R&O프로젝트으I TO해결을 위한 구조모형의 설계

The purpose of this study is to design a model for deriving and treating the TDs, which is consist of Technological Difficulty(TDl), Deficiency(TD2) and Defect(TD3) in R&D projects to increase the success rate of R&D projects which are in the planning and execution stage. Lately, the life-cycle of new products is getting shorter and R&D investment on individual technology is increasing. So, R&D investment is getting riskier. In order to address these problems, we have designed a new structural model which can derive risky technologies and treat their risk during the implementation stage as much as possible. It is possible to increase the probability of project success by abstracting and inspecting TDl, presenting and resolving TD2, and detecting and removing TD3 beginning from the project planning stage up to the project completion stage in R&D projects. The application of the proposed model will be helpful in increasing the success rate of military projects in handling the TDs involved in weapon system development projects.

In this study, we propose an independent utility measurement model, as a combined model of「System Alternatives Tree : SAT」and「Analytic Hierarchy Process : AHP」, in order to set ‘Technology Planning Alternatives (TPA)’ which can achieve the final goal of R&D project. While existing studies have been mostly based on「Decision Theory Approach」or 「Qualitative Measurement」, this research attempts a 「Systems Engineering Approach」and「Quantitative Measurement」. Therefore, it provides the distinguishing features through which staff in charge can analyze the total system and grasp ideal combinations of all elements in terminal level. Especially, this research focuses on substitution of 'ordinal scale' from 'Ballot Form' in 「SAT」model for 'Ratio Scale' from 'Pair-wise Comparison' in 「AHP」model. Due to its logical coherency predicated on theoretical foundation of「Measurement and Scale theory」, this new model can be served as an accurate and effective tool for managers in the field of Defense Industry R&D project planning in Korea.

성과기반군수의 적용을 위한 영향요인의 분석에 관한 연구

The purpose of this paper is to propose an analysis method to assess the influence of Performance Based Logistics(PBL) and to apply the PBL to the Korean Utility Helicopter(KUH) Engine. It is necessary to develop a simulation model that represents the operation and maintenance process of the KUH engine to achieve the target operational availability(Ao) and to minimize the life cycle cost. A simulation model is used to assess the average readiness and to estimate the amount of operation and maintenance cost of alternatives. This paper also uses the experimental design technique to sample the input scenarios and the regression tree technique to analyze the influence of 28 logistics factors. Some of the factors are the reliability value (Mean Time Between Failure), the number of spare parts, the repair time of the 9 modules, and the administrative and transportation delay time which is commonly applied to the 9 modules. The combined technique enables us to identify the logistics factors that affect the operational availability and the life cycle cost. The proposed methodology can be applied to the Performance Based Logistics of other weapon systems provided that some factors are modified to fit the situation.

The purpose of this paper is to find the factors that influence the adoption of RFID technology and RFID devices from the consumer perspective. The literature indicates that although the RFID technology has been introduced long time ago, a wide spread adoption by the consumer has been retarded. In this study, a two-stage questionnaire survey has been performed to discover the significant factors that affect the consumer's attitude toward the acceptance and rejection of the RFID devices. Factor analysis was applied to discover the principal components and factor groups that affect the consumer attitudes toward RFID. The 'technology acceptance model' and the 'perceived risk' concept played the major reference frame in organizing the research structure and designing the questionnaire. Important discoveries from this research are as follows. 'Perceived usefulness' and 'perceived ease of use' are the positive factors that influence consumers toward their adoption of the RFID devices. On the other hand, 'financial risk' works as the negative factor toward the adoption of RFID.

Systems can be divided into two groups, repeatable system (repeatedly usable) and one-shot system (use for once only) depending on their missile, and space launch vehicle systems are classified as one-shot systems while most other systems, such as mechanic & electric systems, are classified as repeatable systems. The reliability of one-shot system is generally called "One-shot System Reliability. One-shot System Reliability is measured by way of experiments and its maintainability is not considered in the reliability measurement. One-shot System Reliability is expressed in terms of the moment when the one-shot system is activated or fired. Prediction of One-Shot systems that how many did accumulate a many experience data according to the accuracy is decided, there is a possibility of seeing. One like shot our country and the method which is indirect leads from the environment where the test data is insufficient and only will not be able to set the direction of prediction There have been many studies regarding the research on the reliability of one-shot system is rare. and a reliability analysis method for one-shot systems.

The South Korean government and the Defense Ministry have been investing in the aerospace industry to become a developed country and to meet the military demands. One of the venture is the KHP(Korea Helicopter Project). South Korea has been working on the KMH(Korea Multi-role Helicopter) since 2001. The project title has been changed to KHP later on and there has been continued investments on this project since 2006. Last year, South Korea rolled out the Surion KUH(Korea Utility Helicopter) model. It is planned to be on regular production by the year 2012 when the field test is complete. Since this is the first development of Korean helicopter model, it is necessary to improve and develop versatile helicopters models utilizing the experience of KUH model in order to acquire self-sufficiency in the design technology. This thesis investigates the recent trends in international aerospace and helicopters industries, evaluates the level of Korea's technology, and suggests competitive criteria for helicopter industry. It also illustrates countries South Korea can benchmark with and suggests some strategies to further develop the KUH and helicopter production technologies.

