본 연구는 아시아문화중심도시의 핵심 시설인 국립아시아문화전당에 대하여 광주시민들이 개관 전 가지고 있던 기대와 개관 이후 현재까지 인식하는 성과를 통해 문화전당이지역사회의 기대를 충족시키기 위한 방안을 제안하고자 중요도 · 실행도(IPA) 분석을 이용하여 실증 분석하였다. 분석결과 기대와 성과가 모두 높은 부문은 문화행사 및 문화시설증가, 문화행사의 시민참여 기회 증가. 문화도시로서 위상 증대, 지역 문화예술발전에 기여, 주변 상권 활성화, 도시환경정비 · 개선 등이었으며, 당초 기대는 낮았으나 성과가 높게나타난 것은 주변개발 활성화와 지가상승으로 나타났다. 기대와 성과 모두 낮은 영역은 광주전체 지역경제 활성화효과 확산, 아시아국가들과 문화교류 증가, 관광객 증가 등 장기적으로 효과가 나타나는 영역이다. 기대는 높았으나 여전히 성과가 낮은 영역은 문화전문인력 양성, 문화관련 일자리 증가, 문화콘텐츠 산업 · 기업 증가 항목으로 나타났다. 전반적으로 시민들은 문화전당 개관이후 문화적인 면에서는 높은 성과를 나타냈다고 인식하는 반면 경제적인 성과는 전반적으로 낮게 평가했다. 따라서 이러한 결과는 향후 경제영역에서 성과가 가시화될 수 있도록 전략을 마련할 필요가 있음을 시사한다.

The purpose of this study is to identify the expectations of the Gwangju citizen about the Asia Culture Center, which is the core facility of the Asia Cultural City Project. Empirical analysis was performed through IPA analysis. As a result of the analysis, the areas with high expectations and high performance are increase in cultural events and cultural facilities, increase opportunities for civic participation in cultural events, increase the status as a cultural city, contribute to the promotion of local culture and arts, and environmental improvement. The areas with low expectations but high performances were revitalization of surrounding area and rising land prices. The low level of both expectations and performances are the long-term effect of revitalizing the economy of Gwangju, increasing cultural exchanges with Asian countries, and increasing the number of tourists. The areas with high expectations but low performance are fostering cultural professionals, increasing jobs related to culture, and increasing cultural contents industries and businesses. As a result, citizens recognized their performance as high in terms of culture since the opening of the Asian Cure Center, while economic performance was generally undervalued. Therefore, it suggests that strategies should be prepared to be visible in the economic effects.

4차 산업혁명의 물결이 거세게 일고 있는 만큼 4차 산업혁명이 정말 독립적인 ‘혁명’이맞는지에 대한 의문도 여기저기에서 제기되고 있다. 하지만 수력과 증기기관을 범용기술(general purpose technology)로 삼았던 1차 산업혁명과 전기와 내연기관을 범용기술로 삼았던 2차 산업혁명이 구분 가능하다면, 같은 방식으로 3차 산업혁명(컴퓨터와 인터넷)과 4 차 산업혁명(인공지능과 빅데이터)을 구분하는 것도 가능할 것이다. 문제는 이와 같은 4차산업혁명에 대한 정책적 대응이 주로 기술과 산업의 변화에 초점을 맞추는 가운데, 보다거시적인 차원에서 사회문화적 · 사회경제적 변화에 대해서는 충분한 논의가 이루어지지못하고 있다는 것이다. 이러한 관점에서 본고는 문화정책의 견지에서 4차 산업혁명의 도전을 어떻게 이해해야 하며, 이에 대한 대응을 어떻게 모색할 것인지에 초점을 맞춘다. 이를위해 4차 산업혁명의 핵심 기술과 주요 문법 등 다층적인 패러다임 전환의 실태를 포착하고, 이를 바탕으로 전문가 FGI와 델파이조사를 통해 4차 산업혁명에 대한 문화정책의 대응방향을 모색하였다. 문화정책 전문가들은 ‘미래사회에 대비한 문화정책의 철학과 미래지향적 인문정책 모색’, ‘새로운 문화여가 정책 및 문화복지 정책 마련’, ‘협업 기반 창작 지원및 플랫폼 사업 확대’ 등 4차 산업혁명이 종국적으로 초래할 문화정책의 질적 변화에 높은관심을 갖고 있었다. 반면에 해당 기술 자체에 대해서나 이러한 기술을 직접적으로 문화분야에 활용하는 것에 대해서는 상대적으로 낮은 관심을 가지고 있음을 알 수 있었다. 보다 총체적인 관점에서 4차 산업혁명의 문화정책 관련 주요 이슈를 진단하고 그에 대한 대안을 모색하고자 한 본 연구는 문화예술교육정책에의 적용 사례에서도 알 수 있듯이, 향후 문화정책의 각 분야에서 관련 대응의 방향을 구체화하는 데 유의미한 참고지점을 제공할수 있을 것이다.

