Research was conducted using statistical data on the organization of emergency search and rescue team for earthquake hazards (ESRTEH) system in China. Field research was performed with regard to provincial-level ESRTEHs, and two provincial ESRTEH external classifications were investigated. Issues in the organization were identified, the concerns of which are as follows. (1) Rescue forces are not deployed according to the magnitude of risk or the rescue requirements of an area’s earthquake hazards. (2) A series of standards to regulate team construction is lacking, as is a system to evaluate team capabilities. (3) Non-professional rescuers lack the necessary professional skills. (4) The current professional earthquake rescue training system is imperfect. (5) The overall management hierarchy of NGO rescue teams is lacking. The following measures for improvement are proposed. (1) Accelerate the preparation of relevant standards and norms for the organization of ESRTEH system. (2) Emphasize external classification of ESRTEHs, intensify the management of the rescue teams, and establish and improve the mechanisms for long-term assessments and comparisons. (3) Integrate NGO rescue teams into ESRTEH system.

As the Mental Health Welfare Act of 2017 is enacted, in order to grasp the concept of new mental health, the first priority is to understand the awareness of the community members who are the target of the service. The purpose of this study is to examine the changes in the perception of foreign mental illnesses through literature review, and developed a community mental health services project in comparison with Korea. There is a need for an active effort to look at patients discouraging prejudice on psychiatric patients. A place to learn social skills and live together, or a community health center should be used actively. We strongly urge that the construction of infrastructures such as human, material, social and economic support is needed and that a great deal of social attention and support is needed.

This study seek implications of social economy support system which is able to rerated with vulnerable people support in disaster, through comparing a government-funded structure by comparing the Korean Social Enterprise Law, and the Cooperative Basic Law and the Japanese Non-profit Activity Promotion Act (NPO Act). As a result of the comparison, the two countries have a legal system to grant corporate personality to organizations and institutions that conduct community service activities by citizens, and if they meet certain requirements, they give tax benefits. On the other hand, tax incentives for Japanese taxpayers have been provided to NPO in Japan, and voluntary and in-kind donations are recognized and evaluated in accounting and linked to tax benefit provision, whereas in Korea, such regulations do not exist. However, to induce the activation of the social economic organization in the future, it is suggested that it will be necessary to have a system of linking up the step-by-step government and the private fund support suitable for the growth rate of the organization while promoting the inflow of private funds and motivation for volunteering.
