Creativity is a matter of concern for a long time and is not an object of management. While the recognition of creativity is changing, creativity is becoming more important and more organizational matter. Now the management of creativity is a major field of R&D management. Otherwise, analysis of many literature shows that little concerns have been paid for management system of idea in spite of the relatively high perception of the importance of idea itself in every industrial organization. Therefore, primary objective of this study is to propose a conceptual structure of the「ldea Management System:「IMS」. Here, some methods of the systems design are mainly used for construction「IMS」. This rIMS J is consisted of four stages according to the flow by use of systems approach and conceptual design framework for each stage is proposed. The Proposed rIMSJ consists of four sub-systems: such as「ldea Generation System: IGS」,「ldea Storage System: ISS」,「ldea Evaluation System: IES」,「ldea Operation System: IOS」.

A preventive maintenance model, called FNBM( a , , )? model, is proposed to decide an optin. repair number under inherent availability requirements(r) along with taking two types of failures (repairable or irrepairable) into account. In this model, the current system is replaced by a new one in case when it doesn't meet the inherent availability requirement, even though it is repairable failure; Otherwise it is replaced in time of the first irrepairable failure. Assumed that the j -th failure is repairable with probability a j' minimal repairs are allowed for repairable failures between replacements. Expected cost rate for preventive maintenance model is developed using NHPP(Non-Homogeneous Poisson Process) in order to determine the optimal number N*. This pr'osed model is thought to be better than previous models, especially for weapon system which requires availability as primar' parameter.

The defense industry is the precious asset of national security and the syrnbol of national power and security. Developlnent of defense technology and its localization is essential. But the parts localization has been insufficient due to the lack of appropriate policies and supporting systen1s. For revitalization of parts localization of the defense product, we need the follo\ving the definition of parts localization, and revision of the related regulations, competitive participation in localization process in the early stage of main equipn1ent developn1ent, effective counter--lneasures in preparation for suspended parts, in1provement of the n1ilitary specification and standard systcm, active win-\vin cooperation between lnajor finns and slnall and lnedium business, the information sharing system for parts localization. Tbc rlVIND J should establish sc] f--defense capability by accun1ulating defense industry technology, developing weapon systen1s and equipnlent, and lnore actively encouraging parts localization. And from thc economic standpoint, it is highly necessmy that we should .ctivate research and developn1ent of n.tional defensc, airn to reach to satisfactory level of industrial competitiveness, improve the lnanagement of defense industry, and export our defcnse products to other countries.

This research is an empirical study on the relationship that the industry specific factors effects the innovation of manufacturing technology and the shaping of the market in the defense industry. Moreover, the existing models to evaluate the industry specific factors of the defense industry is much to be desired with the controlled statistical analysis of the result. It is vital to study on current situation with suggesting alternative strategy to the efficient strategy. The descriptive analysis approach analysis is conducted with SPSSWIN to conduct reliability test, factor analysis, correlation analysis, cross-tabulation analysis, one-way ANOV A, and multiple regression analysis.

Off-sets are industrial compensation practices mandated by many foreign governments when purchasing defense articles. In defense trade, off-sets include mandatory co-production, licensed production, subcontractor production, technology transfer, countertrade, and foreign investment. In this paper we review the current status of off-set program and defense industry in Korea, and suggest a development strategy of defense industry through off-set program.

In this paper, the R&D strategy for the national defense is presented in the national middle and long terrn plan point of view at the beginning of the establishment of the new defense acquisition organization DAPA. This issue was based on the presentation and discussion results in the defense policy forum held at the National Assembly conference on 15th Sep. 2005, organized by M.] Kim, the member of the national defense committee of the N ational Assembly. For the efficient defense R&D strategy, several issues are discussed and presented such as new defense customer requirement strategy, core technology development and investment strategy, roles and responsibility system of the defense related organization, civil and military duel use technology development strategy, defense R&D evaluation system and feedback strategy. The main issue include the object-oriented defense R&D system establishment for efficient investment of the national defense budget by the national priority based on the " Selection and 1nvestment" strategy. These suggested policies may contribute to the national defense science and technology R&D advancement in the long run.