As the wave of the Fourth Industrial Revolution is getting stronger, questions have also been raised whether the Fourth Industrial Revolution can truly be called an independent ‘revolution.’ However, as long as a distinction can be made between the First Industrial Revolution, where water power and the steam engine served as general–purpose technologies, and the Second Industrial Revolution, which was driven by electricity and the internal combustion engine, it is also logical to think that the Third (computer and Internet) and Fourth (artificial intelligence and big data) Industrial Revolutions could be distinguished in the same way. The thing is, however, policy responses are dominated by technological and industrial interest rather than socio-cultural or socio-economic one. From this point of view, this article aims to identify the challenges of the Fourth Industrial Revolution in terms of ‘cultural policy’, and explore necessary responses to prepare the new era. In doing so, the researcher first sought to comprehend the multi-layered paradigm shifts driven by the Revolution. Focus group interviews and the delphi method were conducted to collect the opinions of Korean experts who work in the cultural policy field. As a result, it was found that Korean cultural policy experts were highly interested in the fundamental changes concerning the quality of cultural policy (such as exploring the philosophy of cultural policy and future-oriented humanity policy), while they were rarely interested in the key technologies of the Revolution themselves or direct application of them to the cultural sector. As the case of arts and culture education policy shows, the research may help policy makers and researchers to outline future policy directions in each sub-sector of cultural policy.

본 연구의 목적은 영양국제밤하늘보호공원을 별 테마파크로 기획하는 것이다. 공간의특성을 장소감의 측면에서 이해하고 장소의 발견과 변주라는 담론 아래, 공간스토리텔링을 적용하여 별 이미지를 통한 지역 만들기와 문화관광산업 발전을 모색하는 것이다. 이를위해 영양국제밤하늘보호공원의 현황을 분석하고, 그 가치와 의미를 살폈다. 이론적 고찰과 연구 대상의 현황 분석에 따라 별 테마파크 기획 방향을 설정하였다. 밤하늘보호공원이지닌 장소의 혼을 발견하고, 장소감 증대를 통한 장소 창조에 따라 공간스토리텔링을 구현하였다. 이에 따라 별 테마파크 조성과 별 이미지를 극대화한 운영 프로그램을 개발하여제시하였다. 영양군이 산간 오지라는 것과 인지도가 낮은 것이 별 테마파크 기획의 단점으로 작용할 수 있어 한계로 인식되었으나, 새로운 발상으로 체류형 관광으로의 별 테마파크가 가능함을 재인식하며 세부적인 프로그램을 구성하였다.

The purpose of this study is to redesign the Youngyang International Dark Sky Protection Park as a Star Theme Park. Understanding the character of its space from the aspects sense of place and under the discussion of discovering the location and changing the theme, developing the local culture with the images of stars by applying space storytelling and seeking development of cultural tourism are the goal of this study. For this, the status of the Youngyang International Dark Sky Protection Park was analyzed and its value and meaning were examined. Based on the theoretical considerations discussed above and the analysis of the status of the research subjects, the planned direction of the star theme park was set. The soul of the Dark Sky Protection Park was discovered and the space storytelling according to the creation of the place through the increase sense of place was realized. An operating program was then created based upon the star theme park to maximize the star images which was developed and presented. The fact that Youngyang-gun is in a remote mountain area and its low recognition rate were recognized as limitations because they could be a disadvantage for the star theme park project. With these new ideas, I can be recognized that it is possible to have a star theme park as a residential tourism with a detailed program.

