This study aims at designing indicators for measuring the R&D efficiency of defense industry by using Data Envelopment Analysis(DEA) which is a technique used to measure the efficiency of Decision Making Unit(DMU). For this purpose, we used the following steps to design the DEA indicators; First of all, we categorized the R&D organizations in defense industry into two types: Research oriented and Development oriented. We also developed indicators to describe the output level of each organization type. These indicators are used to estimate both the qualitative and quantitative output level. We then conducted overall efficiency analysis and window analysis using DEA -CCR to measure the R&D efficiency of each organization type. Further analyses, including technical analysis and scale analysis usnig DEA -BCC, have been performed to suggest the direction for efficient resource management.

The export of Korean defense industry is growing rapidly. It is important to develop weaponry export strategy based on the current competition status. This study is focused on designing a concept development model for future weaponry export. The export strategy should consider the needs of the prospective buyer countries. For this purpose, the research process took the following stages. Firstly, we analyzed the weaponry information and then selected candidate weapons for export. Secondly, categorized the target countries into groups through cluster analysis. Thirdly, defined the perception map through factor analysis. We then identified the current location of the arms on the map by perception analysis and defined the opportunity space on the perception map. Lastly, we configured the concept for new weapons to export by conjoint analysis. Application of the proposed concept model design system to defense industry will bring a competitive edge in weaponry export and promote the national interest.

Defense offset program is one of the important acquisition practices to invest defense budgets efficiently, promote the defense industries, and strengthen armed forces capability throughout the acquisition of defense core technologies, parts production, depot level maintenance capability, and the upgrades of weapon systems. Therefore, it provides a window of opportunity to obtain defense core technologies and other valuables from the seller while not violating the relevant WTO agreements. The current procedures of offset proposal priority selection needs more appropriate criteria based on the relevant guidelines and theories. Therefore, this paper presents the Defense Offset Proposal Priority Selection(DOPPS) Model with in-depth analyses and its actual applications to Defense Agency for Technology and Quality(DTaQ) for the last two years. It provides more credible and objective methods for the purchaser that prioritize their total defense offset proposals for their acquisition projects in the future.

The purpose of this study is to review korean defense industry's profit system and suggest the proper improvement direction. The current system of the korean defense industry's profit has problems such as complicated structure, inefficient calculation process. At this point, this paper presents the proper profit range and system of defense industry.

FTA(Free Trade Agreement) is an agreement in which trade in goods and services between or within countries flow unhindered by government - imposed restrictions. The Purpose of this study is to understand the relation of FTA and national security, and study the motivation and influence of ROK-US Free Trade Agreement on the view conventional security. Firstly, in terms of the motivation, security factor was more considered to decide the conclusion of FTA rather than economic factor. ROK's decision makers wanted to solidify of ROK-US security alliance and eliminate question pendings between two countries. Secondly, FTA has good influence on both domestic and external security. Domestically, FTA can cause to increase export trade, GDP and defence industry export. Externally, it can maintain good relationship between two countries and produces an environment that can share economic profit. Eventually FTA contribute to security of Korean Peninsula. In conclusion, Korean decision makers realize the national security value of FTA and then have to ratify the treaty as soon as possible through this analysis.

This study examines the ROK's export policy of defense products, and provides policy suggestion for expanding defense industry export. Leading countries in defense industry export, including the USA, the United Kingdom, France and Russia, have actively driven export policy led by her governments' authority. In order to expand defense industry export, it is essentially required for the ROK to develop advanced defense technologies and produce competitive defense products, both in price and quality. For this, the integrated effort of the government, industry, military and R&D organizations is crucial. In addition, the ROK should actively cultivate international markets for expanding defense export supported by the government. The ROK is also needed a close cooperation with the US for expanding its defense industry export. The ROK government should provide various institutionally supporting incentives for expanding defense export to the defense industry circles. Those are included foreign countries's defense acquisition plans and long-term demands, tax reduction, finance support, and hosting international exhibition events on defense products.

Ability to detect, aim and track targets and to assess the battle filed situation in combat provides tactical advantages and can determine the outcome of the battle. Electro-Optical Equipments provide this critical function, which is directly related to the combat strength in the battle filed. The cameras based on visible light sensors, Image Intensifier Tube based devices, thermal cameras using infrared detecting sensors and LASER sensor based devices coupled with the optics systems technology, which can be tailored to the specific tactical requirements, are used in battle filed. Further, these devices have become not only passive detection devices, but also become active and multi-functional devices that are capable of Automatic Detection, Aiming and Tracking. We must apply the Spin-on & Spin-off of the Military Technology and the Commercial Technology, which is based on Dual Use Science and Technology Paradigm, to further speed up the development process of Electro-Optical Equipment technologies.

「Military Reform Plan 2020」initiative is a military modernization program, pushed by President Roh Moo-hyun’s Participatory Government, aimed at developing the country’s military to smaller but more advanced one fit with modern warfare. The gist of the reform plan is to cut the number of troops from the current 680,000 to 500,000 by 2020 in stages and equip the military with high-tech weapons systems, as the remarkable development of information technology and precision-guided weapons systems in the 21st century has drastically changed the trend of warfare. World powers such as the United States and France have already been pushing ahead with similar defense reform plans on their own. Securing state-of-the-art weapons system is a key to boosting South Korean troops’ combat capability through the military modernization program. The purpose of this paper is to study ways to further develop the reform plan, as well as review and assess 「Military Reform Plan 2020」
