Electronic service delivery is an integral mission that is shouldered upon e-government to carry out. And it also has become an important way of making client-centered administration work more effectively. It is quite convenient from citizens' perspective to utilize public services that are electronically transformed. This study identifies a set of electronic services currently provided by e-government and proposes policy measures for further driving e-government to develop its services in a direction of making people's life more convenient.

The Bidding System of the public IT project in Korea is fallen behind, because of the ordering habitual practice based old system, overcompetition based sealed bid and subcontract practice. To innovate this old-fashioned practice for public IT project bidding, this paper wants to generate a proper improvement direction of the public IT project contract law and the related policy through the literature review about the ordering and receiving system in Korea, the practical survey about bidding marketplace in Korea, and competition between bidding system and/or policy of major countries: USA, UK, France and Japan. As a result of practical survey, many problems of the current public IT project bidding system came out and improvement ideas toward future situation turned up. These outputs implicate that the current law and system related public IT project demands better improvement work for the future ubiquitous Korea. Therefore, this paper, to solve these problems about bidding systems and practice, propose the new public IT project contract law and the related policy, reflecting these improvement ideas by the practical survey and the literature review, and benchmarking points from bidding system of other countries.

인터넷 관문사업자와 디지털 콘텐츠사업자간 상생정책 방안에 관한 탐색적 연구

This study explored which policies can be win-win strategies among internet portals and digital content providers. With taking the professional advise by interview and descriptive Questionnaires, the study suggested which governmental policies may be the mutual and proper winning strategies in internet industry, specifically between internet portal sites and content providers. Researcher kept in contact with five opinion leaders in this field and proposed thirteen candidate policies, which can give implications to the related governmental agencies, internet portals and contents providers. Some of these suggested policies may have been done and are being done conservatively in some area. But, in order to positively activate and develop the domestic digital contents industry, this study emphasized that the related agencies should perform the progressive policies and assign the financial supports to internet industry.

The digital economic environment of next generation, which digital high-technology industry appears to be the economic center of the high degree of industry structure, is expected to be developed as the existing traditional industry is merged with high tech digital one. The developing system of contents policy for digital industry means the policy and vision, and strategic structure which get the mechanism of contents industry structure to work. The promotion organization of digital contents policy is requested to secure the framework of digital contents industry based on cluster, the infra framework of digital infra culture, the infra framework of industry-academic cooperation, and the overall digital contents based on motive policy for the vitality of the youth. The application of digital contents policy may lead to establish the framework of the growth for the every unit of industry with the cluster oriented system.

For the domestic digital contents, a proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We have proposed and realized the Dynamic Coordinating Framework(DCF) to bridge these gaps among the major players in the industry. The the Dynamic Coordinating Framework rests on the following major functions. The first major function of the DCF is to decipher any ambiguity that may be embedded in external inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our DCF has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. DCF has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.

The present study attempted to explore effective scanning and monitoring in process of risk management on agri-marine products distribution policy. The interest public's group interests clash in accordance with theme for issue on marking policy. For executing a better systematic scanning and monitoring on actual affairs of marketing, selecting information personnel, gathering and analysing information, issue and risk management and their valuation with ongoing and simultaneously. Especially, In order to explore effective scanning and monitoring as a model of risk management, the study attempted to analyze within and without environment of marketing, to analyze issue management strategy, to evaluate issue activity for likelihood and impact, risk cycle analysis, interest public's group concerned, grade of interest public's group threatened(power, legitimacy, willingness), rapport(staying close, credibility, meeting expectation). And the study make an ongoing observation progress of subjects, and the serious subjects need have made an close observation. The study suggested to establish friendly relationship between organization and interest public's group, and to regularly accomplish two-way symmetric communication.

포털사이트의 지각된 서비스 품질이 후속 행동에 미치는 영향에 관한 연구

This paper is aimed to exam factors in the perceived service quality of web portal site and to analyze their effects on customer satisfaction. And this paper analysis satisfaction effects on revisit intention. To accomplish this purpose, this study examined previous studies and summarized core factors of service quality. Form literature survey, we drawn core factors. They are convenience, technologies, valuable of contents and service, communication, positioning. These core factors will affect on customer trust, satisfaction and satisfaction will affect on revisit intention. This study examined previous studies and summarized core factor in perceived service quality of web portal site. Fourteenth hypothesis were developed. Data for empirical testing were collected through survey to portal sites user. The results of this study are as follows; First, we find that service, communication and positioning have positive influence on the trust. Second, convenience, valuable of contents and postioning factors have a positive influence on the satisfaction. Third, it is shown that satisfaction have a positive influence on the revisit intention.

구조방정식을 이용한 국어 사이버 가정학습의 효과 관련 요인에 관한 연구

The objective of this research is to assess various factors affecting E-learning in Korean language education. In this research, we hypothesize that several factors such as absorption, motivation and tutors increase the educational effects of E-learning and ultimately affect learning attitude and satisfaction of students in E-learning. To discuss the hypothesis, we analyzed survey data of 300 students who were taking E-learning class of Korean language for three weeks in October 2007 based on Structural Equation Model. The result of our analysis shows that the factors such as absorption, motivation, tutors have positive effects on E-learning in Korean language education and positive influence on learning attitude and satisfaction on students as well.

In situation of rapid growth of internet shopping recently, impulse purchase of customer is being appeared social problem, specially college student customers. The Purpose of this study was empirically examine the factors affecting customer impulsiveness buying in the internet shopping mall. The data were collected via a self-administered questionnaire from 298 male and female students who have shopping experience on the internet shopping mall, living in Seoul and Kyoungnam province. The major finding of this study are summarized as follows. First, the characteristics of internet shopper(search tendency) and impulsiveness buying has significant relationships. Second, the characteristics of internet shopping mall(convenience, marketing stimulus) had influence on customer's impulse purchase behavior.

Knowledge has been widely recognized as a critical resource for competitive advantage of the organization. However, little has been done in the literature regarding under what conditions that organizations should develop knowledge internally or acquire knowledge from outside. Therefore, the purpose of this study is to examine the effects of some key factors such as environment and organizational climate, on the organization's decision to knowledge sourcing. Our findings suggest that organizations are more likely to acquire knowledge from outside if the environment is complex, munificent and dynamic; if they possess higher levels of goal-oriented and autonomy.

In this paper, we studied on the e-learning impact on the employees in the convention business, focusing on the employees' learning attitudes and emotion. Since the convention business is getting more attention especially in the culture and tourism industry, the employees in this convention setting are needed to reeducated periodically. We collect and test 126 employees who have studied some conventional education in e-learning. The findings of this research are that an employees' attitude and emotion have a significant positive effect on the achievement or success of the e-learning program. Based on this study, we discuss and suggests managerial implications for building e-learning context, with the consideration of the attitudes and emotion of the participants.

In this study it is aimed to find out the relationship between the effective factors on learning motivation of the digital textbook. To carry on such exploration the learning motivation theory of Keller has been taken as the theoretical background. This is an experimental research with the data collected from 310 students who took the digital textbook class in the computer-mediated environment. It is compared and verified whether the factors causing learning motivation of the ARCS model embedded in the offline class influence on learner's motivation and achievement. With the outcomes, it has been tried to find out some practical suggestions for the achievement of the digital textbook. The results of the data show that the learning motivation of the digital textbook is significantly influence on the learning achievement.
