restoration.

This study was conducted to determine the effects of the health belief and optimistic bias on COVID-19 preventive behaviors. Data were collected from 311 adults using a questionnaire. The collected data were analyzed through descriptive statistics and structural equation modeling, and multigroup analysis was performed to analyze the moderating effect. The results showed that all HBM variables, except for perceived susceptibility, had statistically significant effects on COVID-19 preventive behaviors. Perceived susceptibility, perceived severity, perceived benefits, and cues to action had statistically significant effects on the optimistic bias group, and perceived benefits, perceived barriers, and cues to action affected the group without optimistic bias. A statistically significant moderating effect was found only for perceived severity. The results of this study are expected to contribute to the establishment of crisis response policies by contributing to the establishment effective and elaborate strategies that promote individual preventive behaviors to cope with COVID-19 pandemic.

Since the establishment of the government, large-scale safety accidents have continued to occur and human and material damage has increased. The responsibility is not only the responsibility of some specific organizations such as the state or local governments. In order to prevent such accidents, not only the nation but also the people should be interested in safety education, protect themselves, and feel a sense of responsibility for safety in a social sense. Safety education should naturally permeate into daily life. However, it is also true that there is still a public opinion that recognizes the efforts and costs of safety education as an economic burden. Therefore, by activating the safety experience center, it is necessary to correct the unreasonable perception of accumulated safety throughout the nation and society so that the people can enjoy a safe and comfortable life. In this study, the activation plan of the safety experience center was examined using FGI survey and AHP analysis technique to activate the safety experience center.

A Study on Approaches to Addressing Crises Experienced by Out-of-School Youth

This study focuses on the crises experienced by out-of-school youth, with attention to the recent increase in the number of out-of-school youth. Through a review of various previous studies, it was revealed that out-of-school youth not only experience psychological and emotional crises, but also addiction, delinquency, violence, and crises in the workplace. In order to address the crises experienced by out-of-school youth, the roles of the national and local government, educational authorities and schools, centers that support out-of-school youth, professionals, and local communities are presented. Based on this, it emphasizes the need for various collaborative support to overcome the crises that out-of-school youth may experience. Previous studies have not addressed the comprehensive crises experienced by out-of-school youth, and this study has significance and uniqueness in presenting various roles to address those crises.

Recently, data-based administration is being activated to strengthen the ability to predict and respond to disasters. Accordingly, the importance of efficient decision-making using disaster safety information and data and preparation of prediction and response plans is emerging. Therefore, this study analyzed the current state of the disaster safety management information system for practical collection and sharing of distributed disaster safety data and information and application of a user-centered sharing platform. Problems were derived and the development direction of the disaster safety data sharing platform currently under construction was proposed. As a result of the analysis, many of the problems in the disaster safety knowledge information sharing system that have been continuously pointed out in the past have not been improved. Problems of the disaster safety knowledge sharing platform include the lack of data provider institutions, limited disaster type classification, lack of real-time disaster situation information, lack of visualization and analysis functions, and lack of network communities among users. As an improvement plan, a data connection plan and a plan to provide information for each stage of disaster management were presented. In addition, diversification of data format and strengthening of networking among users were suggested.

This study aims to analyze the perception differences between disaster management administrative officials and fire-fighters in disaster management resource operation system. To achieve the research purpose, we surveyed the perception of disaster management resources operation between local government disaster management administrative officials and fire-fighters, and difference analysis was conducted through the SPSS program. As a result of this study, we found that the two groups had similar perceptions in terms of the possibility of disaster damage and the needs for disaster management resources. And there are differences on cooperation factors and the effectiveness of the disaster management resource operation system between two groups, and local government disaster management administrative officials have a relatively positive perception than fire-fighters. Therefore, it is necessary to consider the perception and opinion of various participating departments in disaster management resource operation system, including local government disaster management administrative officials and fire-fighters when making plans in the future.
