This study was conducted to investigate the history and concept of the Korean Wave, to analyze the status of defense industry exports based on the area group, and to propose a plan for their improvement by recognizing the concept and the elements of the Korean Wave. Since the Defense Industry Korean Wave has not yet been defined theoretically, this paper tries to define its concept based on mainly news and articles from the press and other media, and the author’s research so far. In the Creative Economy Era, the Defense Industry could be a new growth engine of South Korea based on the Defense Industry Creative Economy through the new concept of the Defense Industry Korean Wave. The Korean Wave can be defined as the phenomenon in which Korean culture spread worldwide and became immensely popularity. The Defense Industry Package consists of defense materials such as not only weapons and equipment but also related software, education and training, logistics, etc. The Defense Industry Korean Wave is the provision of the Defense Industry Package with the Korean Wave, which includes Korean culture, arts, and spirit. To build and utilize the Defense Industry Korean Wave, the following five directions of improvement were suggested. (1) All services should collaborate for the promotion of Defense Industry exports by aggressively integrating in their service the products of the Defense Industry Creative Economy. (2) The government should minimize its control of defense companies and assume only a supporting role. (3) In- depth analysis of whether or not the existing support system is working well and creating positive results is required. (4) The Defense Industry exports package should be well prepared and customized based on each country’s requirements. (5) It is advisable to organize a Control Tower that will effectively execute the pre-stated directions. This study concludes that a full-scale theoretical study on the Defense Industry Korean Wave is required in the future.

South Korea classifies logistics items as Weapons Systems or Forces Support Systems. DAPA is in charge of developing Weapons Systems, and MND and the Armed Forces are responsible for the development of Forces Support Systems. Their different responsibilities allow separate management of requirement institution, acquisition, operation maintenance, etc. While Weapons Systems are backed by research institutions that lead research on them and large firms that participate in their R&D, Forces Support Systems not only lack R&D funds but also relevant support organizations. These lead to limitations compared to Weapons Systems. In addition, Forces Support Systems have insufficient systemic management and regulations and rules. Therefore, to maintain the utmost combat power of our Armed Forces, the concept of TLCSM should be applied to the acquisition of both Weapons Systems and Forces Support Systems. TLCSM signifies the entire process that most efficiently manages the total life cycle process, starting from the initial requirement institution, development, acquisition, and operation maintenance, all the way to the disposal. This study recognizes the overall problems of the acquisition system for Forces Support Systems and suggests measures for establishing an acquisition system that uses the concept of TLCSM and developing it in parallel measure to Weapons Systems.

The deterioration and obsolescence of weapon systems in time are natural and inescapable phenomena. These phenomena need particular attention for systems that have very long development and operation life spans, due to the growing speed of the emergence of new technologies and the changes in their operational environment. This paper presents two case studies on the Abrams and Leopard 2 MBT to determine the trends and implications of their product improvements. Both cases showed that every three to four years, an improved model emerged under the pre-planned improvement program. The improvement of the Abrams tank was basically a consequence of the block development concept coined at the start of the tank’s development. Moreover, Leopard 2 was improved through the KWS 1 and KSW 2 major improvement program. These two leading countries are also undertaking improvement activities to prepare for the future. They are successfully using the product improvement plan as the most economical way to keep the MBT capabilities at their best.

This study analyzes whether the current qualification system (QS) is enough to measure the capacity of defense firms to perform defense goods manufacturing projects, illustrates QS problems, and suggests new and practical ways of improving it. To achieve such purposes, the criteria for the QS and their application status were investigated, and another research on QS that reflects an expert’s opinion using the AHP method was reviewed. According to that study, the present QS has a problem with selecting a contractor primarily from project experience and the bid price without an expert’s opinion on the company’ s capacity. To overcome this drawback, we propose a new model for selecting the weights of the evaluation criteria through combination with the present evaluation criteria and expert-evaluated weights by item derived from the AHP method. To show the verification of the proposed QS evaluation criteria, we compared our model with the QS models proposed in previous studies through a hit-ratio test. The experiment results showed that our model can be considered a new alternative QS model.

We must expect the rise of uncertainty due to the complex security and economic environment in this era, when conversion of technology and information is at the disposal of anybody and everybody. In this day and age, the demand for and the means to improving organizational agility to enhance operational effectiveness remain critical. Especially from a military perspective, a key to succeeding in any operation is destroying the command control chain and its command structure – the center of gravity. At the same time, it would be vital to our interest not only to physically destroy our enemies’ C2 capabilities, but at the same time, to increase our allies’ C2 capabilities. To do so, we need to develop a concept of C2 and its application from the tactical level to the strategic level. This study proposes the Conceptual Reference Command and Control Model based on the improvement of agility in accordance with three key aspects: the function, the process, and the maturity. The model has three axes: the X axis, which is the level of agility based on the three attributes of responsiveness, resilience, and innovation; the Y axis, which is the C2 function based on command, control, execution, information for the delegation of decision-making, and collaboration; and the Z-axis, which is the core process for command and control in conjunction with optimizing the last and current C2 processes. The analysis was based on the various decision-making theories and problem-solving matrixes/theories, and a review of the operational planning process in past to current C2 models. This study was conducted not only to enhance the development of the concept and process of command control at all levels, including its ways and means, but also to deepen the understanding and improvement of the definitions of the attributes of the matrix from the three aforementioned perspectives, to contribute to the assessment of the capability of the existing Command Control and the improvement of the application of C2 capability at the operational level with advanced attributes and matrixes.

