The purpose of this study is to suggest the customized smart disaster management system for rural areas with elements of technological development. For achieving the research goal, we tried to derive and systematically classify the rural disaster through the concept of ‘Sam Nong [Nongmin (farmer), Nongup (agriculture), Nongchon (rural village)]’. And we tried to get how ICBMS (IoT, Clouding, Big Data, Mobile & Machine intelligence, Security & SNS), the core technologies of the 4th industrial revolution, can be applied in the disaster management process and its implications were examined for each disaster management process. Main results are as follows; First, this study suggested 3 categories including living safety crisis, disaster safety crisis (2 from farmer side), agricultural production disaster, agricultural-related industrial disaster(2 from agrculture side), environment disaster, and infrastructure disaster (2 from rural village side). Second, smart technologies have been utilized in the process of prevention, preparedness, response, and recovery. Third, customized smart disaster management system of rural areas has become a framework of future rural disaster management's criteria.

The purpose of this study is to suggest the direction of the integrated model through comparative analysis of the administrative systems of the South and North korea. The integration of the administrative system is a discussion that is dealt after the unification, but in order to unite the citizen will for unification and establish the justification and necessity of unification, it is necessary to start by presenting a blueprint for a unified Korea. Even if unification is achieved through political consensus, it is difficult for both South and North Korea to escape from the dangers of disorder and chaos unless an administrative system is established. In order to reduce the social cost caused by confusion and to build more desirable administrative system, this study seeks to find the direction and plan for the integration of the administrative system between the South and North Korea based on the understanding of the administrative system of North Korea, which has been separated for more than 70 years after division.

After the enactment of the “Act on the Prevention of Terrorism for Public Protection and Public Safety”, the relative importance analysis was conducted focusing on the opinions of experts on the existing improvement measures for improving the cooperation system between counter-terrorism agencies. In the results of the analysis, first of all, from the results of analyzing the relative importance of the experts on the policy factors for improving the cooperative system between counter-terrorism agencies, the operational factors were given the first priority at 45.8%, and the improvement of legislative and organizational factors was given the second priority at 44.7%. In addition, the environmental factors were presented as the 3rd priority at 9.5%. Next, the results of analyzing the relative importance of sub-policy factors targeting experts are as follows. First, in terms of legislative and organizational factors, 37.8% recognized that the establishment of an agency for cooperation was the top priority, the most urgently needed. Second, in terms of operational factors, the provision of inter-agency coordination measures, such as the integrated command system, was regarded as the first priority at 47.1%. Third, in terms of environmental factors, it was confirmed that the creation of an organizational climate for cooperation was the first priority at 57%.

The purpose of the present research was to provide baseline data for developing improvement measures for retirement management systems of firefighters, by conducting and analyzing an investigation on firefighters and their job activities after retirement. As a result of analysis, firefighters were most concerned with the financial portion among the concerns for their life after retirement. However in terms of financial preparations, there was nothing prepared other than pension for public officials and it was found that 72.1% had intentions to continue work even after their retirement. Moreover, it was found that if they were to continue working, they most preferred full-time employment of living expenses standards. In order to improve retirement management based on the empirical study on the retirement management of firefighters, the establishment of reemployment policies must be achieved through revitalization of support centers for changing occupations such as networks and organizations exclusively for changing occupations and retirements, as well as development of retirement programs for future retired firefighters
