전파사용료의 효율적 운용을 위한 제도 개선에 대한 연구

The spectrum usage fee has been imposed on spectrum users. The objective of the fee is spectrum management, so it is important to utilize it efficiently. Our study focused on how to efficiently utilize the spectrum usage fee. For this purpose it tried to found what the preconditions are for the efficient utilization, and analyzed current execution. The study showed that it did not comply with those preconditions, and produced policy recommendations. The authors expect that policy recommendations this study brought up will contribute to improve the policy process how to collect and use the spectrum usage fee.

The e-Government in Korea has made such good results as improvement of official work productivity and citizen service quality. However, e-Government in Korea involves many problems and subjects to must solve, especially, at the side of citizen services. Every public organization as supplier provides each service of themselves to the civilians. Citizens feel inconvenience yet, because they must visit and are supplied various civil services to one public affair from several public institutions. When we consider the paradigm shift of the e-Government service, the status and problems of the e-Government in Korea required more better service model to the citizen. To realize the citizen oriented service, the integration and linkage of the system infrastructure and applications among governmental organizations are required. In this changed situation, when new one/non-stop service model of the digital government is developed and launched, the e-Government can supply better service to the citizens. In this study, the model that we suggest is among the new service models of the e-Government, named the Integrated Civil Service Model. The e-Government involving the Integrated Civil Service Model can make more outcome, such as better civil life convenience, cost-effective results by processing time and cost reduction for public affairs of citizens.

This paper tried to discuss response of local government facing governance era. Governance is intended to introduce a variety of residents' participating systems to revive the citizen's society and strengthen the foundation for that purpose, thus seeking the paradigm for decentralized operation of the nation. As widely accepted, governance has many meanings connected with controling method of interdependence activity. However bureaucracy do not make decisions as one-side and vertical like past but is form of public decisions that stakeholder in policy. Firstly, we reviewed the terms of governance and policy issues and policies on governance. And also survey on actual performer associated with governance in Gumi. Next, proposals of the development of policy in governance, role of local government are made in terms of construction of governance.

Alvin Toffler는 인류 발전 과정을 세 가지 변화의 물결, 즉 유목 채집 사회에서 농경 사회로의 변화, 산업혁명에 의한 농경 사회에서 산업 사회로의 변화, 그리고 1950년대부터의 후기 산업화 사회로의 변혁으로, 산업 사회에서 정보 사회로의 변혁이 일어나기 시작했으며 탈대량화, 다양화, 지식기반 생산과 변화의 가속이 시작된 시기였다. Herman Maynard와 Susan Mehrtens는 ICT (Information Communication Technology: 휴대폰 등), 인터넷의 발달로 제4의 물결이 시작되고 있다고 주장한다. 이전의 사회 변혁들은 물질 생산이 따르는 가시적인 변혁들이었으나, 디지털 혁명은 시민사회의 참여 확대를 통한 민주주의의 진화된 형태를 가능하게 하고 있다. 지금 우리가 경험하고 있는 제4의 물결의 시작은, 시민사회의 정책 참여와 견제가 효과적이고 효율적으로 이루어지기 시작하는 초고도 정보화 사회의 시작을 의미하며, 정책 결정 자들은 정책 결정 과정에서 그들이 보유하던 절대 영향력의 일부분을 시민사회에 이양됨을 막을 수 없을 것이다. 이러한 대변혁의 시대에 관료주의, Digital Divide, 그리고 시민 참여와의 상관관계를 이해하는 것은 매우 중요하다. 본 논문에서는 시민 참여에 대한 관료주의의 방침과 태도, 제4의 물결의 정책 민주화와 Digital Divide로의 영향 분석을 통하여 정책 결정 자들과 그들의 환경으로의 파급 효과를 논증한다. 본 연구는 이러한 분석과 논증을 통하여, 정책조직들과 시민사회와의 신세기의 바람직한 동반자적 입지 구축에 기여 할 것이다.