The defense industry is the central axis of national security, and the key element of military power buildup. It can also contribute to the national economy through defense exports and job creation. Because of a sharp increase in the defense exports for our country, they exceeded $30 billion in 2013. However, companies in the defense industry in South Korea are embroiled in a tough competition in the global defense market. Moreover, the domestic defense industry is less competitive than that of developed countries. This is caused by South Korea’s domestic-oriented business structure and lack of support for exports. Therefore, this study suggests strategies for increasing South Korea’s defense industry exports using a SWOT analysis. The SWOT analysis showed that government support is an essential element of our defense exports, because the government must develop the G to G deal and the offset and export financing system.

Employment creation and exports of the defense industry through the activation of limited domestic demand and the overcoming of limitations to contribute to the economic development of the country have ripple effects. However, some large defense contractors, except for most of those in the defense industry, have shown a worsening business situation. In response, the government must improve its capacity to support such contractors. In this study, part of the government’s institutional support efforts and the efforts of the vendors themselves were reviewed. AMOS was used to analyze the impact of each element of the defense industry to improve the industry’s performance. The results showed that the elements are correlated.

In this study, we analyzed the relationship between corporate governance and corporate performance by using the corporate governance index produced by a corporate governance service in Korea. The results of this study show that the relationship between the overall corporate governance index and corporate performance (ROA and EBIT/SALES) is highly positive. The overall corporate governance index has five components (protection of stockholders’ rights, board of directors, audit, disclosure, and distribution of corporate income). The distribution of corporate income component is related to corporate performance. Moreover, the analysis of the relationship between corporate governance and future corporate performance shows that the corporate governance index has a highly positive relationship with future corporate performance (ROAt+1 and EBIT/SALESt+1). Additionally, companies listed in the Korean defense industry show a lower ROA than unlisted companies.

The main objective of this study is to improve the accuracy of demand forecasting based on the air defense weapon systems. In order to improve the demand forecasting accuracy, this study uses various existing demand forecasting methods. The results of this study will contribute to the economical military operations and combat readiness attitude maintenance by applying additional demand forecasting methods such as the nearst neighbor method. Also, finding the accurate methods of anticipating demands and categorizing items based on its characteristics are the ultimate goal of the survey, which is beyond simply evaluating which methods have more preciseness.

The Republic of Korea has recognized the necessity of self-defense and localized parts in weapon systems since the 1970s. Recently, the government started facing challenges to keeping or enhancing its weapon systems parts localization performance due to related environmental changes. To establish a strategic plan for the stabilization of parts localization in weapon systems for the future, evaluation of past parts localization performance is required. This paper suggests the performance evaluation indicators for parts localization in weapon systems and an efficient performance evaluation model, data envelopment analysis.

This paper proposes the need to improve the performance of CNR for battle radio network composition. An ad-hoc technology that composes the battle radio network without a base system can be called a point technology for embodiment before the center of the network. However, to apply this technology, Medium Access Control, network management, security problem routing, etc. are the boundaries needed to solve the uncertainty of tactical handling. Especially, applying them in the combat network radio of the U.S. Armed Forces for protocol improvement of the performance of the ad-hoc network that MIL-STD-188-220 protocols and Korean Army’s battle radio environment etc. happens confused network circumstance of military special quality, there is a possibility that the requirements of the strategy network will not be fulfilled. There is a limitation in the selection of a route for the application of the QoS that performs the service in an environment in which a transmission multiplex path exists when the battle radio network message exists. The suggested method enhances the net increasing delay time decrease performance of the network and the probability of success in the selection of the optimum route for the relevant requirements, which confirming the special quality of the existing message of the DTR (Delay, Throughput, Reliability) when a multiplex path improves it.

Maneuverability is the key performance indicator of an underwater vehicle and depends on the lifting force of the vehicle’s driving control fin. The easiest way to increase the control force is to enlarge the total fin size, but such has many limitations. Therefore, we modified the design of the control fin and verified the enhancement of the control force using CFD (Computational Fluid Dynamics) analysis and a towing tank experiment. In addition, we conducted 6-DOF (Degree of Freedom) simulations, such as level flight, turning circle motion, and zigzag motion, to check the maneuverability of the underwater vehicle. As a result, the control force increased by about 20% and the maneuverability improved in comparison with that of the conventional control fin. This process is very important because it can be applied to the overall configuration design of an underwater vehicle.
