A preventive maintenance model, caller FNBM(α,δ,γ)model, is proposed to decide an optimal repair number under achieved availability requirements(r) along with taking two types of failures(repairable or irrepairable) into account. In this model, the current system is replaced by a new one in case when it doesn't meet the achieved availability requirement, even though it is repairable failure; Otherwise it is replaced in time of the first irrepairable failure. Assumed that the j-th failure is repairable with probability ., minimal repairs are allowed for repairable failure between replacements. Expected cost rate for preventive maintenance model is developed using NHPP(Non-Homogeneous Poisson Process) in order to determine the optimal number ., also numerical examples are shown in order to explain the proposed model. Since the proposed FNBM(α,δ,γ)model includes Park FNBM model(1979) and Nakagawa FNBM(p)model(1983) this proposed model is thought to be better than previous model, especially for weapon system which requires availability as primary parameter.

This paper is an investigation of the structure of success & failure model in the product development. Findings of this research are: Firstly, the R&D management and support system for the product development made a significant contribution to the success of products, especially in the development of high-tech products in defence industry. Secondly, it is important to keep the balance of management between technological factors and marketable factors to accelerate the product development. High-tech oriented products were more affected by the technology factors, but high-touch oriented products were more affected by the marketable factors. The results of this study will be useful in managing the success of product development.

RoK Ministry of National Defense(MND)'s Defense reform 2020 is about building a 'small but strong army' that can be managed to deliver capabilities of jointness & joint operations. Defense Reform 2020 represents a shift in the demand side of the defense industrial base to provide for these new capabilities. Joint Chiefs of Staff is seeking system-of-systems management to deliver capabilities to the services and for joint military operations. This represents a shift from the past emphasis upon service-specific technologies and programs. As the demand side of the equation has shifted, so has the supply side. Now Korean defense industries - system integrators(1st tier), components & parts suppliers(2nd tier) - are asked to play another role of lead systems integrators(LSIs) or system-of-systems managers to deliver capabilities to Joint Chiefs of Staff for joint operations. The new defense division of labor system - lead systems integrators(1st tier), system integrators(2nd tier), components & parts suppliers(3rd tier) will lead to the shaping new opportunities for providing the means through which defense reform will be executed. Accordingly, new laws, regulations and other supporting measures should be prepared to create & manage successfully new defense industrial base.

The objective of this paper is twofold. One is to review the warranty concept and present situation in the defense equipment acquisition. This paperdescribes the types of warranty policies(Free-Replacement Warranty(FRW), Pro Rata Replacement Warranty(PRW), and Combined FRW/PRW) and the cost models to deal with warranty economic decisions(Nonrenewing Warranty, Renewing Warranty). The other objective is to apply the economic model to establish the warranty period in the small numerical example. This study shows that (1) low reliability items rapidly raise the total expected cost when the warranty time is extended; (2) if the item's reliability is increased, the nonrenewing free-replacement warranty policy is the most effective one to reduce the total expected warranty cost.

현대의 전장상황은 네트워크전, 정보전, 로봇전, 우주전 등과 같이 고도로 정밀하고 복잡해짐과 동시에 장비 개발을 위해서 요구되는 비용은 기하급수적으로 급증하고 있는 추세이다. 그러므로 한정된 예산하에서 사업을 성공적으로 수행하기 위해서는 개발 초기부터 목표비용 설정 및 관리와 비용 절감 활동이 필수적으로 요구되고 있다. 따라서 본 연구에서는 국방분야에서 추진하고 있는 비용관리 정책을 소개하고 K2 전차를 개발하면서 현대로템에서 적용한 목표비용 개념, 비용관리 절차 및 방법론을 제시하고 대표적인 비용절감 사례를 소개하고자 한다.

