Spatial Characteristics and Factors of Truck Accidents

Identifying the causes of truck accidents is very important for efficient traffic safety policies. Thus, previous studies have dealt with human factors, vehicle factors, and environmental factors (road, weather). However, according to a recent research, the spatial characteristics of truck accidents must be considered when analyzing the causes of traffic accidents. Therefore, this study has intended to analyze the spatial characteristics of truck accidents and to derive the spatial factors that would affect traffic accidents. To meet the objectives, this study employed Getis-Ord Gi* Hotspot analysis and Local Score statistics, and set three hypotheses as follows: First, truck accidents show local clustering distribution; Second, individual factories significantly affect truck accidents more than the planned factories; and, Third, the old factories significantly affect truck accidents more than the non-old factories. As a result of testing the hypotheses, this study has found that truck accidents tend to cluster locally, and factories negatively affect truck accidents. Especially, old individual location factories very negatively affect truck accidents.

In order to meet public expectation amid rising demand for safety caused by frequent safety-related accidents and the occurrence of expanding and complex disasters, the importance of safety education designed to help people develop abilities for survival from fire and disasters as well as for protecting both you and other people. This article aims to seek ways to promote safety education policies using standardized manuals and the Fire Safety Educator led by the Fire Fighting Department in charge of public safety on the front. Currently the South Korean government employ fire fighters using a standardized manual for national safety education and the Fire Safety Educator. It is essential to continue efforts to reinforce safety awareness across the nation. In addition, the government needs to provide assistance to continue developing and studying safety education and relevant practice programs that enables people to be familiar with the standardized manual guided by the Fire Safety Educator.

Historically, we could find through case studies and researches that cites are recovering themselves from disasters and accidents. Resilience refers to the power of returning a state changed due to some stimulation to its original state. The criteria suggested as the basis of the resilience of the city is based on the reconstruction of the city and it does not deal with the recovery of citizen who are the elements of the city. As modern citizen living in the city are exposed to various formal dangers, space design making a harmonious environment to recover it are getting attentions, Therefore, in this study, we paid attentions on hearing that can greatly affect vision in spatial design and assumed it as a component of the spatial environment and performed simulation of improvement effect. By identifying the effect of the objects constituting the space to the entire landscape through the analysis result, we could efficiently figure out the effect of improving the space. Also, through the results, it is judged that the rational improvement direction of the resilience space environment can be derived by using the quantified data as basic data in the resilience space plan.

This study is to draw objectively draw the functions for each topic through safety related new articles of Namhae-gun and present policies to create safe Namhae-gun. We examined the status and trends in the safety sector of Namhae-gun from the view point of our society and analyzed how the central topic has changed over the time. Safety among major study scopes was analyzed by dividing "crime", a major task of police organization and 'fire', a major task of fire station. Topic modeling that can analyze safety related contents in Namhae-gun reported as article during the study period was used as the study method and we identified the drawn topics to discuss the relevance of each period and policy issues. Based on the analysis results, the implications related to the safety sector in Namhae-gun are as follows. First, we should find active countermeasures for improving disordered environment such as understanding characteristics of crime occurrence occurred in the local community and having perception about the fact that the risk increases due to the hollowing out of the local community. Second, it is necessary to seek appropriate countermeasures that are suitable for the local environment such as understanding on location of fires considering the regional characteristics and managing vulnerable spaces in the public and private sectors.

This study analyzes the government’s policy response through the case of ‘Radon-emitting mattress’, which is a radiation in the natural environment accident in Korea. And By reviewing cases of Radon management overseas, to draw up implications and suggest measures for efficient future government response. As a result, the first is that the criteria for Radon concentration control in everyday life were specified, Second, it operates information provision and education and training programs for Radon, third, training experts and fostering reliable institutions and private organizations, fourth, trying to identify the actual use of natural radioactive materials, and finally creating an environment in which members of society can be educated regardless of language. Based on these result, first, the sophistication of the relevant legal system, second, the re-establishment of the government's role as a control tower, third, distribution of processed products containing radioactive materials management and effective information management, fourth, the promotion of specialized institutions and finally the preparation of government measures for people-oriented.

The purpose of this paper is to examine how the change of the local government leader affects the policy process. This research was performed based on empirical analysis through theoretical research and questionnaire survey. The main research results are as follows. First, the change of local government leaders has a profound effect on the policy process. Second, the more frequently the local government leader was changed, the more the government officials' policy changes appeared. Third, the change in policy due to the change of the local government leader was felt stronger as the official level of the official was higher and the education level of the official was higher. Fourth, the more frequent the change of local government leaders, the more cases of major policy changes.