지방분권화시대에 지자체의 경쟁력을 확보하기 위해서는 지역 내 부가가치창출뿐만 아니라 외부방문객을 통한 수익창출도 중요하다. 때문에 도시민의 지속적인 지역방문을 유인할 수 있도록 지역내에 잠재되어 있는 매력을 가꾸고 발산하는 것이 중요하다. 본 연구의목적은 지역 내 잠재되어 있는 문화관광자원 발굴을 통한 지역경제 활성화의 가능성을 확인해 보고자 한다. 이를 위해 전라북도 임실군을 대상으로 방문객의 온라인 게시글에서 방문목적과 장소를 수집하여 LDA기반의 토픽모델링 기법으로 분석하였다. 분석 결과, 임실군 방문객의 유형은 ‘분위기 있는 카페방문’, ‘성인 레저투어’, ‘가족단위 공연 및 축제참가’, ‘친구 또는 가족과 당일여행’, ‘가족단위 휴가(캠핑)’으로 나타났다. 이는 임실군이 현재 대표 브랜드로 임실치즈를 앞세우고 있으나 치즈 외에도 방문동기가 차별화되어 있음을 보여주는 결과이다. 즉, 도시민을 유인할 수 있을 만한 매력적인 문화관광자원이 잠재되어 있다는 것이다. 연구결과를 바탕으로 임실군에 방문객을 유인하고, 수익을 창출할 수 있는 전략을 제안하였다.

In an era of decentralization, it is important not only to yield value added within the region but also to generate revenue through visitors. In addition, it is important to foster and radiate potential attractiveness in the region. The aims of the current study are to identify the possibility that the local economy can be activated by exploring potential cultural and tourism resources in the region. To do this, online reviews which were from visitors in Imsil county were collected and analyzed using the LDA-based topical modeling technique. Based on the results, the purpose of visitors in Imsil county was about a variety of leisure activities, family performances and festivals, a day trip with friends or family, and a family vacation. Although main brand of Imsil county is known for Imsil Cheese, there were other reasons for visiting. In other words, there is a potential for attractive cultural tourism resources to attract city people. Accordingly in order to create sustainable economic value, appropriate strategies need to be developed to attract and generate revenue for the urban population.

1990년대 이후 관광산업의 활성화와 2000년대 이후 차세대 성장산업의 하나로 문화콘텐츠가 육성되면서, 국가와 지역의 ‘역사문화자원’이 주목되기 시작하였다. ‘지역 역사문화자원’ 은 지방자치단체의 행정구역 또는 공통의 역사적ㆍ문화적 정체성을 이루고 있는 지역을 기반으로 하는 문화재와 문화유산뿐만 아니라 문화재로 보호되거나 문화콘텐츠로 활용될 잠재적 가능성이 있는 인적ㆍ공간적ㆍ시간적 자원을 포괄하는 것이다. 인적 자원은 해당 지역의구성원, 구성원 간의 관계, 공동체로서 지역의 독자성과 역사성을 드러낸다. 공간적 자원은자연지리가 포함되며, 해당 지역의 역사문화가 투영된 공간이다. 시간적 자원은 해당 지역의역사와 문화가 형성, 변화, 발전하는 과정을 보여주는 기록 자원과 유무형자원이다. 이를 전라남도 화순군에 적용해보면, 조선시대에는 전라좌도 능주목, 화순현, 동복현을 행정구역으로 하고, 1895년에는 전라도 나주부 화순군, 능주군, 동복군으로서 변경되었다가, 다시 이듬해 전라남도 화순군이 된 행정구역을 지역적 기반으로 하는 곳에서 생성된 역사문화재, 역사문화유산, 역사문화자원을 의미한다. 이러한 화순군의 역사문화자원을 바탕으로 화순군의 상징 콘텐츠가 제작되었고, 관광 및 향토 자료 콘텐츠가 개발되었다. 이외에도 예술이나 문학작품, 드라마, 문화원형사업 콘텐츠의 소재가 되었고, 축제의 소스로 활용되었다. 추후 문화산업을 활성화시키고 지역의 발전을 지속시켜 나가기 위해서는 데이터 DB를 보완하여 구축하고, 화순군의 설화 및 관련 인물을 역사문화자원으로 활용한 창작스토리를 개발하고 지원하는 것이 요청된다. 아울러 그 무엇보다도 화순군에서 추진하고 있는 선도사업에 대한 역사성과 정체성을 부각하고, 관련된 인적, 공간적, 시간적 자원을 발굴할 필요가 있다.

As the tourism industry has been revitalized since the 1990s and the cultural contents have been developed as one of the next generation growth industries since the 2000s, the 'historical and cultural resources' of the countries and regions have begun to attract attention. This essay reviewed the current status of the use of the term 'historical and cultural resources' through existing literature studies. In terms of history, the meaning of the term 'historical and cultural resource' is summarized and the details are typified. Based on that, this study proposed the direction of contents composition for regional development of Hwasun-gun by classifying the history and culture resources of Hwasun-gun in Jeollanam-do and summarizing the case of contents.
