This article examines the impact of defense industry globalization on the Korean defense industrial base(DIB). After providing an overview of defense industry transformation in the U.S. & Europe, it examines how elements of defense industry globalization are shaping the strategies of defense companies in the U.S. and Europe. It focuses on those elements of defense industry globalization that are of particular importance to the defense industry. They include 'protectionism' and 'international production base.' It concludes by offering three recommendations on how the Korean government, military, and company-level policies can preserve the Korean defense industrial base during the current era of globalization. The three recommendations are as follows: 1) Korean government must implement restructuring of defense industry to respond flexibly defense industry globalization trend: 2) must implement 'protectionism' and 'international production base' acquisition strategies to secure both national security and economic competitiveness: 3) must make use of political engineering.

The purpose of this paper is to explore internal structure of underlying information acquisition process on Products' Development(PD) activities of effective management for Korean defense industry enterprises. For the purpose, three standpoints are established in this study; (1) The process of PD project can be divided into three stages. (2) The patterns are also different by the degree of innovations and the degree of success of the PD project. (3) The determinants of the patterns are types, channels and sources of information, which are identified through literature survey.

RCM은 최저의 비용으로 장비의 운용효과를 향상시킬 수 있는 예방정비계획을 수립하는 이론으로서 국내에는 대형 설비 및 운송체계 뿐만 아니라 무기체계에서도 이를 적용하고 있다. 하지만 국내 무기체계 개발/운용 과정에서 RCM 활동은 여러 가지 제약사항으로 인해 적극적으로 진행되지 못하고 있으며, 이로 인해 현재 정비업무의 적합성을 정기적으로 검토하지 못하고 정비업무 최적화를 이루지 못하고 있는 실정이다. 따라서 본 연구에서는 이러한 정비업무 수립문제의 해소방안을 알아보고자 기존 정비업무 선정활동, RCM 적용 실태 및 개선점을 알아보고 더 나아가 전통적인 RCM 결정논리의 발전방향을 살펴보았다.

To develop the core technology for weapon system acquisition, it is necessary to analyze and apply the reasonable domestic development rate for end item of weapon systems acquired by defense research and development. Therefore, in this paper we review the issues of domestic development rate in the commercial and defense side and suggest an alternative to calculate the domestic development rate for end item of weapon systems by using Work Breakdown Structure(WBS) and core technology evaluation.

To explain the status of a company needs integrated and objective approaches using various indicators and measures about business activities and accomplishments of the company. Although capacity utilization rate has limitations by nature, the rate has been used as a most important indicator to explain the status of defense industries of Korea by both of government and defense industries. But government and defense industries have such a different standpoint about capacity utilization rate of defense industries, and the system of survey and analyses is not finely established. As a result, those gradually make government and defense industries mutually distrust capacity utilization rate data of defense industries. This paper presents the new understanding of the concept and the fundamental limitations of capacity utilization rate of defense industries, then reviews the point of issues about the current survey and analyses system. It presents that the meaning and viewpoint of capacity utilization rate needs to be changed, and the purpose and method needs to be classified by companies or items. Also, it presents capacity utilization rate and financial index needs to be used complementarily for understanding of the status of companies

The AHP model is a very useful decision-making model designed so as to select and evaluate project alternatives through pairwise comparison in the context of hierarchical structure. But, using AHP model on defense industry, there are several difficulties in evaluating technology project alternatives as follows; (1) In case that hierarchy, especially on defense industry, has complex structure composing of nation policies, company objectives, business strategies, evaluation factors and technology alternatives, and has different problems in each level of hierarchy, there aren't any capacity to evaluate them in the previous model. (2) There are in no condition to differenciate evaluators' abilities in the AHP, when many evaluators exist. Moreover, there are no means to aggregate the weighted results while keeping reciprocal condition even though the weights according to evaluator's abilities are given. In this paper, we constructed a Weighted Hierarchical Concept model to evaluate both strategic factors and technological factors properly and to reflect evaluators' abilities in evaluations.

