정부의 IT인력양성정책에 대한 문제점과 개선안

To meet the needs of the information age. the Korean government has placed a high priority in building the IT -capable workforce. Though a sizable financial resource was committed in implementing the policy, its effectiveness was not examined yet. The policy for the workforce development should be assessed continuously so that any misdirections are detected and redressed. The present study addresses four potential problems that would not allow the government to switch from a quantity-based policy to a quality-based policy. These are ① Korean universities' labor supply chain. ② moral hazard problems. ③ financial capacity of students, ④ horizontal policy orientation. The paper also proposes solutions to the mentioned problems. The government should foster an en-vironment in which provide the concerned parties( universities, private institutions. students. etc.) with incentives to participate actively and promote the market principle of labor supply and demand. Such an ex-ante approach is believed to improve the system's efficiency compared to the extant approach based on ex-post KPI figures. If the four issues are not redressed. the market failure is likely to occur. The government should not make direct involvement in developing manpower. but rather be a linchpin to pull all concerned parties together. By doing so. the government should be able to fill the gap among parties in the system. One government role would be like defining workforce categories and promoting their career paths. Such role will also trigger universities and private institutions to pursue differential strategies along the supply chain of a particular workforce type.

An Empirical Study of the Usage Performance of Mobile Emoticons : Applying to the Five Construct Model by Huang et al.

Emoticons perform an important r이 e as an enhancement to written communication, in areas such as Windows Live Messenger instant messaging, e-mails, mobile Short Message Services (SMS) , and others. Emoticons are graphic images used in communications to indicate the feelings of people exchanging messages via mobile technology. In this research, the perceived usefulness of the emoticon in mobile phone text messages is verified with consumers using the five construct model of Huang. A K-means clustering technique for separating three groups based on levels of perceived usefulness of mobile emoticons is used with a structural equation model test uSing Smart PLS 2.0, and the bootstrap re-sampling procedure. We analyzed relationships among use of emoticons, enjoyment, interaction, information richness, and perceived usefulness. The results show there are relationships among use of emoticons, enjoyment, interaction, perceived usefulness, and information richness, however enjoyment of emoticons did not significantly affect the perceived usefulness of messages with emoticons alone. The results suggest emoticons have different a야ects on emotion in both mobile, and Messenger contexts. Our study did not consider more detailed media properties, and thus more studies are needed. Our research results contribute to mobile communication activation, provides companies with an understanding of key characteristics of consumers who use emoticons, and provides useful implications for improving management and marketing strategies.

Internet bid systems have been widely used recently. In those systems, the bid price is provided by the seller. When the bid price is set too high compared with the normal price, the successful bid rate can be decreased. Otherwise. when it is set too low based on inaccurate information. it can result in a successful bid with no profit at all. To resolve this problem, we propose an agent that automatically generates bid prices for sellers based on various costing methods such as the high-low point method. the scatter diagram method, and the learning curve method. Through performance experiments, we have found that the number of successful bids with appropriate profit can be increased using the bid pricing agent. Among the costing methods, the learning curve method has shown the best performance. Also, we discuss about how to design and implement the bid pricing agent.

Recently, IT outsouricng has been one of the major concerns of many companies. This paper explores the relationship between information technology outsourcing risk factors and outsourcing performance. It is based upon a three-phase process utilizing IPO (Input-Process-Output) system. The first phase means the outsourcing planning risks that arise from overall environment of outsourcing, organizational refuse, and wrong contracts. The second phase implies outsourcing operational risks, which are occurred while out-sourcing perform and consist of organizational acceptances of outsourcing, partnership and hidden costs. The last phase is outsourcing performance based on four perspective of BSC(Blanced Scored Card). The survey was performed on the IT liS firms, and the data was collected from 53 service receivers. The result of the analysis are as follows. First. Outsourcing planning risks positively affects the operational risks. Second, Outsourcing operational risks negatively affects the Outsourcing Performance.

There have many studies seeking for an effective IS planning approach. These studies mainly con-sidered organizational characteristics. external factors, and IS planning process as key factors influ-encing ISP outcome. ISP output. however, was less focused, which is believed to have a more direct relationship with ISP outcome. In this study we attempt to study empirically how architectural Quality of ISP output impacts on ISP outcome.

The importance of information systems(lS) operations and maintenance is increasing as the costs of IS operations and maintenance take larger share of total IS costs and organization's dependency on IS is increasing. However, this area has received relatively little attention from scholars and practitioners despite of its significance. The main objectives of this study are to provide practical guidelines for improving IS operations and maintenance practices, and to propose a research framework for this area. To accomplish this ob-jectives, the following three issues are investigated. First. IS operations and maintenance practices of a case company are analyzed. Second. the current practices are compared with best practices. Finally. suggestions are made based on the analyses to improve the IS operations and maintenance practices.

Insurance companies are in a fierce race to catch a new customer. In this situation. sales force au-tomation technologies are often used to support customer relationship management strategies. This study sets out a research model predicting SFA(Sales Force Automation) usage through theoretical studies. Survey data were collected from 145 salespeople across 2 firms that had implemented sales force automation tools and hypotheses were tested empirically. Data were analyzed by path-analysis method of AMOS. The major findings of this study are as follows: Computer self-efficacy. user involvement and volun-tariness have a statistically significant influence on the positive perceptions of SFA. These perceptions have a statistically significant influence on user satisfaction and usage of SFA, while user satisfaction has a statistically significant influence on SFA usage. This paper concludes with the discussion of these results and their implications for academic researchers and insurance company managers.

The purpose of this research is to examination whether End-User Computing relative factors are ap-plied in Computer Assisted Reporting. Computer Assisted Reporting is closely related to End-User Computing, because IT and IS be used by reporting for data gathering and analysis. For the purpose. we've produced a survey. and then studied the effects of the use of Computer Assisted Reporting tools on the report's satisfaction and job performance. As a result, The degree of use of Computer Assisted Reporting significantly affects the degree of satisfaction and job performance. for this reason. this research can give an insight for the extension of End-User Computing relative research.

The purpose of this research is to explore the possible relationship between the successful im-plementation of knowledge management technology and specific organizational culture orientations. Data used to test hypothesis derived for this research were obtained from 227 responders from the Organizational Culture Profile (OCP) survey instruments and 67 responders from the Knowledge Man-agement Technology Profile (KMTP) survey instruments representing 26 separate organizations. The OCP provides a profile of an organization's culture orientations while the KMTP provides a profile of the organization's degree of the KM technology implementation success. The results of this research suggests that employees of organization which are more successful in implementing KM technology have identified organizational cultures that embody a healthy mixture of both production-oriented and people-oriented attributes indicative of the culture orientation.

Empirical evidence on the maintainability of object-oriented systems is far from conclusive, partly due to lack of representativeness of the subjects and systems used in the study. The present research empirically examined this issue with the systems that are mission-critical, currently operational and maintained by professionals. It was found that the 00 group appeared to consume less time while maintaining more amount of software artifacts than the NOD counterpart. This economical utilization of time appeared evident regardless of software development life cycle. This was due to the usefulness of UML for impact analysis which contributed to effective comprehension and communication. Insufficient design specifications led to ambiguity and costly defects in transferring design solutions to devel-opment. Also, the encapsulation of 00 seemed to reduce mental loads at maintenance tasks and im-proved code reuse. However, the number of files to manage increased and thus, dependency manage-ment is required for the 00 systems.
