This study is to identify cases and status of the system operation in the event of a disaster by investigating the operation and management systems for domestic and overseas disaster resources, and to design a prototype for efficient operation by deriving operation and management improvement measures. In order to analyze the status of systems for disaster resource operation and management, we investigated the system operation cases and status used for the operation and management of disaster resources in the event of a disaster. We then derived improvement measures for the operation and management of disaster resources through several cases in advanced countries. Based on these measures, users should be able to efficiently manage key disaster resources by disaster type. They will also be able to identify the disaster risk level by stage, and inquire organizations capable of support near disaster areas. If a disaster resource management prototype is developed through this study, it may be used in conjunction with the "digital-based integrated management system for disaster resources" project (2020-2022) supported by the Ministry of the Interior and Safety. It can be also used as a reference for establishing a disaster resource stockpile plan.

Burn is one of the serious injuries for all age groups however the younger the age is, the seriousness of the damage is larger. Children are vulnerable to burn injuries however the current Korean fire prevention content and education curriculum for children do not have specific burn prevention content. This paper is to examine the Learn Not To Burn (LNTB) program at the National Fire Protection Agency (NFPA) in the United States and aims to extract implications towards the burn prevention program for children in Korea. In order to do so, we investigated the LNTB contents, compositions from LNTB textbooks, and LNTB teaching materials. Further, the development and operational process to maintain the LNTB content and the rollout process are also investigated. We also investigated the burn-related content and curriculum of the fire prevention from an elementary school in Korea. We extracted the implications from the LNTB program and described the need for burn prevention education for young children in Korea. Finally, we made suggestions for creating the LNTB program in Korea by collaborating with stakeholders for young children.

Discussion and reference to children's vulnerability to disasters has only recently begun. Therefore, studies on children's vulnerability to disasters are still lacking. Therefore, the purpose of this study is to investigate the factors of children's vulnerability in the event of a disaster from the point of view of social welfare, and to analyze the relative importance of children's vulnerability to disasters for experts. Through this, it is hoped that children's vulnerability to disasters will be reflected in future disaster policy making. The analysis results are as follows. Looking at the opinions of experts, in terms of the vulnerability of children to disasters in the event of a disaster, psychological and safety vulnerabilities were recognized as the most important. Second, experts recognized that physical vulnerability was important. Finally, experts recognized developmental vulnerability as important. In particular, considering the complex weight, disaster welfare experts recognized the most important vulnerability among children's vulnerability in the event of a disaster, including dependence on their parents.
