「AHP」model, which is for determining the priority of alternatives through pairwise comparisons between elements constructing decision hierarchy, is a very widely used decision-making tool. However,「AHP」has a limitation for selecting long-term technology alternatives. In the cases of projects that are necessary long lead time until realization of them,「AHP」dose not have a consideration of external impacts such as economical, political, or technological changes. Lead time can make the outputs or values of developing projects different from what are planned and expected at the beginning of development. To solve this limitation of 「AHP」, we constructed scenario in order to consider future external impacts in the process of determining the priority of technology alternatives and integrated it into「AHP」. A new model is called「EHP」External-impact Hierarchy Process) J has been developed in this study. This 'EHP J can increase the precision of decision making and is shown it by using a numerical example.

「BPMS」is primarily concerned with the automation of the business processes. It assumes that everything is under normal operation and can be processed according to the predefined norms and standards. However, exception means a situation where things cannot be processed according to the predefined standard norms and procedures. In this regard, it seems nonsensical to apply 「BPMS」 for exception handling. This paper attempts to break this preconception, and to show that it is a viable approach to apply 「BPMS」 for exception handling, especially in the defense industry. In order to realize this scheme, we developed a system architecture which encompasses the design of a process repository, a process dictionary, a knowledge management system, and a fBPMSJ application software. In the proposed architecture, a process repository is used for the storage of the business processes developed for exception handling, a process dictionary is required to describe the various situation variables and decision variables related to the exception handling. 「BPMS」 is also essential for storage, retrieval, and utilization of the various business processes stored in the process repository.

The EVMS(earned value management system) is proved to be very useful for the integration of planning, scheduling, budgeting, work authorization, and cost accumulation processes of the defense acquisition programs. It relies heavily on the work breakdown structure and the program organizational structure of the defense acquisition programs. In this paper, we review the concept and techniques of EVMS, and suggest an application of the cost-schedule integrated management technique in the defense acquisition programs.

This study is to suggest the political measures for the domestic development of defense technologies and also export advancement of defence products. For this purpose we examined the current status of Korean defense industry and tried to study the reasonable measures for this study. For the domestic development of defense technologies, the following measures must be pursued. First of all, the reasonable and scientitific planning system for R&D of defense technologies must be rooted on. And also the related critical technologies with C4ISR, PGMs, EW must be obtained on the basis of cost-effectiveness analysis. And the political measures for enlarging the R&D investment of defense technologies must be pursued. For the export advancement of defense products, the measures of the enforcement of the development capability of new defense products, the enlargement of cross import-and-export, the enforcement of financial support for defense industry, the set up of the export management organization for defense products, the enforcement of export-related information attaining capability, and marketing capability enforcement must be pursued effectively. For these measures, the cooperative efforts of the government, the army force, R&D organization, and the academic school must be tried successively.

A company' s core competency is the one thing that it can do better than its competitors. A core competency can be anything from product development to employee dedication. If a core competency yields a long term advantage to the company, it is said to be a sustainable competitive advantage. The purpose of this study is to analysis the level of competitive capability of specialized semiconductor design companies in defense industry. The samples of this study are 52 companies that mainly develop ASIC (Application Specific Integrated Circuit), and their company executives are asked for formulate as survey questionnaire. Questionnaire consists of 5 part inquiry which is composed of (1) management operation capability, (2) design development capability, (3) technology accumulation capability, (4) marketability, and (5) human capital capability. The results show firstly, that the design development capability and technology accumulation level are the most important factor to keep their competitive power. Secondly, many companies feel the lack of management operation capability and government support in policy. Thirdly, the success of design development depend on the market survey and strategic planning by the initial stage. Fourthly, the CEO leadership and marketability also play an important role to preserve company competitiveness. Finally, an experienced expert is still extraordinarily deficient in semiconductor design field.

Current regulation upon profit margin imposed on Korea defense industry is incurring many problems on the defense industry ever since its enactment. This study suggests five profit policy alternatives that could help relieve the regulations on profit margin and to resolvethe various problems associated with the defense industry profit regulations.
