Artificial intelligence (AI) plays significant role in crisis and emergency management. AI not only can save lives during crisis an emergency, it can further help government officials to formulate strategies for increased safety and resiliency before a disaster strikes. In this paper the benefits of AI technologies in crisis response have been investigated. This study further discusses the role of artificial intelligence technologies such as robotics, ontology and semantic web, and multi-agent systems in crisis response. AI is behind many of the recent advances in technologies for crisis response and management.

Comparing different points and common points about crisis management technical terms among Korean, Chinese and Japanese language can be helpful to understand each country’s characteristics. By comparing 12 technical terms, this study concludes that Korea and China are government-initiated but put citizens before government while Japanese case is led by civil society but they put government before citizens at least in the terms’ uses. Accordingly, it is useful to focus on Japanese civil society even if it is apparently not strong.
Voting turnout and population health status in the OECD countries: the role of healthcare systems

Despite ample evidence on individual-level relationship between voting behaviors and health conditions, the country-level bidirectional association between political participation and health outcome remain uncertain. We used simultaneous equation methods to explore the bidirectional connection between self-reported health status and voting turnout among 36 OECD countries. The results confirmed that health condition promotes voting turnout and a higher voting rate also stimulates health status, even at the country level. Our approach could provide a framework for understanding a recursive interrelationship between the aggregated health and political indicators, highlighting the roles of country-level institutional and cultural determinants.

The occurrence of disputes is an intuitive manifestation of risks. The risk of logistics terminal distribution has been transformed into real disputes and exposed to people's lives. Based on this, the article first analyzes the status quo of logistics terminal distribution, and analyzes the risk status of the typical case of takeaway distribution in the logistics terminal distribution in real life, and classifies its risk into trust, security and economic risk three categories; Secondly, refining the participants involved in the three risks, analyzing the relationship between the participants, and designing the logistics terminal distribution risk aversion management mechanism around the participants' objectives.

In order to cope with the emergencies with transformation effects, we study the transformation intrinsic mechanism of emergencies and propose corresponding strategies. Firstly, we analyze the characteristics and types of emergency transformation. Secondly, we explore the causes of different types of transformation, and establish a mathematical model to analyze it. Finally, we propose coping strategies for the transformation of emergencies. The results show that the coping strategies of the one-level controllable transformation include route control strategy, multi-export dredge strategy and resistance increase strategy; the coping strategies of the multi-level controllable transformation include prediction-response strategy and control the chain reaction.