우리나라 방산 중소기업의 육성방안에 관한 고찰

Korean government has been vigorously enforcing the growth policy of her defense industry to establish global competitiveness by designating “Defense Industry as the New Economic Growth Engine,” which is one of the national undertakings, but the growth plans that support these policies do not suffice to meet the expectations especially in small & medium businesses area. This article examines the challenges of the Korean defense industry environment and the Korean government's polices about the growth of small & medium businesses. It focuses on the immediate tasks and solution plans that are of particular importance to the small & medium businesses in defense industry. It concludes by offering six recommendations to enhance the growth of small & medium businesses. They are as follows: 1) Incentive plans to promote the mutual cooperation between large businesses and small & medium businesses which may lead to win-win situations, 2) Regulations about identifying the defense items should give preference to small & medium businesses, 3) Business restructuring is required in the defense industry, 4) Improve the process of selecting and participating of the small & medium businesses, 5) Multi-year contract system for small & medium businesses, 6) Strong support for the R&D activities of small & medium businesses.

Recently, Soldering of attaching electronic components(IC chip, Memory Board, etc.) on printed circuit board(PCB) is performed for reflow soldering process, which saves the process time and cost. On the other hand, the reflow soldering process has a bad effect on the thermal response of PCB. It may cause serious damages to the PCB, for example warpage of PCB and disconnection of copper patterns in PCB. It is important to predict the thermal response of PCB during the reflow soldering process in order to avoid serious damages of PCB. As the result, this study is performed to understand the mechanism of a reflow equipment and to analyze factors of thermal imbalance of PCB which is affected by the air flow, the interaction between inner temperature of a reflow equipment and the coefficient of thermal conduction of FR-4&BT, the copper patterns of PCB, and so on. This study is performed to predict the thermal response of PCB by the factors of thermal imbalance which was simulated using the CFD tool ICEPAK. The results of this study can be used in minimizing the thermal imbalance of PCB by an optimally designing the PCB and reflow equipment conditions.

Vehicle survivability can be defined as the capability of a vehicle to avoid or withstand natural and man-made hostile environment. The "withstand" or "vulnerability reduction" has been undertaken to new middle tactical vehicle. To reduce casualities in nonlinear battle field with medium tactical vehicle, this paper finds the interplay between threats and commonly used high hardness armour plate or automotive structure material. Threats are referenced from NATO STANAG 4569. A template for penetration analysis is developed using MSC.Dytran and the results from Dytran is compared to penetration test results. A series of analyses has been conducted to determine the ability of cabin structure and seat base assembly in reducing occupant injuires under blast shock and impact loadings with MSC.Dytran. Results of analyses for the interplay between threats and structure materials of light armoured vehicle, the necessity of improving and the method of protection for SWA(structual weak area) and for floor structure are described

장기운영 군용항공기의 부품단종 관리방안에 대한 고찰

Most of long-operated aircrafts in Republic of Korea Air Force(ROKAF) have been acquired through FMS channel and it is very difficult to acquire spare parts due to the production cessation by original equipment manufacturers and parts suppliers. However, ROKAF has not been able to effectively cope with this type of diminishing parts problems from long-operated aircrafts and has only taken steps at an inactive level on follow-on parts obsolescence management, thus aggravating supply dificiencies. Also, ROKAF will have to continue utilization of long-operated aircrafts until the acqusition of new generation weapon systems, which account for a large portion of its air power. This suggests systematic parts obsolescence management activities through establishment of a managing organization. Also, this thesis provides efficient obsolescence management policy for long-operated aircrafts. The proposed policy are as follows: composition of a collaborative body among countries that operate the same aircraft for parts procurement and establishment a cooperative system of government agencies, air force and civil contractors to utilize the replacement patrs of domestic parts production, Develop and promote the maintenance capacity by 'Outward'.

During the past three decades, a remarkable development progress of Naval Combat Management System(CMS) has been made by following the step-by-step approach. In 1980's ROKN procured a naval CMS from an overseas company in Europe with offset license production. This was the first step of CMS development in Korea. Currently, with the experience of a patrol ship CMS and a landing platform CMS development, the new frigate CMS is under development by the lead of ADD. Open architecture is a well-known and popular technical trend in naval CMS area because of the merit in the area of development cost and flexibility. As the consequence, ROKN tries to adopt a new technical trend. This research deals with the technical trend and strategy of Naval CMS development in Korea. The basic configuration and operating concept of CMS are explained in chapter 1 and 2 in order for better understanding. Examples of CMS development in foreign countries are discussed to analyze the current CMS design concept of the advanced overseas companies. A history and special features of several Korean surfaceship CMS developments are discussed. Finally, the paper concludes by suggesting plans for future CMS development.

Advanced composite materials have been used mainly for the secondary structures of the aircraft before the advent of B787 (Boeing Co. USA), a civil aircraft. In B787 aircraft, the composite materials are used for primary structures such as fuselage and main wings as well as the secondary structures such as rudders, elevators and other control surfaces. It was intended to save about 20% in weight by using composite materials which comprise more than 50% of the total structural weight, and is expected to improve the performance and efficiency of the aircraft. In this study, the advantages and disadvantages of the composite aircraft have been discussed and two R&D topics are selected and suggestions are made regarding the requirements for solutions of the future technical problems which are common to most of the composite aircraft. The two topics are : the enhancement of electrical conductivity of the carbon fiber reinforced composite, and the development of a real-time, online, automatic structural health and usage monitoring system for the aircraft applications.