A good requirement is necessary, verifiable, and attainable to satisfy stakeholders of weapon systems. It reduce a dominant cause of cost and schedule overrun of the developing system. But one of the fundamental problems associated with writing good requirements is that most engineers are not specifically trained to write requirements. The basics of well defined requirements are clarity, conciseness and simplicity. This paper presents a structured methodology for measuring the quality of requirements, individually and collectively. It is shown that requirements may be characterized by ten quality factors, each with an associated metric, and by an overall requirements quality metric. In addition, a tool which estimates requirement statements quality quantitatively is presented.

Defense Industry should consider market needs in order to have a competitive edge in product development. The purpose of this study is observing the characteristics of MBT(Main Battle Tank) as a product, analysing the importance of core benefits and proposing new concepts to develop MBT that is more competitive than the other nations' MBT. We applied AHP to calculate the weight of each benefit, and then made a perceptual map. The perceptual map showed new market segments and also new benefits which have been not met yet.

In this paper, the case of Samsung Thales Co. is discussed to describe the process of the strategic alliance between Samsung Electronics Co. and Thales Co., and its successful results. From the case, it is concluded that the strategic alliance is an effective tool for enhancing the competitiveness of domestic companies in defense industry and thus for developing the domestic defense industry.

In this paper, we propose H/W configuration of high speed open architecture and analysis of JPEG2000 architecture for real-time image processing in mass storage infrared (IR) and charge coupled device (CCD) images. An open H/W architecture has the advantages, such as easy transplantation of H/W and S/W, support of compatibility and scalability for specification of current and previous versions, common module design using standardized design, and convenience of management and maintenance. Therefore, the main purpose of this design is to propose a method for selecting the most suitable commercial-off-the-shelf (COTS) board. We also suggest an architecture design of high speed processing for real-time implementation of JPEG2000 from it. The proposed design of optimum open H/W architecture consists of four conditions: (ⅰ) structuralize for design of open H/W architecture from analysis of requirement, (ⅱ) define for internal and external interfaces in it, (ⅲ) design for memory of digital signal processor (DSP) and field programmable gate array (FPGA), and (ⅳ) analysis for a mounted high speed processing of JPEG2000. We simulated control of tiling and fixed number of compressed coefficient for a mounted high speed processing of JPEG2000. In the experiment, the proposed method showed very efficient compression in IR and CCD images.

The embedded training system(ETS) generates virtual combat environment containing virtual target, virtual threat, and virtual weapon. ETS enables participants to exercise air-to-air or air-to-ground combat training minimizing flight safety problem and maximizing cost and time effectiveness. The key function of embedded training system is virtual target generation, because other functions are based on virtual target data. Full function of virtual target simulation is the generation of aerial maneuvering, ground fixed and moving target containing actual target characteristics for training effectiveness. For the first development stage, virtual air-to-air target is necessary for missile and gunnery training. The reality of target maneuver increases the operating skill of trainee pilot. Thus, in this paper, the basic concept of virtual target simulation is studied to implement the embedded training system to avionics system.

The defense industry, supplying or developing defense articles which are needed to maintain and improve nation's military power, is a cutting-edge industry integrating technical accomplishments of the era. South Korea lags behind other leadingnations in terms of the defense science and technology. Industrial basis for defense companies, especially small and medium enterprises, is poor, compared to other manufacturing industries. Recognizing that nations will focus on high-end technology to survive the future battlefield, DAPA came up with defense R&D strategies which include goal-oriented R&D, setting up of defense R&D implementation system, sophistication of project management methods, promotion of defense export, and strengthening of international defensetechnology cooperation. For the effective implementation of defense R&D policy, Small and medium enterprises, which possess excellent defense technologies, should play a key role. Therefore, DAPA is now promoting growth and participation of small and medium enterprises, enhancing technical and informational assistance, and supporting commercialization of defense technology and their marketing efforts.