효과적인 학교교육요소에 근거한 좋은 중등학교 척도개발을 위한 탐색적 · 확인적 요인분석

This research is to redefine the concept of Good School and to validate an effective Good Secondary School Scale in Kyung-gi Province and Seoul. As statistical methods, SPSS 13.0 and AMOS 5.0 were used. Item Analysis and Exploratory Factor Analysis(EFA) were conducted to test the reliability of items and the factor structure. And Confirmatory Factor Analysis(CFA) was conducted to test the validity and fitness of the Good School Scale. The outcomes are as follows: First, six factors(school environment, curriculum, teacher, school-based management system, director) will increase the good schooling effectiveness. Second, As a result of Confirmatory Factor Analysis(CFA), the goodness of fit indices(GFI AGFI, CFI, RMSEA) demonstrate statistically significance and fitness of the model. The final Good School Scale supports 6 Good School Factors obtained in main test. Therefore, we can say that this scale can be used as a valid instrument to measure a real Good Schooling Effectiveness at the secondary school situation in Korea.

Bass 모형을 이용한 인터넷에서의 기술 확산에 대한 실증분석

The Internet possesses not only features of mass media but also features of word of mouth communication. Communication channel is considered as one of most important variables in diffusion process. In this paper, we examined functionality of technology diffusion on the Internet through the use of meta tags. We have measured the coefficients of the Bass diffusion model which has been well-established in new product diffusion. This research shows that the Bass model is appropriate for describing technology diffusion on the Internet. The external influence as represented by the coefficient of innovation was found to be much smaller while the internal influence dominates in all meta tag diffusion. In meta tag diffusion, the internal influence as represented by the coefficient of imitation was increased at least twice bigger than that of consumer durables and information technology. Collecting necessary data in social sciences research can be a burden. This research shows that it can be alleviated through the use of software agents over the Internet. The research made use of software agents for collecting longitudinal data from publicly accessible archive such as Archive.org.

Recently, software distribution method, along with advent of era of Web 2.0, is rapidly evolving from ASP(Application Service Provider) method into SaaS(Soft as a Service) method due to development in concepts and technologies including SOA(Service Oriented Architecture) Web Service, On Demand and Component. Determining factor in market competitiveness of newly emerging SaaS business model will be analyzed by focusing on Group-Wares, POS(Point of Sale) System, CRM(Customer Relationship Management) and ERP(Enterprise Resource Planning), which are the most representative SaaS business models in Korea. It is anticipated that the outcome of analysis of determining factors for market competitiveness for each of the main SaaS Business Models acquired through questionnaire survey can be utilized as important benchmarking material in setting the direction of cultivating SaaS market by the government as well as new entries into SaaS market.

This study investigated how the franchisor's supportive activities influence the franchisee's loyalty and consequently their perceived performance in the franchised restaurants. The study found that the franchisor could increase the franchisee's loyalty through supportive activities and the franchise performance in results. However, the franchisor's advertising and promotion supports did not influence the franchisee's loyalty increase, but increase the franchisee's perceived performance. In summary, supportive activities such as efficient franchise system and advisory activities could be a starting point towards high franchise performance.

Information technology is rapidly diffused throughout the world. Unfortunately, as the technology goes on the disabled vocational rehabilitation is more isolated in physically and mentally. A new paradigm, 'Digital practical use Opportunity' is a product of the tremendous technological changes driving the disabled vocational rehabilitation. The employment for the disabled vocational rehabilitation is a hot issue. Because lack of education rehabilitation cause many problems for the employer. Relating program of employment and education for the disabled vocational rehabilitation, they can get a job in a better condition. This study propose a model of good environmental employment for the disabled vocational providing them the way of getting a job so that they can go as a member of highly developed society. It conducted in society could fundamentally advance our knowledge about the structure of the employment of the disabled vocational rehabilitation, cure their feelings, give them a chance to live happier, stronger, healthier.

통신산업의 국민경제적 파급효과

This paper tries to measure the spill-over effect of the production and investment of telecommunication service industry (hereafter telecommunication industry), using the most recent data of 2003 input-output tables. The results are summarized as follows. First, the industries which have the biggest spill-over effect from the production of telecommunication industry is miscellaneous business service (including the sale commission of telecommunication service), other engineering services (including royalty), and business consumption. Second, the production of telecommunication industry induces more value-added, and less production, less import, and less employment than related industries such as radio and television equipment, communications and broadcasting equipment, and computer and peripheral equipment. Third, while the investment of telecommunication service amounts to 15% of its production, the effect of the investment on production, value-added, consumption, and employment reaches 70% of that of its production. The policy implication of this paper is that the telecommunication industry contributes to overall economy mainly through its investment.