Korean defense industry's importance is increasing in Korean economy. It is in need for export promotion in defence industry that develop concepts of product family based on needs of importable countries. Therefore, the purpose of this study is to design a model for new concepts development for Defence Product Family based on Global Defence Market. For this purpose, we performed the following studies: (1) We settled the global market segment strategy by connecting T/M Matrix and Life Cycle Theory from seeds/needs information and grouped product technologies for realizing a product family and product markets for launching a Defence product family. (2) We designed the process to structure a technology and market field for finding technology perception area and market perception area by combining seeds/needs information. (3) We proposed a model that designs a defence product platform as a key of product family and derivative product concepts by testing marketability. The outcomes of this study can be summarized as follows: First, we proposed the process to seize technology/market opportunities and structure concepts of product family that can succeed in the global defence market. Second, we emphasized the importance of a relationship between a market and customers by the process structuring a product family for various market fields and proposed various information being requested at each step of that process in detail.

Design development and Operational test are performed appropriately during the every stage for development of aircraft structures. Design development test includes the basic material properties test and component certification test and Operational test is to verify performance of the all composed system. The element of material properties test are based on the ASTM method, but for the certification test of components a few methods are applied according to the level of technology. Composites materials for Carbon fiber and Glass fiber are evaluated in the Tension-Tension fatigue test and fatigue fracture surfaces of the materials is shown. Concept of Safe-Life is reviewed as mean stress is dominant effect on the structures when applying Miner's damage rule. Damage Tolerance design is reviewed in the test and evaluation as of Willenborg's crack retardation model typically and discussed shutoff ratio of the model. Finally a simulation result of the model is shown for the special case of structures by using the example of AFGROW S/W.

The Republic of Korean military has built a strong military mainly focusing on the acquisition of weapon systems to meet end-users demands in combat. A numerous decision making activities, including a preliminary study, were required to select the optimal method of acquiring a weapon system. Especially, a preliminary study in the business of the improvement of defense capability has provided the alternative methods to make a decision on the acquisition of weapon systems by comparing various evaluation elements. Hence, this study provides information on acquiring weapons for the future by analyzing how the selection element and acquisition method for a weapon system affects the end-users’ satisfaction based on the author’s experiences using acquired weapon systems. The result of the statistical analysis shows that acquisition method through a research and development is statistically significant to affect usage convenience and operation accessibility for end-users in requirement units. The users in requirement units are showed a preference of weapons with high operation efficiency in combat rather than with political, economic aspects.

In the solar blind UV region of the spectrum (240~280nm) solar radiation is completely absorbed by the ozone layer of the earth's atmosphere, so thereisn't background radiation at the earth's surface. The main advantage in UV imaging is the low clutter environment. This situation can be utilized for the detection and imaging of very weak UV signals under conditions of full daylight. The UV optical equipment can detect solar blind UV light emitted from weak flame or corona discharge around surface of the earth, it consists of UV optical lens, solar blind filter, UV image intensifier tube and high sensitive sensor. UV Electro-Optical Equipments are used as missile warning systems which detect UV signals emitting from missile flame. This paper describes the basic concept and characteristics of various warning system and analyses the requirements in order to develop the UV missile warning system. And we also describe the industrial UV camera which is used to find corona discharge in electric power line and used to identify the fingerprint.

The counter plan for electromagnetic interference wave of electric device was constantly studied and provided as a product in manufacturing industries. Those equipments are connected with cables and cable harness. the cable harness is composed with complicated power, control, sensor signal lines. On the other hand, these cables are carrying unnecessary EMI elements to the equipment which is delicated from EMI. Even worse, it has a function of antenna to transfer unwanted EMI. EMI in electric equipments occurs almost 80~90% in cable harness, it can not be over emphasized. And it is not a easy solution to protect EMI on one point of cable harness considering characteristics of cable harness. In cable harness, the Composition of connector is very Complicated and various. this connector must provide less contact resistance when it is connected between each equipments, further it also must provide proper protection from EMI, all of cable harness components including connector itself should be suitable for EMI Protection.

Korean security environment has been encountered various significant changes in recent years, such as North Korean Nuclear and Long range Missile threat, Korean Defense Reform 2020 and Wartime Command Transfer. And also recent worldwide financial crisis and new US administration can affect greatly on Korean peace keeping effort. These kinds of changes may bring negative effect, but also bring positive opportunity on our defense R&D, if we can shift defense acquisition paradigm for the effective and strong furture National Defense.
